MINUTES
Special Meeting 5 : 30 P . M .
November 17 , 1989
PRESENT :
Supervisor Dietrich
Councilpersons : Eckstrom , Oltz , Tagliavento
ABSENT : Councilperson Roberts ( Excused )
A special meeting of the Town of Danby Town Board was held for approval
of the 1990 Town Budget .
Supervisor Dietrich called the meeting to order at 5 : 30 P . M .
Councilperson Eckstrom explained a few minor line item adjustments to
the final budget for 1990 and answered questions from the councilpersons .

RESOLVED , That the Town Board of the Town of Danby adopt the 1990 .
Budget as presented by Councilperson Eckstrom .
A roll call vote on the resolution resulted as follows :

Tagliavento Aye
Dietrich Aye
Carried Unanimously
( Councilperson Roberts . gave her vote of approval of the Town of
Danby 1990 Budget by phone during the meeting . )
DECLARED STATEMENT TO TOMPKINS COUNTY BOARD OF REPRESENTATIVES FROM THE
TOWN OF DANBY TOWN BOARD - Establishment of a County Solid Waste Recycling
Facility
Resolution
By Councilperson Oltz : Seconded by Councilperson Eckstrom
WHREREAS , The Tompkins County Board of Representatives has been endeavoring
to redevelop the Comprehensive Plan for handling of solid waste for
recyclable materials as beneficial to all county residents and municipalities
and
WHEREAS , The Town of Danby has contributed greatly towards a resolution
to the County wide waste problem by ' accepting the County ' s solid waste for
landfilling within its jurisdictional region for the last nineteen ( 19 )
years , and
WHEREAS , significant costs , both social and fiscal will be incurred
the County is prevented from establishing a new landfill and transfer
facility before the current Danby landfill is over capacity and the
County ' s garbage must be exported to other jurisdictions outside of
the County , and
WHEREAS , such facility should be centrally located within industrially
zoned areas and with ready access to high quality municipal facilities
such as water , sewer and fire protection , and
WHEREAS , all County communities should actively participate in resolution
of this common problerrg now , therefore - be it
RESOLVED , That the Town of Danby supports the County ' s effort to establish
a new centralized solid waste and recycling facility located on Central
Avenue and urges the County to proceed with development as soon as possible
to avoid the effects of failing to bring the new solid waste program
on line before the County ' s garbage must be disposed of at a significant

expense and social cost to all County residents and municipalities .

Councilperson Oltz requested that copies of the Declared Statement to
Tompkins County Board of Representatives be sent to Senator James L .
Seward and James A . Mason .
