TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at 5:00 p.m. at the Town Hall, 15 Terrace Road, Cortland, New York with Supervisor Raymond Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, Ronal Rocco Councilman, John Pilato Town Clerk, Pauline Parker Others present: Town Attorney, John Folmer; Town Typist, Edna Puzo; and Highway Superintendent, Carl Bush. The Meeting was called to order by Supervisor Thorpe at 5:00 p.m. RESOLUTION #106 AUTHORIZE PAYMENT OF VOUCHERS JUNE Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers #228 - 240 $ 9,113.35 General Fund B 31 - 41 $ 2,731.91 Highway Fund DE 201 - 220 $77,000.44 Water Fund 139 - 146 $20,318.48 Sewer Fund 69 - 73 $18,003.69 Capital Project 11 $ 350.00 Reports of various departments are on the table for review, and are available for inspection, upon request, in the Town Clerk's Office. Councilman O'Donnell made a motion, seconded by Councilman Pilato, to receive and file a letter from Mr. Leonard Warfle of 1497 1/2 Saunders Road, Cortland, NY. All voting aye, the motion was carried. The letter expressed concern about the dangerous intersection of Starr Road and NYS Route 215. He suggested the traffic signal be changed so that those traveling on Route 215 would also stop. Supervisor Thorpe reported that he discussed this with Highway Supt., Carl Bush. He advised that he had discussed this problem with NYS DOT and was advised that they intend to make that a 4-way Stop intersection. Mr. Warfle has been advised. RESOLUTION #107 RESCHEDULE PUBLIC HEARING FOR ZONE CHANGE DOUG STALEY ROUTE 11 SOUTH Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, that a Public Hearing shall be rescheduled for July 6, 1994 at 7:00 p.m. for a Zone Change, requested by Douglas Staley. 228 JUNE 15, 1994 TOWN BOARD MEETING PAGE 2 Attorney Folmer reported that he has received a letter and video tape from Water and Sewer Supt., Carl Bush in regards to the problems and concerns of the sewer lines in the Renaissance Development. After reviewing the tape, he will give them to Attorney, William Pomeroy, who represents Dr. Ambrose. Attorney Folmer requested Supervisor Thorpe to sign the Response to Demand information requested from NYS DOT, dated April 24, 1994, regarding South Hill Dump. Copies of the information was distributed to Town Board members. The information will be sent to NYS DEC, as requested. Attorney Folmer reported the Permanent Easement for the Richard Osborne property on Route 281 has been recorded at the County Clerk's office. The original easement was given to the Town Clerk. Attorney Folmer has received the executed deed from the Cortland City School District, necessary for the Town to start construction of a pumping station. This will be recorded within the next few days. Attorney Folmer reported that he has talked with the Attorney for First National Bank regarding the renewal of the two Bond Anticipation Notes that will be due June 23, 1994. He will contact the Supervisor, for signatures, when necessary. The Town Clerk has received the statement of interest charges. Supervisor Thorpe reported that he has received a letter from Senator Seward advising that State Aid monies which are forthcoming to the Town and County, will be increased by an additional $2,000.00. RESOLUTION #108 AUTHORIZE ROAD PAVING OF FAIRGROUND Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, Highway Superintendent, Carl Bush has received requests from Tom Bell of the Cortland County Ag. Corp. and Dan Weddle, Director of the Cortland County Holstein Club for paving of Fairground Drive, and WHEREAS, Fairground Drive is a Public Road and receives a lot of traffic when activities are held at the Fairgrounds, and paving of such would control a dust problem for residents of the street, therefore BE IT RESOLVED, the Highway Superintendent is hereby authorized to pave Fairground Drive. Councilman Rocco asked the status concerning the City of Cortland wanting to purchase the Gunzenhauser property, located on Route 281. A discussion was held concerning this. No action was taken. JUNE 15, 1994 TOWN BOARD MEETING PAGE 3 Highway Superintendent, Carl Bush, reported of complaints concerning the dust problem in the Polkville area. This is very difficult for the residents of the area. They cannot open their windows, nor be outside. A discussion was held whereby the Town Attorney was requested to check to see if an ordinance could be adopted to control this problem. Councilman O'Donnell made a motion, seconded by Councilman Testa, to adjourn the regular meeting. All voting aye, the motion was carried.
