May 23, 201 Members Present: Sharan Todd, Jeff Humphrey, Vicki Wilkins, Billie Downs, Wendy Martin, Monica Armstrong Staff Present: Patty Millard, recording Secretary, Emily Arthur, Recreation Dept Meeting called to order at 7;03 p,m, Minutes Will add location to minutes. Moved by J Humphrey, seconded by W Martin, all in favor. Must Have Play John Dean and Michael Cohen presented the plan for the Freeville Tillage parrs. Four main areas: Genung Nature preserve, Groton Ave Park , ill Dam Park, Railroad Trail, enung Nature Preserve: There's an existing Genung Trail. Discussed some bridges over Fall Creek. Proposed adding mulch paths around the property line of the entire G enung Mature preserve. Relocate lied Mill Bridge to link trails on haute 38 side of enung trail to Groton Ave Park. Refurbish or build new bridge to the Mill Damn park isl2a,nd. Another small bridge could be located at the North end of Mill Dam Park. because the Village has eXi Sting sidewalks, a walker or runner could go down Gorton Ave or Mill Street to Main Street, up .Johnson Road to Frecville Depot load and down the Railroad Track Trail, John Dean met with a naturalist, Very 11 ttle natural habitat left � it's been overgrown by invasive species. The worst way to reclaim it is to go thru with a bruhhog and clear a trail. It would be less expensive and easier to maintain if you went tree ley tree and logged each mini ecosystem and laid mulch trails, Groton Avc Parr: Add a. small playground, basketball court, restrooms, the lied Mill Bridge located in the NE end of the park near the parking let. Trail around the outside edge of the park could be extended through the area behind the ball fields. Enforce the two little league fields there, A gravel access road could be laid on DRc s-23 -2012 Page 2of ORAFT the NW end of the park to allow better access to the ball fields. The very North end of the park could have a picnic area and kayak access. Mosquitoes was identified as an issue. Some drainage could be added to help with this. Restoring the natural flora and fauna would also assist as the bats would help eat the mosquitoes. Mill Dam Parr: Add access to the island and add trails there.. There is an existing playground, This could be refurbished. There is an existing horseshoe pit, Could add an elder playground, bocce court. swings. There are some existing benches as well. It's an ideal location for an elder playground complete with a balance path - it's private enough but yet has enough traffic if someone got hurt they could get assistance. Mosquitoes are an issue here as well. There is an area called 1VIill Race - if this were craned out and the drainage were better, it would help alleviate this problem. Adding signs about the Mill as well would add a historical component. Railroad Trail: Add some benches along the trail. Fitness stations periodically. Add some educational and interpretive signs - there are paints of interest including swamp and beaver dams that could be highlighted. Recreation Park Areas Next steps need to be determined, It was discussed to do a 3rd site plan for possibly the Etna area. A main community park location was not identified in the Master Recreation Plan. Any plans that will be implemented, grant funding would need to be secured. The Village of Dryden has $80K in grant money available for Montgomery Pant. Pocket parks would be a nice area to focus on first. Etna Road Park, Mill Dam Park and Montgomery Park could be focused on as pocket area parks. Melissa said once the Varna Plan is done, Jane has time to assist with Borne drawings. The DRC would like to ask her to prepare plans for the Stna load Parr. W Martin suggested she and Jane meet with someone from the Etna Community Center to get their ideas before plans are drawn. W Martin will also talk to the Village of Freeville and get their feedback on our focusing on Mill Dam Park initially, July Meeting: The DRS would like to gee the plans for Montgomery Park as a next step then take a field trip using the van that Andrew volunteered should also be scheduled. DR 5-23-2012 Page 3 of 3 DRAM 'NW Parks and Recreation Department Andrew sent some information with Emily to present on some maintenance that needs to be done on various areas around town. The need for this kind of maintenance is why either a parks and recreation department OR a recreation and parks maintenance department. DY -DEC merger Mojissa $ianeoni and X-ris Bennett both made some changes to the legislation and vision statements as a first step. A sub - committee has been formed. They need to meet. 2012 Goals Park initiatives - pocket parks.
