The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 3577 Terrace Road, Cortland, New York, with Supervisor Raymond Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell • Councilman, Ronal Rocco Councilman, John Pilato Town Clerk, Pauline Parker Others present were: Town Attorney, John Folmer; Highway Supt. Carl Bush; Town Typist, Edna Puzo; Village of Homer Mayor, Mary Alice Bellardini and City of Cortland Councilwoman, Trish Hanson; and Newsreporter, Sarah Fulmer. Supervisor Thorpe called the meeting to order at 5:00 p.m. Councilman Pilato made a motion, seconded by Councilman Rocco, to approve, as written, the Town Board minutes of April 17, 1996 and May 1, 1996. All voting aye, the motion was carried. Councilman Rocco made a motion, seconded by Councilman Pilato, to receive and file the Cortlandville Zoning Board of Appeals Minutes of May 14, 1996. All voting aye, the motion was carried. RESOLUTION #129 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers# 355 - 377 $11,664.75 General Fund B 65 - 79 $ 5,607.32 Highway Fund DA 2 - 5 $32,829.93 Highway Fund DE 225 - 257 $27,120.82 isWater Fund 140 - 156 $ 6,345.60 Sewer Fund 102 - 107 $ 619.13 Capital Projects 2 $ 2,274.00 Privilege of the floor was granted to Mary Alice Bellardini, Mayor of the Village of Homer and Trish Hanson, Councilwoman of the City of Cortland. Mayor Bellardini stated that the Village of Homer and the City of Cortland have compost sites available for their residents. At the present time, Homer has a small grinder and Cortland rents a large grinder to use at their location. They, together, have made an application for a grant to purchasea tub grinder. The estimated cost, for the size they have proposed, is $200,000. If the grant is approved, they would expect half. A proposal was submitted, and discussed, which 2ou JUNE 19, 1996 TOWN BOARD MEETING PAGE 2 invited the Town of Cortlandville to be included. The proposal was based on population of which the Town's share would be 260 or $26,000.00. The grant application must be submitted by August 1996. RESOLUTION #130 AUTHORIZE INTENT OF THE TOWN TO PARTICIPATE IN THE COST FOR THE PURCHASE OF A TUB GRINDER, NOT TO EXCEED $26,000, CONTINGENT UPON • APPROVAL OF THE GRANT Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, the Village of Homer and the City of Cortland are submitting an application to receive a grant to purchase a tub grinder to be used at their compost sites, and WHEREAS, a cost proposal was submitted, based on population, to the Town Board for inclusion in the program, and WHEREAS, monies could be included in the Town Budget, to be paid in 1997, therefore BE IT RESOLVED, the Town Board does hereby authorize their intent to participate for the purchase of a tub grinder, and shall pay 26%, not to exceed $26,000, contingent upon approval of the grant. RESOLUTION #131 AMEND RESOLUTION #130 REGARDING GRANT FOR PURCHASE OF A TUB GRINDER Motion by Councilman Rocco Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board will participate for funding of the purchase of the Tub Grinder, only if approved by all participants involved, per submitted proposal; The Village of Homer, The City of Cortland and the Town of Cortlandville, and Resolution #130 is hereby amended by adding this. Reports for the month of May 1996, from the Justice Department and Code Enforcement, are on the table for review, and filed in the Town Clerk's Office. Councilman Testa made a motion, seconded by Councilman Rocco, to receive and file the signed agreement between the Town of Cortlandville and the Cortland County Youth Bureau. All voting aye, the motion was carried. Councilman Testa reported that last weekend Valu- Way conducted their grand opening at their new store at the Groton Avenue Shopping Plaza. They provided hot dogs and soda, which were sold by volunteers working on behalf of the Blodgett Mills Park project. All monies were donated to the Blodgett Mills Park Fund. He requested Supervisor Thorpe to sent a letter of appreciation to them. Supervisor Thorpe expressed pleasure of the efforts put forth by the Blodgett Mills residents. �53 JUNE 19, 1996 TOWN BOARD MEETING PAGE 3 RESOLUTION #132 ACKNOWLEDGE ANNUAL TAX COLLECTORS REPORT FOR THE YEAR 1996 Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board does hereby acknowledge receiving the Tax Collectors Annual Report for the year of 1996, and shall be received and filed. RESOLUTION #133 AUTHORIZE RESCHEDULING OF TOWN BOARD MEETING AND PUBLIC HEARINGS TO JUNE 26 1996 AT 7.00 P.M. Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board does hereby reschedule the next Town Board Meeting, and Public Hearings, to be held on June 26, 1996 at 7:00 p.m., and cancel the scheduled meeting of July 3, 1996, due to the Holiday. Attorney Folmer reported on the following: Route 215 Water Tank Project: The revisions have been sent to the NYS Department of Audit and Control. They advised they should be processed within 4 to 6 weeks. Construction should begin in Spring of 1997. Bond Anticipation Notes due: Two BAN's due on June 23, 1996, and also one due August 2, 1996, will be renewed until February 1997. He has spoke with Bond Council of our intent to combine several projects for one bond issue, which includes these. RESOLUTION # 134 AUTHORIZE SUPERVISOR TO PROCEED WITH RENEWAL OF BOND ANTICIPATION NOTES WITH INTENT OF ACCOMPLISHING FOR ONE COMBINED BOND ISSUE Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Supervisor is hereby authorized to renew the two BAN's due June 23, 1996 and one BAN due August 2, 1996, until February 1997, to allow time for Bond Council to accomplish the necessary to combine the projects for one Bond issue. Financing of new projects: At the last meeting a bonding resolution was adopted to finance the new water projects. The Legal Notice appeared in the Cortland Standard on June 11, 1996. He will prepare the necessary certificate for the Town Clerk to sign, which will be forwarded to Bond Council in New York. Blodgett Mills Railroad Crossing: He will contact Judge Loomis to request the status of the hearing. Councilman O'Donnell made a motion, seconded by Councilman Pilato, to receive a file the statement from Town Engineer, Hayne Smith, reporting the completion of Kingsley Ave., Lyncort and Route 222 Water Improvement Projects. All voting aye, the motion was carried. 2b1 JUNE 19, 1996 TOWN BOARD MEETING PAGE 4 RESOLUTION #135 AUTHORIZE TWO COURT CLERKS TO ATTEND ADVANCED COURT CLERK'S SEMINARS Motion by Councilman Rocco Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board does hereby authorize Mary C. Caufield and Margaret A Capps, to attend the Advanced Court Clerk's Seminars, to be held at St. Lawrence University July 21 to July 23, 1996, and RESOLVED, expenses incurred by same shall be reimbursed, subject to audit by the Town Board, and a cash advance of $100, per person, is also authorized. Councilman Rocco made a motion, seconded by Councilman Testa, to recess the regular meeting to an executive session, as requested by the Highway Supt. to discuss possible land acquisition. All voting aye, the motion was carried. The following information was received from the Supervisors Office. Councilman O'Donnell made a motion, seconded by Councilman Pilato to adjourn the executive session and reconvene the Regular Meeting. All voting aye, the motion was carried. No action reported.
