Additional Staff Present: Jane Nicholson, Dan Kwasnowski Absent: Stan M. • Agenda: L Critical Environmental Areas 2. Conservation Board new member application discussion 3. Open Space Plan - focusing on Goals and Objectives, and moving on to Inventory Call to order: Milo It., 7:40pm -- Discussion of Critical Environmental Areas (CFA's) -- Question of CFA's near Sapsucker Woods and how the lot -line was drawn -- Questions posed by Steve Lucente and Bruno Shickcl from September meeting -- Lot -line along road on Lucente property, looking at contours; proposed development towards entrance and how as long as the line is close, it is protecting the area; provides contest under SEQRA process -- I-low were lines drawn? Justification if this was challenged; lines were drawn based on wetlands, UNA's, slope (to an extent to explain how anything adjacent is effected), definable pockets (of whatever means) and what would need to be around it as a buffer or near that could affect as a CCA -- Required buffer around state designated wetland is 100', no designated buffer for Federal -- Discussion of property along Schutt Road -- l..00k at historical conservation land proposed by the '68 comprehensive plan - -CCA apply to the SEQRA process, wouldn't apply to agricultural land (not type Ii) is- -Vote on adding member Rick Ryan to the Dryden Conservation Board -- Intent to compete remainder of Peter's term -- Motion to recommend Rick to Town Board to fill remainder of Peter's term r: -- Open Space Plan -- [discussion of way to strategize the OSP and general consensus among planning deparmient, CB, and TB -- Megan from Cornell developed system — agriculture, recreation, conservation -- 3 agriculture protection grants, subdivision law rewrite, all are based on recommendations in the 2005 comp plan -- Reconuncndation by state to identify parcels to purchase /protect for open space -- Systematic approach whereas we can identify properties in a plan that can be offset properties for future development (public park, buffer, etc.) what they are is up to the CB; when a deve lope ry'proposal comes in with an amenity package -- Agriculture (small farms, emerging organic fauns, etc.); conservation (areas to be restored for parkland), etc. - -in addition to total acquisition, agreements to complete projects such as the. Jim Schug Trail --can identify potential trails, foot trails, etc. --Need to identify priorities for conservation; have tools with open space inventory -- immediate plan based on what we've done before in terms of identifying certain parcels - -Then a greater overall OSP, then think of additional ideas of things we would like to see happen for some future tweaks to what we've done or total re -write to think about what would be beneficial for the `town - -Have two people put something together that could be reviewed by the entire board? -- Break into topics? similar to the OSl - -Set schedule to keep things organized could work efficiently (keep meetings as open as possible to include public) 4; 4 ci elf VI Conservation Board October 25, 2011 • Page 2 - -Two parts of the plan: strategy for planning department to use regarding individual parcels, and the open space plan which is more generic and conceptual which describes rationale in addition to parcels which describes why the To%*,ni has the interest ® --OSI didn't include all the components it could have, historic spaces for example --flow to write the list without the plan'? it would be based on inventory specifically, but would be limited --Job on OSP would be to create a better document - -We have to come up with the rationale for priority list — brainstorm to develop this rationale - -UMP can provide foundation, rationale - -We've got criteria for accepting gills of land, CFA's, within alone we can identify parcels - -OS priorities- can add questions that we need answered; regions of the Town -- Whereas, OSI, CEA, and the state of NY ... create the OSP Fancy: Meeting Adjourned at 9:I5PM • I] I* 0
