Sovocool, Councilman C. VanBenschoten, Councilman E. Cummings, Councilman Haynes, Councilman tzgerald, Attorney Also present: Leland Cornelius, Gary Wood, Robert Walpole Moved :by Mr. VanBenschoten, seconded by Mr. Sovocool, to approve minutes of March 13th meeting as presented. Ayes - Sovocool, VanBenschoten, ® Cummings, Haynes, Robinson. Claim Nos. 82 to 103 of the Highway Fund in the amount of $7,813.54 and Claim Nos. 147 to 167 of the General Fund in the amount of $7,119.56 were presented for audit, Moved by Mr. Sovocool, seconded by Mr. Cummings, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson, RESOLUTION NO 19 - PAYMENTS FROM CAPITAL RESERVE FUND Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that Claim Nos. 21 to 25 of the Capital Reserve Fund in the amount of $53,577.68 be approved for payment. Reviewed monthly reports from Town Clerk and Town Justice Heffron. Correspondence consisted of: 1) Letter from DOT stating speed limit reduction on Salt Road is not appropriate at this time; 2) Notice of Federal Driver's license required by Sept. 1, 1989, for truck drivers; 3) Letter from NYS Board of Equalization - Residential Assessment Rate of 43.97 based on 951 sales; 4) Blue Cross /Blue Shield credit of $687.57 to Town for Supervisors Health Insurance; 5) Letter from Jon Harrington regarding Cortland Paving Companies Gravel Mine; 6) Letter from NYS Retirement System regarding change in Tier contributions; 7) One percent for Peace - April 15 (Tax Day) on the Ithaca Commons; 8) Tompkins County DOT Landfill Permits, Supervisor Robinson would like board to consider taking County Sales Tax next year rather than have it applied to reduce County taxes. Reasoning would be to use it to reduce Town Taxes. Discussed Lorraine Faucett's request for a street light in front of her residence in Peruville. Supervisor stated there were lights on both sides of her residence and it just happens to be quite dark in front. Lights are placed a certain distance apart. Consensus of board was that we can't place a light in front of everyones home. Lighting shall remain as is. Linda Stickles made a complaint to the Supervisor of excessive dumping on Cemetery Lane. Matter should be turned over to the law if dumping persists. Dempsey Insurance Agency informed Town that Utica Mutual will no longer be providing Disability Insurance coverage. Mr. Dempsey suggested that the Town apply for this coverage from the State Insurance Fund., Currently, the Town Clerk, Highway Superintendent and Highway Employees are covered. Supervisor and Deputy Town Clerk should also be covered. RESOLUTI (14 NO 20 - DISABILITY INSURANCE COVERAGE Moved by Mr. Haynes, seconded by PAS•. Cummings Ayes - Sovocool, VanBenschoten, Cwnmings, Haynes, Robinson RESOLVED, that the Torn Board of the Town of Groton will make application to the State Insurance Fund for Disability Insurance coverage on the Supervisor, Town Clerk, Deputy Town Clerk, Highway Superintendent and all Highway Employees. 1G x- - -w, ...., _ Wand Harrison of Cobb Street has applied for a Junkyard License on March 30, 1989. The Town Board iinust schedule a public hearing for sane. Clerk will call Mr. Harrison to see if he would agree in writing to hold hearing at our next, board meeting on May 8th, Moved by Mr. Haynes, seconded by Mir. Pleasant Valley Road is a County road that is to be redone 'this summex. %9haxpsteen Road is a Town road that is not suited for loaded trucks, Boards opinion would be to designate loaded route to be Pleasant Valley Road to Peruville. Highway superintendent will make his receirunendations to the Planning Board, Roads Town will be redoing 'this summer includes 1) First part of Sovocool Hill Road from Sincerbeaux Road to SriLith load; 2) Sovocool Hill Road from Snydexs past Durfee Road; ) Bird Cemetery Road. Gary Wood, Clerk- of,the- Works, reported on Town Hall progress. 1) Unicox is somewhat behind schedule R) Cary suggested to McoFarland /Johnson to write letter to Board xegardin i Woxk not progressing; Work quality - some concerns; 3} Financial problem - Unicor -- additional $20,000 contingent upon good job. (Caxy will talk to Unicor. Gary Wood, Zoning officer, reported that seven building permits have been issued this year. Also reported that he had spoken with Dusty Kye$ about his fence around junkyard, Mr. Kyes is unable to keep fence up due to wind. Mr. {yes has suggested he plant a rose hedge around junkyard. Robert Walpole of Munson Realty was pxesent to ask the boards feeling on annexing Cordon Lookwood's property on Walpole Road to the Village so that Ithaca Peripherals Incorporated could construct a - G,oDO sq, ft. facility and have access to Village electric and Federal HUD monies. They want to build in tho spring of 1990 either in Groton or some place else. The Town would like to see IPI remain in the community, Most of the property is wet except for about five acres. Consensus of the Board was that they'd be willing to annex if IP1 could establish their` business.,there.
