The Regular Town Board Meeting of the Town of Cortlandville was held at the Town Hall, 3577 Terrace Road, Cortland, New York, with Supervisor Raymond Thorpe presiding. • Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, John Pilato Deputy Town Clerk, Patricia O'Mara Absent: Councilman, Ronal Rocco Town Clerk, Pauline Parker Others present were: Highway Supt, Carl Bush, William Bailey from Bailey Insurance Agency; and News Reporter, Sarah Fulmer. Supervisor Raymond Thorpe called the meeting to order at 5:00 p.m. RESOLUTION #143 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers #389 - 425 $ 12,721.81 General Fund B 88 - 100 $ 5,066.25 Highway Fund DA 6 - 7 $ 51.84 Highway Fund DB 268 - 309 $109,316.78 Water Fund 161 - 175 $ 8,816.37 Sewer Fund 109 - 117 $ 12,695.33 Capital Projects 3 - 4 $307,933.24 Privilege of the floor was given to William Bailey from the Bailey Insurance Agency. Mr. Bailey presented a summary of the new insurance policies of the Town. Also submitted were comparison cost factors of 1995 and 1996 and recommended changes. There was a discussion regarding Hazard Waste Site. Supervisor Thorpe stated that NYS DEC have made numerous contacts to come for soil samples from the South Hill Dump and from SCM, but never came, or reported such. Wells around the SCM area continue to be monitored by the County. Mr. Bailey commended the Town Hall Department Heads for their cooperation. Supervisor Thorpe addressed the Town Board on the following: Automatic Data Processing requested permission to submit a proposal for check writing for the town, for payroll etc. He and the Town Bookkeeper met with them and advised them that the Town does not need their service at this time. 277 JULY 17, 1996 TOWN BOARD MEETING PAGE 2 AMTEK Management Services Corp: He has received a rough draft of the new employee hand book prepared by them. Copies will be distributed to Department Heads for their review. He will make contact with AMTEK to come and meet with Department heads to review and edit. Flooding at Hox:ie Gorge area: He and Highway Supt, Carl Bush, met with residents of the Hoxie Gorge area to discuss the flood damage that occurred last January. They presented their concerns and requested the Town to advise when they could expect corrections of the roads • and drainage problems, which occurred at the time of the flood. A discussion was held concerning their damages. Because trees were uprooted, and along with other large debris which could not pass through the drainage pipes, flood damage was high. Supervisor Thorpe commended Carl for the manner of explaining to them the responsibility of the Town and our limitations. We are not allowed to dredge the creek, nor are we allowed to go on private property. The Town can only clean out the debris from the drainage pipes and culverts, which we have done. Councilman Testa made a motion, seconded by Councilman O'Donnell_, to receive and file a letter from Cortland County Chamber of Commerce. All voting aye, the motion was carried. The letter invites Public Officials to attend a meeting with Onondaga County Executive, Nicholas Pirro on July 18, 1996.. The topic is "consolidation of services" for municipalities. RESOLUTION #144 ACCEPT STATEMENT OF COMPLETION FOR ROUTE 222 WATER IMPROVEMENT PROJECT Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Statement of Completion for the Route 222 Water Improvement Project is hereby accepted, and shall be received and filed. RESOLUTION #145 ACCEPT STATEMENT OF COMPLETION FOR LYNCORT WATER IMPROVEMENT PROJECT Motion by Councilman Pilato Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Statement of Completion for Lyncort Drive Water Improvement Project is hereby accepted, and shall be received and filed. RESOLUTION #146 ACCEPT STATEMENT OF COMPLETION FOR KINGSLEY AVENUE WATER IMPROVEMENT PROJECT Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Statement of Completion for Kingsley Avenue Water Improvement Project is hereby accepted, and shall be received and filed. 