Claim Nos. 51 to 78 of the Highway Fund in the amount of $20,170.23 and Claim Nos. 92 to 134 of the General Fund in the amount of $19,093.92 were presented for audit. RESOLUTION NO. 12 - PAYMENTS FROM CAPI':I'AL RESERVE FUND Moved by Mr. Haynes, seconded. by Mr. VanBenschoten Ayes - Sovocool, VarlB enschoten, Haynes, Robinson RESOLVED, that Claim Nos. 18 to 20 of the Capital Reserve Fund in the amount of $30,278.18 be approved for payment. RE'SOLUT'ION N0. 13 - APPROVAL FOR PAYMENT - GITJrSEN OVERHEAD DOOR Moved by Mr. Haynes, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Haynes, Robinson RESOLVED, that the remainder of the Federal Revenue Sharing Funds reserved for two overhead doors ($5,364.16) be paid to Gensen Overhead Door, Inc. with the balance of $1010.84 to be paid from the General Ah Fund, Review Town Clerk's and Town Justice Heffron's monthly reports. Correspondence consisted of: 1) Metal Tag for Cornelian Cherry Tree received as a gift from the City of Ithaca in its centennial year, 1988; 2) Comprehensive Solid Waste Plan; 3) Report from N YS Commission on Cable TV; 4) Engineering Study on noise controls; 5) Letter from N YS Retirement regarding change in contribution methods as early as July 1; 6) Letter of resignation from William Casolara from the Planning Board to become effective immediately; 7) mining permit for Wolf/Tillotson extended to March 12, 1992; 8) Sources of water supplies in the County; 9) Municipal Ethical Standards. Supervisor Robinson attended a meeting with Senator Seward and Assemblyman !Martin 'Luster. Discussed SCM toxic area on Main Street. Also discussed flashing light on Route 38 and 348. Both will check into to see if they can help. Public Notice published March 01, 1989 in the Republican Register. Supervisor read public notice. T. Robinson: Are there any questions or comments? Since no members of the public were :present to comment on amendment, hearing was closed at 8 :20Pm, Board meeting reconvened at 8 :20PM. RESOLUTION N0. 15 - ADOPT AMENDPIEPT TO ORDINANCE RELATING TO LICENSING AND REGULATING JUNKYARDS IN THE TOWN OF GROTON Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanB en�3choten, Haynes, Robinson RESOLVED, that the Town Board of the Town of Groton does hereby adopt amendment to Ordinance Relating to Licensing and Regulating Junkyards in the Town of Groton by adding the following Section: Section 15. Management (c) Commencing April 1, 1989, every operator of a junkyard shall keep a copy of a bound Log which will contain the following entries for each vehicle brought into the yard subsequent to the above date: 1. Make /Model /Color 2. 'Vehicle Identification ilutiiber 3. Arrival Date 40 Certification that the vehicle arrived either without an engine and /or fuel tank, or that 'both were drained and the contents disposed of in a manner which is in conformance with environmental law. 5. Signature All entries in the Log shall be made in ink, and it shall be available for review by the Code Enforcement Officer during the annual inspection. Gary Wood, Zoning Officer, will send a letter and a copy of the above amendment to the Junkyard Ordinance to all licensed junkyard owners in the Town. Supervisor presen e board with a copy of January and February Treasure's Reports for General and Highway Funds. Mr. Carl Haynes requested a copy of the reports for his use. Gary Wood, Clerk -of- the - Works, reported on status of building project. Contractors are a little behind schedule but will make up when weather breaks. Mr. Wood has approved payments for Uni -Cor and S&S Mechanical. Uni -Cor left masonry work out of bid and will be requesting $20,000 additional. McFarland /Johnson has an over run of approximately $22,000 which they would like Town's consideration. There will be a substantial increase in electrical to bring highway garage up to code. �1 166 RESOLUTION NO. 16 - REAPPOINT CECIL TdIGG TO THE PLANNING BOARD Moved by Mr. Sovocool, seconded by Mir. Haynes Ayes - Sovocool, VanBenschoten, the Planning Board not do to serve a Haynes, year term expiring Robinson RESOLVED, that the Town Board does hereby appoint Cecil Twigg to the Planning Board not do to serve a seven year term expiring in 1996. We need two more members on the Planning Board and one on the Appeals Board, Gary McKay is interested in purchasing some Town and Village property on Spring Street between Mike Cooks and Phil English. Town Board and Town Attorney will look into. Supervisor Robinson received a request from Lorraine Faucett of Peruville to have a street light in front of her house. Supervisor will look into matter and report back to Board. Discussed recycling of papers, bottles, cardboard, etc. in the lbwn. We need pick up locations in McLean, Groton City, Peruville and West Groton. Supervisor will discuss with Bennie Hill and report back to Board. A County Youth meeting was held in Ithaca. They would like Towns to pass a resolution asking that Gov.Cuomo not do away with monies for the youth. RESOLUTION N0. 17 - OPPOSE GOV. CUOMO'S PROPOSED CUT IN FUNDING DI VI SIO:d FOR YOUTH SERVICES Moved by Mr. Haynes, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Haynes, Robinson RESOLVED, that the Town Board of the Town of Groton go on record as opposing Gov. Cuomo's proposed cuts in funding Division for Youth Services and specifically the repeal of Executive Lars Section 420 and that a copy of this resolution be sent to the Governor urging him to restore the appropriations for the New York State Division for Youth services to 1988 -89 levels. Discussed what Town should charge to rent Court Rooms to Village. The going rate in Ithaca is $7.00 - $7.50 per square foot plus utilities. Supervisor will check with Gary Watrous to see what commercial renters are getting per square foot in the Groton area. A rate of $250.00 - $300.00 per month would seem reasonable at this time. DEC is holding a meeting this `Thursday night at 700 PM at the High School to talk on the SCM toxic waste site on Main Street, Discussed Route 96 project. The Town passed a resolution supporting Alternate C in 1986. Discussed compensation for Planning and Appeals Board Members. Attorney L Fitzgerald said Town Law No. 271 authorizes Towns to compensate Planning Board Members for called meetings. RESOLUTION NO. 18 - COMPENSATE PLAI%PNING AND APPEALS BOARD MEMBERS Moved by Mr. VanBenschoten, seconded by Mir. Haynes Ayes - Sovocool, VanBenschoten, Haynes, Robinson RESOLVED, that the Town Board of the Town of Groton does hereby authorize compensation to all Planning and Appeals Board Members in the amount of $25.00 per meeting up to a maximum of $300.00 per year to be retroactive to January 1, 1,9890 There being no further business, Mir.
