Regular. Meeting
The Regular Meeting of the Town Board of the Town
of Cortlandville, was held at the Town Hall, 15 Terrace
Road, Cortland, New York, with Supervisor Pierce
presiding.
Members present: Supervisor Melvin Pierce
Councilman Raymond Thorpe
Councilman Edwin O'Donnell
Councilman Ronal Rocco
Councilman Theodore Testa
Deputy Town Clerk Diane Demeree
Others present were Town Attorney, Phillip Rumsey;
Town Highway Superintendent, Carl Bush; and
newsreporter, Skip Chapman.
The meeting was called to order by Supervisor
Pierce at 7:30 o'clock p.m. He requested that all those
in attendance rise and pledge allegiance to the flag.
Supervisor Pierce asked the Board members if they
had received the Town Board minutes of July 5, 1989 and
July 19, 1989.
Councilman Rocco apprised that Resolution #186 is
incomplete. The names of the Councilmen who made the
motion, Councilman Rocco, and seconded it, Councilman
O'Donnell, were not submitted. After correcting the
resolution, motion was made by Councilman Thorpe,
seconded by Councilman Rocco, to approve the
Cortlandville Town Board minutes of July 5, 1989 and
July 19, 1989, as corrected. All voting aye, the motion
was carried.
A motion was made by Councilman O'Donnell, seconded
by Councilman Testa, to receive and file the Town
Planning Board minutes of July 11, 1989 and July 18,
1989. All voting aye, the motion was carried.
RESOLUTION #194 AUTHORIZE PAYMENT OF VOUCHERS - AUGUST

VOTES: ALL AYE ADOPTED
audit of bills BE IT RESOLVED, that the vouchers submitted have been
audited and shall be paid as follows:

Supervisor Pierce offered the privilege of the
floor to Town Highway Superintendent, Carl Bush.
Mr. Bush submitted to the Board members, an
Carl Bush application form which he would like residents to use
when building a new house. His main concern is
driveway form regarding the installation of the driveway. He is
concerned that some are not doing the work according to
requirements.

A motion was made by Councilman O'Donnell, seconded
by Councilman Testa, to receive and file the letter to
Supervisor Pierce from David Verostko, Director of
Employee Relations at Smith Corona. All voting aye, the
motion was carried.
The letter was in appreciation of the Cortlandville
Town Park and Mike Andrews who helped to arrange the
annual picnic for Smith Corona.
A motion was made by Councilman O'Donnell, seconded
by Councilman Testa, to receive and file the Protest of
protest assessmen he Special Franchise Assessment for the 1989 Tax Roll
rom Golub Corp./Price Chopper Operating Company, Inc.,
Price Chopper filed with the NY State Board of Equalization and
Assessment. All voting aye, the motion was carried.
RESOLUTION #197 AUTHORIZE PETER ALTERI AND DAVID THOMAS
TO ATTEND NYS RURAL WATER ASSOCIATION

VOTES: ALL AYE ADOPTED
BE IT RESOLVED, that Peter Alteri Jr. and David Thomas
are hereby authorized to attend the NYS Rural Water
Association conference on August 23, 1989, in Syracuse
at a cost of $35.00 each, and also
RESOLVED, that the expenses incurred shall be
reimbursed, subject to audit by the Town Board.
RESOLUTION #198 AUTHORIZE TO RAISE WATER APPLICATION
FEE FOR THE TOWN OF CORTLANDVILLE

VOTES: ALL AYE ADOPTED
WHEREAS, the present fee for application to hook into
the Town's water is $67.00 which covers the cost of the
water meter and inspection of such, and
WHEREAS, because of growth in the Town and extension of
the water system, the Town Clerk has had to order
several meters, and
WHEREAS, the cost of a water meter has increased to
approximately $80.00, which with the cost of inspection
adds up to $85.00, therefore
BE IT RESOLVED, that the Town Clerk is hereby authorized
and directed to charge $85.00 for a water application in
the Town of Cortlandville, effective August 01, 1989.
RESOLUTION #199 AUTHORIZE MINIMUM CHARGE FOR POOL FILLS

WHEREAS, there has been continuing requests from private
enterprises to use the Town's water to fill swimming
pools located in -the Town of Cortlandville, and

WHEREAS, it has been the policy of the water department
of the Town of Cortlandville totry to accommodate the
residents of the Town in their requests, and
WHEREAS, the Town cannot absorb the cost of the water
needed to accomplish such; therefore
BE IT RESOLVED, that the Cortlandville Water Department
is hereby authorized to charge.a minimum of $12.00 per
load of water up to 5,000 gallons.
RESOLUTION #200 AUTHORIZE DAVE BERLEW TO INSTALL Dave Berlew

WHEREAS, an application was submitted by David Berlew,
for permission to install his own water meter at his
residence on Rt. 281, and
WHEREAS, this application was reviewed by the Board and
found to be in proper order, therefore
BE IT RESOLVED, that Dave Berlew is hereby approved by
the Board to install the water meter at his residence on
Rt. 281.
RESOLUTION #201 AUTHORIZE SUPERVISOR TO WRITE LETTER
TO SCOTT FLATT - WEATHERVANE ROADS

VOTES: ALL AYE ADOPTED
WHEREAS, the subdivision known as Weathervane Estates,
located on Rt. 222 has been approved and filed in the
appropriate places, and
WHEREAS, the roads in said subdivision have not been
approved nor dedicated to the Town, and
WHEREAS, in order to approve said roads, they have to
meet certain standards and be dedicated to the Town,
therefore
BE IT RESOLVED, that the Supervisor and the Town Highway
Superintendent are hereby authorized and directed to
write a letter to Scott Flatt of Weathervane Estates,
requesting finalization of the roads in said
subdivision, and also
RESOLVED, that a copy of the letter shall be sent to all
residents of Weathervane Estates.
RESOLUTION #202 AUTHORIZE TO GIVE PARTIAL CREDIT TO

WHEREAS, Sherry Boone of 1 Abdallah Ave. received an
unusually high water and sewer bill for the last quarter
of usage, and

WHEREAS, the water department personnel reviewed all
aspects involved and checked the meter and found
everything to be in proper order, and
WHEREAS, the water did go through the meter but it
cannot be determined if it entered the sewer, therefore
BE IT RESOLVED, that the water and sewer department is
hereby authorized to charge the full amount for water
and issue a partial credit based on the consumption of
same quarter of the year 1988.
A motion was made by Councilman Thorpe, seconded by
Councilman Rocco, to adjourn the meeting. All voting
aye, the motion was carried.
The meeting was adjourned at 8:20 p.m.
