Moved by Air. VanBenschoten, seconded by Mr. Sovocool, to approve minutes of
January 9th meeting as presented. Ayes - Sovocool, Cummings, VanBenschoten,

Claim Nos. 18 thru 46 of the Highway Fund in the amount of $22,931.74 and
Claim Nos. 40 thru 75 of the General Fund in the amount of $36,979.60, and
bill from Empire Soils MA Fund) in the amount of $119.75 for spec, and
plan mailers and postage were presented for audit. Moved by Mr. Cummings,
seconded by 1r. VanBenschoten, that the bills be approved for payment.

RESOLUTION N0. 7 - PAYMENTS FROM CAPITAL RESERVE FUND

RESOLVED, that Claim Nos. 13 to 17 of the Capital Reserve Fund in
the amount of $22,673.64 be approved for payment.
Reviewed Town Clerk's and Judge Heffron's monthly reports, also Clerk's Annual
Lyle Raymond, Environmental Management Councfd Representative, reported on
Radon survey results in groundwater supplying private wells in the Groton
area. Radon from groundwater does not seem to be a serious problem in NYS.
How4vert 80% of the wells tested in this survey had random levels above the
10 risk level, which is the high end of the EPA goal for'safe drinking water.
Gary Wood, Clerk of the Works, reported on progress of Town Hall construction
projects Progress has been slow the last two weeks. Electrician will
initiate a change order to correct aluminum conductor problems. Mr. Wood
asked N.Y. Fire Board for an inspection of existing Town electrical facilities.
When results come back, this could possibly be a separate bid.
Gary Wood, Zoning Officer, was in agreement with proposed fee schedule and
the proposed amendment to the Junkyard Ordinance. Mr. Wood also asked the
Town Board to consider the Board of Fire Underwriters as thelsole source of
fire inspection in the Town. They would do inspections for Gary at no charge.
Atlantic Inland is the only competition.
RESOLUTION NO. 8 - SET PUBLIC HEARINGS TO AMEND LOCAL LAW - LAND USE
AND DEVELOPMENT CODE (FEE SCHEDULE) and
JUNKYARD ORDINANCE

RESOLVED, that the Town Board will hold a public hearing on Monday,
March 13, 1989, at 8:00 P.M. to consider adoption of Local Law No. 1.
for the year 1989 amending Land Use and Development Code Fee Schedule
and also hold a public hearing at 8:15 P.M. the same date to amend
the Junkyard Ordinance by adding to Section 15, Subsection (c).
At the request of the Planning Board, the Town Board and Town Attorney
discussed procedure to follow if Richaxd Case does not come before the
Site Plan Review Board to answer questions they have on his Truck Transfer
Business operating without a permit. Attorney advised that Mr. Case does
not have to appear. The SPRB should make a record of specific questions
that they want answers to, such as noise, traffic, etc., deny application
and turn over to Zoning Officer for court action.

George Totman, Chairman of the Planning Board, requested permission for his
board members to attend Planning Seminars in Syracuse. The cost is $50.00
per session.
Moved by Mr. Cummings, seconded by Mr. VanBenschoten, to authorize atleast
two Planning Board Members to attend the upcoming seminars in Syracuse.

Discussed compensating Planning and Appeals Board Members. Money was
budgeted but was a resolution made? Clerk will check minutes prior to
next months meeting.
RESOLUTION NO. 9 - APPOIN r.LT04T TO BOARD OF TRUSTEES FOR THE
TOMPKIN S COMMUNITY HOSPITAL FOtPN DATI ON

RESOLVED, that Teresa M. Robinson be appointed to serve for one
year on the Board of Trustees for the Tompkins Community Hospital
Foundation as the To%.,n Re-P resentative.
RESOLUTION N0. 10 - ELECTION INSPECTOR AND ELECTION CUSTODIAN FEES

RESOLVED, that the Election Inspectors shall 'be paid $4.00 per hour
and the Election Custodians shall be paid $25.00 per machine per
man for each set up.

RESOLVED, by the Town Board of the Totis'n of Groton that Records
Retention and Disposition Schedule MU -1, issued pursuant to
Article 57 -A of the Arts & Cultural Affairs Law, and containing
legal minimum retention periods for municipal government records,
is hereby adopted for use by all municipal officers in disposing
of municipal government records Listed therein.
FURTHER RESOLVED, that in accordance with Article 57 -A:
(a) only those records will be disposed of that are described
in Records Retention and Disposition Schedule AN -1 after they have
met the minimum retention period prescribed therein;
(b) only those records will be disposed of that do not have
sufficient administrative, fiscal, legal, or historical value to
merit retention beyond established time periods.
Leland Cornelius, Highway Superintendent, decided against purchasing a
tractor mower at this time.
Charles Rankin, Village Clerk, inquired as to cost to Village to rent
court rooms from the Town. fie mentioned $60.00 per month. Board discussed
expenses involved to rent court which includes insurance, cleaning,
electric, heat, air conditioning, etc. Also, must consider how often
court would be in use. An estimated figure would be $200 to $300 per month.
Mr.
Haynes passed out
copies of a sample Treasurer's Monthly Report that
he
would like -to see
implemented
by the Supervisor so that the Board could
see
where we stand on
our budget
accounts on a monthly basis.
