Members present: Supervisor Stanley Nadolski Councilman Melvin Pierce Councilman - Warren -Manning Councilman Edwin O'Donnell 'down Clerk Pauline H!,'Parker Absent: Councilman Ray Thorpe Others present were Deputy Town Clerk, Beth O'Gorman; Assessor,,David.Briggs; Highway Sup't, Carl Bush; News - reporter, Michelle Catz; and Jim Buttino. The meeting..was. ,called to ;order by Supervisor Nadolski at 4:30 p.m. RESOLUTION #212 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED audit BE IT RESOLVED that the vouchers submitted have been vouchers audited and shall be paid as Follows. General Fund Vouchers #572 - 606 $21,566.64 Highway #264 - 280 $24,669.94 Water Fund #137 - 144 $2,497•62 Sewer Fund #84 - #86 $107.05 RESOLUTION #213 AUTHORIZE EXTENSION OF BID OPENING - SALT STORAGE BUILDING Motion by Councilman Manning Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED extension WHEREAS on December 4, 1985, authorization was given to of bidding advertise for bids for the Highway Departments salt salt storage storage building to be opened on December 16, 1985, at building 4 : 30 p.m., and WHEREAS some interested bidders requested an extension • of the opening date, therefore BE IT RESOLVED that bid opening for the salt storage building materials and trusses is hereby extended until Friday, December 20th, 1985, at 3:30 p.m., and BE IT FURTHER RESOLVED that Town Clerk, Pauline Parker, is hereby authorized and directed to open and read aloud the bids, with Engineer, Hayne Smith, authorized as her witness. All voting aye, the motion was carried. A brief discussion was held concerning the criticisms of the auditors report. Audit Report for 1984- A motion was made by Councilman O'Donnell, seconded by Councilman Manning, to receive and file the letter from The United States Department of Congress. All voting aye, the motion was carried. The letter was in reference to Economic Development Administration Project #01-01-02625, Water Systems Improvements. It advised that under -run grant funds of $83,000.00 cannot be applied toward the new well and water lines project as the orginal application did not include this request. RESOLUTION #214 AUTHORIZE HOURS FOR TOWN COUNCILMEN -REPORTING TO N.Y.S. RETIREMENT SYSTEM Motion by Councilman O'Donnell Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS it has been brought to our attention by N.Y.S. auditors that we need to re-establish a set time element for the Town Councilmen to apply toward the N.Y.S. Retirement System, therefore BE IT RESOLVED that the Town Board does hereby authorize the reporting of five hours per month for Town Councilmen to the New York Retirement System. A motion was made by Councilman Manning, seconded by Councilman Pierce, to receive and file the letter from the -Cooperative Extension. All voting aye, the motion was carried. The letter advised that the New York Supervisors Association, the Cornell Local Government Program, and Cornell Cooperative Extension are offering a two- day regional seminar on "Microcomputers in Local Government" on January 3-4, 1986, at the Syracuse Sheraton Inn. No further interest was expressed by those -in attendence. EDA denial funding new well NYS Retirnement reporting computer seminar RESOLUTION #215 ACCEPT TOWNS SHARE OF COUNTY TAX FOR 1986 Levy i(eSt-'; 14V i°�5 Motion by Councilman Manning L- Tax Seconded by Councilman Pierce Levy 1986 ROLL CALL VOTE: Supervisor Nadolski AYE Councilman Pierce AYE Councilman O'Donnell AYE Councilman Manning AYE Councilman Thorpe ABSENT _ 4 C5 Monday, December 16, 1985 Page 3 WHEREAS, the County Legislature of the County of Cortland has issued a certificate to the Chief Financial officer of the Town certifying that the contribution of the Town of Cortlandville to the taxes of the County of Cortland for the fiscal year beginning January 1, 1986, is $1.,.923,659.39, and WHEREAS, subject to allowable setoffs, the Town must levy said sum against the taxable real estate and direct the extension of such taxes against each such. parcel. NOW, THEREFORE, BE IT RESOLVED: 2.The Town Board -of the Town of Cortlandville does hereby levy the sum of $1,923,659.39 as said town's contribution to the taxes of the County of Cortland for the fiscal year beginning January 1, 1986. 2. The taxes due the County of Cortland shall be extended against each parcel of taxable real estate at the rate of $9.96 per $1,000.00, Town of Cortlandville Outside; $14.02 per $1,000.00, Village of Homer; $14.48 per $1,000.00, Village'of McGraw; of taxable assessed value. 3. The Supervisor is.hereby directed to execute and deliver a certificate to the Cortland County Legislature of the County of Cortland certifying that the levy has been made and the extension of taxes di7-pected in accordance with law. RESOLUTION #216 AUTHORIZE SUSAN WEATHERBY TO ATTEND TC-3 - ACCOUNTING COURSE 207 Motion by Councilman Manning Seconded by Councilman O'Donnell Votes: ALL AYE ADOPTED Sue Weatherby BE IT RESOLVED that Susan Weatherby is hereby authorized schooling to attend Accounting Course #207 at Tompkins Cortland Community College, and RESOLVED that tuition expenses incurred by same be reimbursed upon satisfactory completion of the course, subject to audit by the Town Board. RESOLUTION #217 RECEIVING OF 1985 VOUCHERS Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED finalize BE IT RESOLVED that all vouchers for 1985 from vouchers department heads 'must be submitted to' -the book - for 1985 keeper by 12:00 p.m. on Friday, January 3rd, 1986, to allow time for closing of the books for fiscal year 1985. 1 :7 1 0 1 Monday, December 16, 1985 Page 4 Supervisor Nadolski advised the Town Board that the first meeting in 1986 will be held on Wednesday, January 8th, at 7:30 p.m., due to the holiday. Assessor, David Briggs, introduced Jim Buttinb of Systems East to provide information and answer questions in regards to the request of microcomputers - for the town. Supervisor Nadolski suggested that this discussion be held after the board meeting to release those not involved. There being no further business, a motion was made by Councilman O'Donnell, seconded by Councilman Pierce, to adjourn the Special Meeting. All voting aye, the motion was carried.
