Regular Meeting The Regular Meeting of the Town Board of the Town of Cortlandville, was held at the Town Hall, 15 Terrace Road, Cortland, New York, with Supervisor Pierce presiding. Members present: Supervisor Melvin Pierce Councilman Raymond Thorpe Councilman Ronal Rocco Town Clerk Pauline Parker absent: Councilman Warren Manning Councilman Edwin O'Donnell Others present were Councilman Elect, Theodore Testa; newsreporter, Kevin Conlon; Highway Sup't, Carl Bush; and Town residents, Robert Moore, Michael Pace, Richard Sadler, John Delvecchio, Mrs Lawrence Comboy, Mrs Burman, and Mr. Place. The meeting was called to order by Supervisor Pierce at 5:00 o'clock p.m. He requested that all those in attendance rise and pledge allegiance to the flag. A motion was made by Councilman Thorpe, seconded by Councilman Rocco, to approve as written the Town Board Approve min. minutes of November 20, 1987. All voting aye, the motion tb 11/20/87 was carried. A motion was made by Councilman Thorpe, seconded by Councilman Rocco, to receive and file a "Certificate of receive & file Insurance" from the Safety Council of Central New York. cert of ins. All voting aye, the motion was carried. Safety Council A motion was made by Councilman Thorpe, seconded by Councilman Rocco, to receive and file a letter from the rec & file Safety council of Central New York. All voting aye, the letter_ from motion was carried. Safety Council The letter was extending appreciation and thanks to the Board for allowing them to use our meeting room for their Safety programs. A motion was made by Councilman Thorpe, seconded by course completicauncilman Rocco, to receive and file Verification of Peter Alteri course Completion for Peter Alteri, Jr. for his Class D Water License. All voting aye, the motion was carried. 1 1 _trc� 1 C 1 Wednesday December 16, 1987 Page 2 RESOLUTION #223 ACCEPT OPTION AGREEMENT WITH GUN7_ENHAUSER REAL ESTATE COMPANY Motion by Councilman Thorpe Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED Accept Option Agreement Gunzenhauser BE IT RESOLVED, that the Supervisor is hereby authorized and directed to sign the purchase option agreement with Gunzenhauser Real Estate Co., on property West of Luker Road, as a potential new well site for the Town of Cortlandville, and FURTHER RESOLVED, that the Supervisor is authorized and directed to initiate the construction of a test municipal water well. RESOLUTION #224 NOTIFY EMPIRE PLAN OF INTENT TO CHANGE COMPANIES - HEALTH INSURANCE Notify Empire of Motion by Councilman Thorpe intent to change Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, the Town was notified from Empire Plan of an annual increase of 70.1% in premiums, and WHEREAS, this increase was not allowed for in the adopted 1986 budget for the Town, and WHEREAS, Blue Cross and Blue Shield has submitted to the Town Board a proposal which would save the Town an estimated $45,000.00 for the year, and WHEREAS, there is a 90 day notification requirement for cancellation of the policy currently held by the Town, therefore BE IT RESOLVED, that the Supervisor is authorized and directed to notify Empire Plan of our intent to change companies for Health Insurance for Town Employees. RESOLUTION #225 AUTHORIZATION TO CANCEL DECEMBER 29TH SPECIAL MEETING OF TOWN BOARD Motion by Councilman Thorpe Cancel Dec 29 Seconded by Councilman rocco Mtng. VOTES: ALL AYE ADOPTED WHEREAS, it was determined by the Town Board that there is no need to have a special meeting to close the books of the Town, therefore BE IT RESOLVED, that the meeting scheduled -For December 29, 19B7 is hereby cancelled. Audit of Bills contaminated wells Wednesday December 21, 19B7 RESOLUTION #226 AUTHORIZE PAYMENT OF VOUCHERS DECEMBER Motion by Councilman Thorpe Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED Page 3 BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers #652 - 672 $ 5,520.82 Highway Fund 342 - 366' 42,609.08 Water Fund 181 - 187 5,348.29 Sewer- Fund 100 - 108 798.88 There were many in attendance advising of new findings of contaminated wells in the Town of Cortlandville. The area found to be contaminated is Blue Creek Road, Alexander Drive, Hillside Drive, and Meadowlane. The Health Department is doing random testing in the area, and have found many private wells to be contaminated. Susan Malinger of 5 Alexandria Drive apprised the Board that her family had been ill since they moved there recently. She also reported that her neighbor has been ill in the same manner The Town Board listened to all of the concerns presented to them. Supervisor Pierce reported that he was aware of the problem because concerned citizens had contacted him. He has tried to communicate with Jim Feuss but has not succeeded because of illness. He had requested a member of the County Health Department to attend this meeting, but no one came. After a lengthy discussion, residents were advised that it is impossible to extend water lines to them at the present time, but would keep them apprised of any actions for the future. A motion was made by Councilman Thorpe, seconded by Councilman Rocco, to recess the regular meeting and convene to an executive session, regarding pending litigation. All voting aye, the motion was carried. All voting aye, the motion was carried. No action was taken. A motion was made by Councilman Rocco, seconded by Councilman Thorpe, to adjourn the meeting. All voting aye, the motion was carried.