271 JULY 17, 1996 TOWN BOARD MEETING PAGE 3 RESOLUTION #147 ACKNOWLEDGE NOTICE FROM VILLAGE OF MCGRAW TO ABOLISH THE POSITION OF VILLAGE JUSTICE Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED ■ BE IT RESOLVED, the notice received from the Village of Mcgraw notifying us of their intent to abolish the • position of Village Justice, effective at the end of the current term, is hereby acknowledged, and shall be received and filed. Councilman O'Donnell made a motion, seconded by Councilman Testa, to receive and file the 3rd Quarter Water Report for 1996. All voting aye, the motion was carried. Reports for the month of June, 1996 of the Justice Department, Code Enforcement Officer, and the Town Clerk, are on the table for review, and filed in the Town Clerk's Office. Councilman O'Donnell made a motion, seconded by Councilman Testa, to receive and file a letter from Michael A. Ervolina of Valu-Home Center. All voting aye, the motion was carried. The letter is in regards to the hot dog sale that was held at the Grand Opening of the New Valu-Home Center in the Groton Avenue Plaza. $325.00 was received and applied to the new picnic shelter in Blodgett Mills park fund. Councilman O'Donnell reported that a meeting is scheduled by the Village of McGraw Board regarding Well Head Protection on August 07, 1996 at 7:00 p.m. There is concern of water run-off from South Hill and Ridge Road. More information is forthcoming. Highway Supt, Carl Bush, reported that our fireman are having a pancake breakfast at the Blodgett Mills Park, and all proceeds will be given to the park fund. RESOLUTION #148 APPROVE PLUMBERS APPLICATION OF LAWRENCE J. LUBER FOR WATER AND SEWER CONNECTIONS WITHIN THE TOWN Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted by Lawrence J. Luber, 9 Woodview Terrace, Fayetteville, New York, for approval to install water and sewer services in the Town, and WHEREAS, such application included references and previous experience, as required, and reviewed and recommended by Water Supt, Carl Bush, therefore BE IT RESOLVED, the application submitted for Lawrence J. Luber is hereby approved, and shall be added to the approved Plumbers List of the Town. ' 27 2 JULY 17, 1996 TOWN BOARD MEETING PAGE 4 RESOLUTION #149 APPROVE PLUMBERS APPLICATION OF SCOTT W. FLATT FOR WATER AND SEWER CONNECTIONS WITHIN THE TOWN Motion by Councilman Pilato Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted by Scott W. Flatt 3711 Westvale Drive, Cortland, New York, for approval to install water and sewer services in the Town, and WHEREAS, such application included references and previous experience, as required, and reviewed and recommended by Water Supt, Carl Bush, therefore BE IT RESOLVED, the application submitted for Scott W. Flatt is hereby approved, and shall be added to the approved Plumbers List of the Town. RESOLUTION #150 AUTHORIZE DISPOSAL OF OBSOLETE COMPUTER EQUIPMENT AT THE AUCTION IN LANSING, NEW YORK Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board does hereby authorize the disposal of ten, obsolete computer equipment of the Town per list submitted, and request the Highway Supt, to transfer to the auction to be held in Lansing, NY, and remove from Towns Fixed Assets program. Councilman Testa made a motion, seconded by Councilman Pilato, to receive and file a letter from Charles R. Feiszli, Resource Associates. All voting aye, the motion was carried. The letter advises of the completion of the Commons Avenue Water Extension Project. Councilman Testa made a motion, seconded by Councilman Pilato, to receive and file a letter from Charles R. Supervisor Thorpe reported that he has been advised by a resident on Saunders Road of contamination of their well. The resident is requesting the Towns water lines be extended to the residents on Saunders Road. Supervisor Thorpe will check with the County Health Department regarding the wells in that area. RESOLUTION #151 AUTHORIZE TOWN EMPLOYEE TO PURCHASE SURPLUS CALCULATOR FOR $20.00 Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, a town employee is hereby authorized to purchase a surplus calculator for $20.00. 2-7 3 JULY 17, 1996 TOWN BOARD MEETING PAGE 5 Highway Supt, Carl Bush, reported that he has been notified by NYS DOT of their intent to reconstruct the viaduct on Route 11 (Homer Avenue) in 1998. If the Town has plans to install water or sewer lines near that location, it would be beneficial to make plans for it now. They can include this in their project; install them for us and bill us, or we can have them in before they start. A discussion was held concerning this. They will request the Town Engineer to put together plans and cost • estimates to extend the water and sewer lines in that area. Carl Bush will request NYS DOT to provide an estimated cost, for comparison. Their are several business on Route 11 that would benefit from the extension of our lines, and also add private residences in the area. The viaduct will be replaced due to train traffic. Councilman Testa made a motion, seconded by Councilman O'Donnell, to receive and file a "Notice of Petition" regarding their assessment, from Ames Department Store.
