A Special Meeting of the Town Board of the Town of Cortlandville was held at 4:00 p.m. at the Town Hall, 3577 Terrace Road, Cortland, New York with Supervisor Raymond Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, John Pilato Deputy Town Clerk, Patricia O'Mara Absent: Councilman, Ronal Rocco Town Clerk, Pauline Parker Others present were: Town Attorney, John Folmer; Highway Supt, Carl Bush and Dr. Lee Ambrose. Supervisor Thorpe called the Special Meeting to order at 4:00 p.m. Town Attorney, John Folmer, stated that the Town Board had recently adopted a resolution to award the bid for the Commons Avenue Water and Sewer project after April 1, 1996 because this project was to be paid from Reserve Funds, subject to Permissive Referendum, which requires 30 days. Dr. Ambrose wants to get the project started. Dr. Ambrose has posted an Irrevocable Letter of Credit from the First National Bank of Cortland in the amount of $24,000.00. Attorney Folmer suggested that the Town Board rescind the previously adopted resolution to award the bid for the water and sewer project for Commons Avenue. RESOLUTION #72 RESCIND RESOLUTION #51 ADOPTED ON FEBRUARY 07, 1996 Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED Resolution #51 adopted by this Town Board on February 07, 1996, is hereby rescinded. RESOLUTION #73 ACCEPT LETTER OF CREDIT FROM J. LEE AMBROSE ISSUED BY FIRST NATIONAL BANK OF CORTLAND IN THE AMOUNT OF $24,000.00 FOR THE COMMONS AVENUE WATER AND SEWER IMPROVEMENT PROJECT Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board does hereby accept the Letter of Credit, No. 209, from the First National Bank of Cortland in the amount of $24,000.00, designated for the Commons Ave. Water and Sewer Improvement Project, and further RESOLVED, the Letter of Credit shall be received and filed. 2� MARCH 25, 1996 TOWN BOARD MEETING PAGE 2 RESOLUTION #74 AWARD BID FOR THE COMMONS AVENUE WATER & SEWER PROJECT - 1996 TO ADHAN PIPING COMPANY IN THE AMOUNT OF $24.885.00 Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED WHEREAS, Resource Associates were contracted by the Town to accomplish the Commons Ave. Water and Sewer Improvement Project-1996, and WHEREAS, eight sealed bids were returned and opened by the Town Clerk on February 29, 1996, and provided to Resource Associates, for review, as follows: Altec Construction $26,421.00 345 Sixth N. Street Syracuse, NY 13208 Richard -Lynn Construction $52,885.00 329 Fay Road Syracuse, NY 13219 Ma.sciarelli. Construction $30,814.40 784 Conklin Road Binghamton, NY 13903 DeNinis Construction $38,820.00 3 Pierce Street Binghamton, NY Economy Paving $48,913.50 34 Franklin Street Cortland, NY 13045 LRS Excavating Inc. $33,734.75 24 Ross Road Lansing, NY 14882 F.G. Compagni Construction $33,000.00 48 Grant Street Cortland, NY 13045 Adhan Piping Company $24,885.00 Box 101 Route 13 East Homer, NY 13056 WHEREAS, Resource Associates have reviewed the bids, and recommended approval. of the lowest bid, therefore BE IT RESOLVED, the bid is hereby awarded to Adhan Piping Company, in the amount of $24,885.008. RESOLUTION #75 APPROVE AWARDING OF BID FOR THE COMMONS AVENUE -1996 WATER IMPROVEMENT PROJECT Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, the bid for the Commons Avenue - 1996 Water Improvement Project, in the amount of $8,305.00 is hereby approved. i� lip 1 El 211 MARCH 25, 1996 TOWN BOARD MEETING PAGE 3 RESOLUTION #76 APPROVE AWARDING OF BID FOR THE COMMONS AVENUE - 1996 SEWER IMPROVEMENT PROJECT Motion by Councilman Pilato Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the bid for the Commons Avenue - 1996 Sewer Improvement Project, in the amount of $16,500.00 • is hereby approved. Attorney Folmer advised that the letter of credit can be returned to Lee Ambrose after the time required for permissive referendum is met and the Town Clerk signs the required certificate. Councilman Testa made a motion, seconded by Councilman Pilato, to adjourn the Special Meeting. All voting aye, the motion was carried.
