TOWN BOARD MEETING
5:00 P.M.
The Regular Meeting of the Town Board of the Town
of Cortlandville was held at the Town Hall, 3577 Terrace
Road, Cortland, New York, with Supervisor Raymond Thorpe
presiding.
Members present: Supervisor,

Theodore Testa

Others present were: Town Attorney, John Folmer;
Highway Supt, Carl Bush and News Reporter, Katie Hall.
Supervisor Thorpe called the meeting to order at
5:00 p.m.
Councilman Rocco made a motion, seconded by
Councilman Pilato, to approve, as written, the
Cortlandville Town Board Minutes of September 04, 1996.
All voting aye, the motion was carried.
RESOLUTION 185 AUTHORIZE PAYMENT OF VOUCHERS
OCTOBER
Motion by Councilman Rocco
Seconded by Councilman O'Donnell
VOTES; ALL AYE ADOPTED
BE IT RESOLVED, the vouchers submitted have been audited
and shall be paid as follows:
General Fund A Vouchers# 522-552 $19,765.03
General Fund B 145-148 $ 446.91
Highway Fund DB 415-432 $75,296.41
Water Fund 238-253 $ 5,859.68
Sewer Fund 158-162 $ 2,000.71
Reports for the month of September 1996, from the
Supervisor, the Justice Department, and the Fourth
Quarter Report from the Water and Sewer Dept, are on the
table for review, and filed in the Town Clerk's Office.
• Councilman Rocco made a motion, seconded by
Councilman O'Donnell, to receive and file a letter from
NYS Police, Sgt. Terry L. Sullivan, regarding the
approval from NYS DOT, for the placement of two warning
signs at the Cortlandville Sand and Gravel truck
entrance on NYS Route 13. All voting aye, the motion
was carried.
Attorney Folmer reported on the following:
Letter from State Comptroller regarding Route 215
Water Tank Project: They are requesting additional
information. This will be given to Town Engineer to
complete and return to the State Comptroller.
Bond Sale: Communications report they are receiving
the necessary information from Town Departments, and the

Supervisor Thorpe reported that a workshop will be •
held tonight following the meeting and again on October
21, 1996 at 5:00 p.m. regarding the 1997 Budget.
RESOLUTION #186 SET DATE FOR PUBLIC HEARING FOR THE
1997 PRELIMINARY BUDGET AND PROVIDE
COPIES FOR THE PUBLIC
Motion by Councilman Rocco
Seconded by Councilman Pilato
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, a Public Hearing shall be held on
November 6, 1996 at 7:00 p.m., at the Town Hall to
review the 1997 Town of Cortlandville Preliminary
Budget, and further
RESOLVED, that the Town Clerk shall prepare 20 copies of
such Preliminary budget, to have accessible for public
review, no later than October 28, 1996.
RESOLUTION #187 SET DATE OF NOVEMBER 20, 1996 TO
ADOPT THE 1997 ANNUAL BUDGET
Motion by Councilman Pilato
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, the Town Board shall take action to
adopt the 1997 Annual Budget on November 20, 1996, at
the regular scheduled meeting.
Councilman O'Donnell made a motion, seconded by
Councilman Rocco, to receive and file a copy of the
proposed 1997 Cortland Wastewater Treatment Plant
operating budget. All voting aye, the motion was
carried.
Councilman Testa addressed the Town Board regarding •
donations he has received for the Blodgett Mills Park.
Total donations received to date are $12,720.20.
Councilman Rocco made a motion, seconded by
Councilman O'Donnell., to adjourn the Regular Meeting and
convene to an executive session regarding a personal
matter. All voting aye, the motion was carried.
The following information was received from the
Supervisors office:

Councilman Testa, to adjourn the executive session and
reconvene the Regular Meeting. All voting aye, the
motion was carried.

RESOLUTION #188 AUTHORIZE A LEAVE OF ABSENCE TO
WILLIAM TIERNEY FOR A THREE MONTH
PERIOD, EFFECTIVE OCTOBER 15 1996
Motion by Councilman Rocco
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
WHEREAS, Mr. William Tierney of the Cortlandville Water
& Sewer Dept. has requested a leave of absence for a
period of three months, effective immediately, therefore
BE IT RESOLVED, the Town Board does hereby authorize
William Tierney to take a leave of absence, without
pay, effective October 15, 1996 to January 15, 1997, and
FURTHER RESOLVED, he shall not accrue any sick, vacation
or leave time and he shall be responsible for full
payment of his health insurance during such three month
period.
Councilman Testa made a motion, seconded by
Councilman O'Donnell, to adjourn the Regular Meeting, to
conduct a budget workshop. All voting aye, the motion
was carried.
The Regular Meeting was adjourned at 5:15 p.m.
