The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 3577 Terrace Road, Cortland, New York, with Supervisor Raymond Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, Ronal Rocco Councilman, John Pilato Town Clerk, Pauline Parker Others present were: Town Attorney, John Folmer; Highway Superintendent, Carl Bush; Town Typist, Edna Puzo, and News Reporter, Lisa Hutchurson. The Meeting was called to order by Supervisor Raymond Thorpe at 5:00 p.m. Councilman Rocco made a motion, seconded by Councilman Pilato, to receive and file the minutes of the Cortlandville Planning Board Public Hearing of March 27, 1995. All voting aye, the motion was carried. A meeting was not held. RESOLUTION #103 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers# 209 - 224 $ 8,525.04 General Fund B 37 - 52 $ 3,113.80 Highway Fund DB 171 - 184 $ 11,647.07 Water Fund 116 - 130 $ 11,460.37 Sewer Fund 60 - 67 $ 64,694.04 Capitol Projects 14 - 22 $163,304.90 Privilege of the floor was granted to Water & Sewer Supt., Carl Bush. Mr. Bush requested permission to go • out to bid for new water meters, due to the current supplier increasing the cost. RESOLUTION #104 AUTHORIZED TO LET OUT BIDS FOR NEW WATER METERS FOR THE WATER DEPT. Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Water & Sewer Supt., Carl Bush is hereby authorized to let out bids for new water meters, and further RESOLVED, the bids will be opened June 7, 1995 at 2:00 p.m. and awarded June 7, 1995 at 7:00 p.m. !0 MAY 17, 1995 TOWN BOARD MEETING PAGE 2 Reports for the month of April, 1995 of the Justice Dept., Code Enforcement Officer, and the Supervisor's monthly statements for the month of March and April, are on the table for review, and may be seen, upon request, in the Town Clerk's Office. Councilman O'Donnell made a motion, seconded by Councilman Testa, to receive and file a letter from the Dryden Central School District Transportation Department. All voting aye, the motion was carried. The letter is in regards to the petition from residents and bus drivers to lower the speed limit on McLean Road and to have that area patrolled for speeders. The clerk reported that the letter was received in time to be sent in with the petition. Councilman O'Donnell made a motion, seconded by Councilman Rocco, to receive and file a letter from David P. Verostko, Corporate Vice President of Human Resources, Smith Corona Corp. All voting aye, the motion was carried. The letter advises of mass layoffs at the Smith Corona Corp., Route 13, Cortland Plant. The layoffs will occur on or about July 07, 1995, and will be permanent. Councilman O'Donnell made a motion, seconded by Councilman Pilato, to receive and file a " Thank You" note from Terry and Martha Major of Blodgett Mills for the new playground equipment in the Blodgett Mills Park. Also enclosed was a "Thank You" note from their daughter. All voting aye, the motion was carried. Supervisor Thorpe will respond to the child. Councilman O'Donnell made a motion, seconded by Councilman Pilato, to receive and file a letter from the State Comptroller regarding the audit report which was preformed at the Cortlandville Town Hall. All voting aye, the motion was carried. RESOLUTION #105 AUTHORIZE HIRING OF VALERIE SCHMIDT AS PART TIME DEPUTY TOWN CLERK Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, there is a vacancy in the Town Clerk's Office, and WHEREAS, an application has been submitted by Valerie Schmidt of 13 Hicks Hill Road, McGraw, New York, and recommended by the Town Clerk, therefore BE IT RESOLVED, the Town Board does hereby authorize the Town Clerk to hire Valerie Schmidt, as part time Deputy Town Clerk, and shall be paid an hourly rate of $7.30, effective May 17, 1995. 0 LJ • 71 MAY 17, 1995 TOWN BOARD MEETING PAGE 3 RESOLUTION #106 AUTHORIZE CASH ADVANCE FOR CAPITAL IMPROVEMENT PROJECTS Motion by Councilman Rocco Seconded by COuncilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Budget Officer is hereby authorized and directed to transfer $76,251.71 from Water Surplus Funds and transfer $11,573.95 into the Kingsley Ave. Water Improvement Project and $64,677.76 into the Rt. 222 Water Improvement Project, and further RESOLVED, to transfer $87,053.19 from the Sewer Surplus Funds into the Mid Town Sewer Improvement Project. RESOLUTION #107 APPROVE PLUMBERS APPLICATION OF ROBERT PLUMBER (HUNT THE PLUMBER) Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted by Robert Plummer, new owner of Hunt the Plumber, to install water and sewer services in the Town, and WHEREAS, such application included previous experience, and references, therefore BE IT RESOLVED, the application submitted by Robert Plummer is hereby approved and shall be added to the approved plumbers list. Water & Sewer Supt., Carl Bush stated that Water Supt., Bill Tierney, will be in contact with every plumber on the Town's Approved Plumbers list to confirm that they would like to remain on the list for the Town. RESOLUTION #108 APPROVE CORTLAND COUNTY INDUSTRIAL DEVELOPMENT AGENCY TO BE DESIGNATED AS LEAD AGENCY FOR THE PROPOSED J.M. MURRAY CENTER PROJECT SUCH PROJECT TO BE LOCATED AT 823 NYS ROUTE 13 Motion by Councilman Rocco • Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, notification was received that the J.M. Murray Center, Inc. has submitted an application for their new project, and WHEREAS, the Cortland County IDA will hold a Public Hearing on June 5, 1995, at the Cortlandville Town Hall, concerning this application, therefore BE IT RESOLVED, the Town Board does hereby approve the Cortland County Industrial Development Agency be designated as Lead Agent for the proposed J.M. Murray located at 823 NYS Route 13. 72 MAY 17, 1995 TOWN BOARD MEETING PAGE 4 RESOLUTION #109 AUTHORIZE MCGRAW CENTRAL SCHOOL TO USE TOWNS VOTING MACHINE Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the McGraw Central School District is hereby authorized to use the Town's voting machines for a scheduled annual budget vote on Wednesday, June 13, 1995. Councilman Rocco made a motion, seconded by Councilman O'Donnell, to receive and file a response letter received from State Senator, James Seward, regarding Senate Bill #3160 (Minimum Maintenance Highways). Senator Seward will support this bill. All voting aye, the motion was carried. Councilman Rocco made a motion, seconded by Councilman Testa to adjourn the Regular Meeting.
