Discussion of history of Fill Ordinance, associated local laws and zoning code in place. limitations placed on officers while attempting to cal orce violations, proposed specifics. Handout Given to members that was developed by aii original CS member. It was based on the Town of Ithaca ordinance. Nancy felt that 100 cubic yards should be the ininimLinn to require a permit, instead of 50 cubic yards. Discussion of State and International code regulations regarding demolition, disposal of fill, and asbestos. Unclear about section re garding needing DEC statement in the handout- Dan K was asked to get a list of DEC's f I approval, to research what DEC statement iii eanst and to put the handout into a table, The Cn will go over the table at the next meeting and discuss each item at that time. Depending on size of project, soil layering could be considered as somethingr that needs to be addressed. Questions on inspections required if this were to he a Special Perinit request. Required inspections vs, may have in5pectioiis. Is tliere a way to make an inspection not mandatory? No, because then it would be arbitrar y, and there can't be room Fbr ravoritisin. Bard Prentiss submitted an application to the Conservation Board. He would like to be considered to fill the CLUTent vacancy. The CB revicbwed his application. A ination was made by Charlie Smith to recommend that (lie Town lRoard appoint Bard Prentiss to fill the current vacancy im the Conservation Board. Stan Mareus �ieeonded tha motion. A11 nicinbers present voted in favor. Discussion of Riparian 8ufFer ordinance. Dan K asnowski was asked to send links to some existing Riparian Sites to the Conservation Board. Discussion of stream size vs. watershed size, and how to determine set backs based on either of these- We have a doe urn ent that our Intern Josh Bogdan has been docurnenting watershed size. A question wwis asked to try to define the goal of this ordinance. The goal is to itthe disturbance to existing riparian zones and to enc:oura0e the creation of riparian roles where they currently don't exist.
