The meeting of the Danby Town Board was called to order by
Supervisor Dietrich at 5 : 30 P . M .
Final Environmenta 1 Impact Statement
Project Title : Raptor Heights ryPlanned w Development District

Councilperson Marisa presented the Final Environmental Impact
Statement for the Raptor Heights Planned Development District
for review and discussion .
Councilperson Eckstrom gave a summary of this project to date and
reported that the developer has given the Town of Danby the Draft
Environmental Impact Statement. ( DEIS ) , the Town held a public
hearing and reviewed the statements . The Town held a public
comment period and now the Town is at the phase where the Town
wants to take the DEIS and make a final version of that
statement . The DEIS at this point is now a separate document .
The Town has developed a Final Environmental Impact Statement
( FEIS ) that encumbers some other points of view that were not in
the DEIS . The Town now needs to adopt the FEIS and to say that
the FEIS is complete and the Town Board agrees upon the content
of the document . The Town will file the FEIS on March 23 , 1990 ,
• there is a ten ( 10 ) day public comment period and also a thirty
( 30 ) day window in which the Town must file a statement of
findings . Comments from the public must he filed in the Town
Clerk ' s Office within ten ( 10 ) days . Only written comment will
be accepted .
The following News Release will be published in the Ithaca
journal on March 23 , 1990 .
The Danby Town Board has accepted the Final Environmental Impact
Statement for the Grisanzio Planned Development District . The
statement has been made available for public review for ten ( 10 )
days at the Danby Town Clerk ' s Office . The Board strongly urges
any and all residents especially those who live in the Troy Road ,
Muzzy Road , and Nelson Road areas who have problems or concerns
regarding this project to review the FEIS and make your opinion
heard and submit your written comments .
Councilperson Schwartz will take the News Release to the Ithaca
Journal for publication as soon as possible .

RESOLUTION REGARDING ENVIRONMENTAL QUALITY REVIEW
REQUIREMENTS FOR THE APPLICATION TO THE TOWN OF DANBY
( THE " TOWN " ) FOR APPROVAL OF A PLANNED DEVELOPMENT
DISTRICT SUBMITTED BY MS . LIZ GRISANZIO ( " APPLICANT " )
WHEREAS , Applicant has submitted to the Town an application for a
Planned Development District for: : e site proposed to consist of
,

approximately 45 Lots on approximately 72 acres located in the
Town ( thS " proposed action " ) ; and
WHEREAS , .. the Town has designated itself as Lead Agency for
purposes of the environmental review of the proposed action ; and
WHEREAS , The town has , after completion and review of the
required Environmental Assessment Form ( " EAF " ) , filed a Positive
Declaration -- Notice of Intent to Prepare a Draft Environmental i} `
Impact Statement ( " DEIS " ) / Determ .ination of Significance ; and it
WHEREAS , The Applicant has submitted a Draft EIS as required ;
and
WHEREAS , The Town board , as the designated Lead Agency , has
reviewed the Applicant ' s DEIS and determined that it is
satisfactory with respect to its scope , content and adequacy for
the purpose of commencing public review ; and
WHEREAS , a Public Hearing on the DEIS was held at the Town Hall
on November 20 , 1939 , at which time all members of the public
wishing to speak were given the opportunity to do so ; . and
WHEREAS , The designated public comment period following the
filing of the Applicant ' s DEIS has expired and the Town Board , as
the designated Lead Agency , has commenced preparation of the
required Final Environmental Impact Statement ( " FEI S " ) ; and
WHEREAS , The Town Board , as the designated Lead Agency , has
received extensive public comment necessitating full and proper
response as part of the preparation of the FEIS ; and
WHEREAS , The Town Board has undertaken the review of the
proposed PETS submitted by the Applicant on February 13 , 1990 ,

and thereafter determined that substantial modifications and
additions were necessary thereto ; and
WHEREAS , The Town Board has substantially revised the proposed
FEIS , and is now prepared to approve the FEIS in final form ; now
therefore , it is hereby
RESOLVED , That the Town Board of the Town of Danby , as Lead
Agency , pursuant to 6 NYCRR Part 617 , Section 617 . 9 ( e ) , hereby
( i ) approves the FEIS for the proposed project in the form
attached hereto and incorporated herein , and ( ii ) authorizes its
filing as required .
Discussion followed and the following changes were recommended ,
1 ) Language that talks about Town approval of the final
site plan as a part of the acceptance of a Planned
Development District ;
2 ) Some definition of " wall - to - wall " first occurrence
which means that there is no buffer zone to adjoining
properties ; •
3 ) Striking i k i n q t t r sentence dealin 9 --with- complete

News Release
Councilperson Schwartz will take the notice of completion News
Release to the Ithaca Journal for publication . Residents who
wish to respond must respond in writing by March 31 , 1990 .
