Because Cf the lack nf spa�e at �he landviIle site now, Cortland County is attempting to accompIish this now. 64 Wednesday, March 15, 1999 Page a Mr. Pittman presented the County's proposal to the Town Board explaining cost factors and procedures. The County is proposing that containers be placed throughout the county, with cooperation from the towns. The first site has been set up in the Village of Homer, and people are responding, A discussion followed whereby it was the consensus of the Town Board that they would review the program, as presented. It was discussed that more sites would be necessary for the Town, and more time was needed for review. McGraw will also have a site location there. The hoard will make their decision at a later date. No action was taken. RESOLUTION 592 DECLARE NEGATIVE IMPACT - SPECIAL PERMIT - CORTLANDVILLE SAND &GRAVEL Declare negative Impact - Special notion by Councilman O'Donnell Permit - Mille Seconded by Councilman Thorpe Sand & Gravel VOTES: ALL AYE ADOPTED WHEREAS, per State Environmental Quality Review Act, Cortlandville Sand & Gravel is required to file a Short Environmental Assessment Form to determine wheather- their proposed project in the Town of Cortlandville will have any significant impact on the environment, and WHEREAS, the Town Board, as Lead Agency for this project, has reviewed said Assessment Form, therefore BE IT RESOLVED, that the Town Hoard does hereby declare that the proposed project of Cortlandville Sand & Gravel will have no significant impact on the environment, and also RESOLVED, that Supervisor Pierce is hereby authorized to sign a Negative Declaration regarding the application. RESOLVED AND DETERMINED, -that the establishment of a water well improvement as proposed in said plans be authorized pursuant tu Section 209-q (6) (c) of the Town Law; that the improvement therein mentioned be constructed and the service therein mentioned be provided fnr upon the required funds being made available or provided for; and that such improvement shall be designated and known as "Lime Hollow Well Completion," and it is further RESOLVED AND DETERMINED, that the proposed improvement, including costs or rights of way, construction costs, legal fees` engineering and consultant fees, and all other expenses approximate to be a maximum of $470,000'00 shall the balance be financed of the Capital as follows: Payment of Reserve Fund for the Lime Hollow Well Project (current balance approximately $156`000,00), which payment is hereby authorized Subject to permissive referendum, and the balance of the total cost from the issuance of bonds by the Town of CortlandvilIe for a mauimum term of twenty-five years at prevailing interest, and it -Further TOWPOI LJOIDLAC Wednesday, March 15, 1909 Page b RESOLVED AND DETERMINED, that the costs of management, maintenance, operation and repair of said improvement or services shall be a charge upon the area of the Town of Cortlandville outside of Villages and shall be levied and collected in the same manner and at the same time as other Town charges, provided that it is the intention of' the Town Board that such costs will be raised in the first instance from water rates, charges and fees upon all lots or parcels heretofore and hereafter serviced by Town Law Article 12-C Water Improvements, and it is further RESOLVED, that the Town Clerk of this Town shall within ten (10) days after the adoption of this Resolution file certified copies thereof in duplicate in the Office of the State Department of Audit and Control at Albany, New York, together with an application by this Board in duplicate for permission to create such improvement project as provided for by the Town Law section 209- q(13) and that such application shall be executed by and in behalf of the Town Board by the Supervisor of the Town; and further file a certified copy of this Resolution in the Cortland County Clerk's Office as provided for by the Town Law, Section 209-q (b) (c), and it is further RESOLVED, that this Resolution is adopted subject to permissive referendum. The specific object or purpose for which obligations are issued pursuant to this resolution is to finance the cost of rights of way, land, legal. fees, engineering fees, construction costs and all other such expenses relating to the construction and extension of a water improvement area in the Town of Cortlandville known as Rt. 281/Groton Avenue Plaza Water Improvement as the same is shown in the maps, plans and engineering reports heretofore filed with the Cortlandville Town Clerk.
