0, R iparian Buffer Presentation by Todd Walters, Cornell University
Todd Walters presented his departments research on riparian buffers, The
basic findings have been;
• 3040m probably not the best approach,
i Sediment and Nitrogen are a sink near the stream, Posphorou doesn't
work so well in a sink, and the streamside are becomes a source.
• 90% of runoff is created near the stream,
+ Most rainfall infiltrates in the northeast, so variable source areas for pollut-
■
ants,
BMP example on cattle farm - had impact, about 50% reduction.
Riparian Areas had the "biggest bang for the buck,"
Topographic Index - indicates hydrologically sensitive areas_
A discussion followed with the following questions posed by the B;
+ What do we want to protect with the buffer?
W

• How many variables for site specific recommendations?
This discussion led into a strategy of reexaming the basic goals and intentions of a
riparian buffer law or other management options.
It was determined that it may be best to examine the basic premise of the law as a
group in the context of the Open Space Plan, or otherwise and form a policy founda-
tion for the law or other tools developed.
4. Open Space Planning
The upcoming Open Space Plan was discussed with the following bullet points:
• Viewsheds
• Cemetaries - other historic sites and resources
• Overarching Plan
• Measurable
• Guide what OS is important to the Town, versus other organizations (land
trust, state etc.)
7. Announcements
Bob announced that the orchids are blooming in Malloryville and he will be
taking people out June 6th, around 9am.
