Town of Dryden Conservation Board Tuesday, 30 October 2012 7:00 — 9:00 p.m. Dryden Town Hall 93 East Main Street, Dryden, NY 13053 1. Call to order (7:05 p.m.) — C. Smith 2. Completion of Record of Attendance by Members Present: Beck, Schutt, Ryan, Smith, Prentiss, Richmond, Munkenbeck, Levine, S. Ordway Absent: Sherman, Bissen ex officio: Nicholson, Belcher, Bogdan liaison: Anderson (Planning Board) 3. Review and approval of minutes from 25 September 2012 Meeting Richmond comments that "support for" should be added to line 47. Beck comments that lines 54 -55 sound ambiguous and Smith suggests adding "provided by the applicant" to help clarify who created the map. Smith entertains a motion to approve the minutes as changed. Beck seconds the motion. 0 All in favor. 4. Additions to agenda? No additions. 5. Reports and Updates (briefly, 3 -5 minutes, please) a. Town Board — L. Lavine -- Lavine explains that the Town Board is currently working on the budget. She also said that there was some discussion about putting town money into getting the Schugg Trail going. b. Town Planning Board — C. Anderson -- Anderson explains that there was a public hearing on Varna to change the Comprehension Plan by putting the Varna Development Plan into it. They recommended it to the Town Board as well as recommending the new Zoning. c. Tompkins County EMC — Steve Bissen Bissen explained that the EMC recently had a special public meeting the public for the two UNAs. Members of the board discussed the results of the UNAs. d. Ad Doc Agriculture Committee: N. Munkenbeck No report. e. Other Town Boards and Commissions —Jane Nicholson No 4report. N 6o Old business ' Smith explained that he made an effort to speak with Beth Cambell and found that there isn't any time to get together until next year. 7. New business a. Proposed process for re- appointment of CS member positions scheduled to expire end of 2012 (see attached) — C. Smith Smith explained to the board that if they want to continue their involvement on the board then they need to fill out the re- appointment form and send it to Bambi Avery. b. Consideration and discussion of CEAs 25 -30 CEA #25: Munkenbeck commented that she would like to see the boarder extend eastward to the far side of Thomas Road to the point of the wet lands. Smith suggests extending the CEA by adding the UNA 126 boundary. Munkenbeck thinks the swamp itself should be its own CEA. She also believes CEA 25 should add the entire UNA because there is not a significant migration of the salamanders at the very upper end of it. Bissen motions to extend the eastern boundary of CEA 25 at least to the edge of the UNA, using Ellis Hollow Creak Rood as a northern boundary for CEA 25. Seconded by Prentiss. Two opposed. MSchutt explains that he would rather see the whole UNA as a separate CEA. Bogdan suggests making the whole UNA 126, CEA 24. Bissen withdraws his previous motion. Smith says CEA 23 will be left as defined, but will immediately define CEA 24. Smith suggests extending the eastern boundary of CEA 25 to the western boundary of UNA 126. Munkenbeck explains that she feels adding all of UNA 126 is unnecessary. Munkenbeck made a motion to extend the northern boundary of CEA 25 from Thomas Road across the corner of Katie Payne property. Richmond seconded the motion. Three in favor. Five opposed. Smith made a motion to extend the northern boundary to at least Ellis Hollow Road. Bissen seconded it. Seven in favor. Smith took a vote to move CEA 25, as modified, to The Town Board. All in favor. Smith recommends waiting for the Planning Department's description on CEA 24 before doing ' anything with it. Smith motions to extend the boundaries westward to Genung Road. The details are to be determined by Planning Department. Richmond seconded the motion. All in favor. CEA ##26: Beck entertains a motion to keep CEA 26 as it is. Bissen seconds the motion. All in favor. CEA ##27: Richmond entertains a motion to act up to the new easement addition. Bissen seconds the motion. All in favor. CEA ##28: Smith entertains a motion to extend CEA 28 northward along boundary, westward to Hunt Hill Road, southward along the watershed boundary to CEA 27 and then south to Hurd South and back to the east. Prentiss seconds the motion. Unanimous, with one abstention. CEA ##29: Richmond made a motion to accept the CEA as described, with the new addition at the bottom end to capture the wetland. Ryan seconds the motion. All in favor. CEA i#30: The Board discusses the description and decides it needs to be revised. Smith entertains a motion to accept the CEA with revisions to the description and pass it on to The Town Board. Beck seconds the motion. All in favor. c. Need for additional Special Meeting to review and discuss remained CEAs7 No special meetings necessary. 8. Adjourn (9:32 p.m.) Munkenbeck creates a motion to adjourn the meeting.
