PUBLIC HEARING AQUIFER SPECIAL PERMIT - GUTCHESS LUMBER A Public Hearing was held by the Town Board of the Town of Cortlandville on September 01, 1993 at 7:00 o'clock p.m. at -the Town Hall, 15 Terrace Road, Cortland, New York, concerning an Aquifer Special Permit to construct a 13,000 sq. ft. roof structure over a concrete slab, to be used for storage of lumber. Members present: Supervisor, Raymond Thorpe Councilman_, Theodore Testa Councilman, Edwin O'Donnell Councilman, Ronal Rocco Councilman, John Pilato Town Clerk, Pauline Parker Others present were: Town Attorney, Phillip Rumsey; Attorney, David Adinolfi; Highway Superintendent, Carl Bush; Insurance Agent, William G. Bailey; Jeff Ten Eyck from Cortland County Soil and Water Conservation Dept., and Newsreporter, Doug Burt. The Public Hearing was called to order by Supervisor Raymond Thorpe at 7:00 p.m. The Town Clerk read aloud the Legal Notice as posted and filed. Supervisor Thorpe explained that the request is for a 13,000 sq. ft. roof structure to be placed over a concrete slab. He reported that the County Planning Board recommended denial, .chile the Town Planning Board recommended approval, of the permit. Supervisor Thorpe offered privilege of the floor to those in attendance. Councilman Rocco expressed displeasure with the action of the County Planning Board. After reading the article in the paper, he felt it very inappropriate to imply of helter-scelter building by a business that has provided many jobs to our area, and succeeded for many years. He also contacted a Supervisor at Gutchess Lumber to get answerers to his questions. He was pleased to find that they are expanding their business, and that they will be environmentally conscious. Councilman Rocco reported that Kathy Wickwire, chairman of the Cortlandville Planning Board, went to the site to review the operation, personally. He questioned if County Planning did the same. Supervisor Thorpe expressed concern that County Planning felt obliged to request a Master Plan of their operation, at this time. It has been our policy to consider each item on its own merit. Mr. Gutchess is an industrialist, not a developer. No other comments were heard. Councilman O'Donnell made a motion, seconded by Councilman Testa, to adjourn the Public Hearing. All voting aye, the motion was carried. The inhiin Hearing was cicsed at 7:Zit p.m, 1*10 Wednesday, September 1, 1993 7:00 P.M TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at 7:00 p.m. at the Town Hall, 15 Terrace Road, Cortland, New York with Supervisor Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Edwin O'Donnell Councilman, Theodore Testa Councilman, Ronal Rocco Councilman, John Pilato Town Clerk, Pauline Parker Others present were: Town Attorney, Phillip Rumsey; Attorney, David Adinolfi; Highway Supt., Carl Bush; William Bailey of the Denniston Agency; Jeff Ten Eyck from Cortland County Soil and Water Conservation Dept.; and Newsreporter, Doug Burt. The Meeting was called to order by Supervisor Thorpe at 7:00 p.m., followed by two Public Hearings. Councilman_ O'Donnell made a motion, seconded by Councilman Rocco, to receive and file the Cortlandville Planning Board Minutes of duly 27, 1993 and August 05, 19,93. All voting aye, the motion was carried. RESOLUTION #147 AUTHORIZE PAYMENT OF VOUCHERS SEPTEMBER Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers #323 - 340 $ 3,421.83 General Fund B 77 - 78 $ 3,649.39 Highway Fund 320 - 335 $ 9,161.89 Water Fund 161 - 170 $13,652.25 Capital Projects 65 - 68 $78,251.22 Privilege of the floor was granted to Mr. William Bailey of the Denniston Agency. Mr. Bailey reviewed the current insurance policies and coverage with Town Board members. Councilman Rocco questioned the savings to the Town if we increased the deductibles for Town vehicles, relating to Comprehensive and Collision. Mr. Bailey explained that the liability portion costs the most. He offered to supply the comparison figures for the next meeting. A discussion followed whereby it was determined. the increase was due to additional vehicles being added. A review of Town Properties occurred. Mr. Bailey commended Carl Bush for his assistance in providing a comprehensive list of Town vehicles and properties annually. During the year, the Town Clerk is contacted often, and answers are easily found. This is helpful for everyone. RESOLUTION V151 APPROVE AQUIFER PERMIT #6 of 1993 FOR CORTLAND WOOD PRODUCTS AT 150 MCLEAN ROAD Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Town Board does hereby approve Aquifer Permit #6 of 1993, for Cortland Wood Products to construct a 160' X 540' roof over concrete slab, for finished lumber storage at 150 McLean Road, and further RESOLVED, the Supervisor is hereby authorized and directed to sign the application. There was a discussion and review of the proposed Stormwater Management program. Mr. Jeff Ten Eyck, Facilitator of the Cortland County Water Quality Coordinating Committee, answered questions of the Town Board. RESOLUTION #152 REQUEST TOWN ATTORNEY TO REVIEW PROPOSED STORMWATER MANAGEMENT AND PREPARE FORMAT FOR TOWN Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WIIEREAS, a proposed Stormwater Management program has been reviewed by the Town Board, therefore BE IT RESOLVED, the Town Attorney is requested to prepare a proposed format of the Stormwater Management Program, and submit to the Town Board for further review. Supervisor Thorpe distributed information for the Town Board to consider relating to a salary increase for town employees for next year. The budget process, for next year, must be completed soon. According to the information_ compiled by the bookkeeper, each one percent increase for salaries amounts to about $10,000. RESOLUTION #157 AUTHORIZE BUDGET TRANSFER FOR CAPITAL PROJECTS Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Budget Officer is hereby authorized and directed to transfer $3,500.00 from the Sewer Fund Surplus, into the Mid -Town Sewer Capital Project Fund. SOLUTION #158 AUTHORIZE BUDGET TRANSFER Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Budget Officer is hereby authorized and directed Lo transfer $34.94 from A1990.4 (Contingency) to A1440.4 (Engineer's Contractual). Attorney Rumsey reported that the information received from General Codes regarding an update of Town codes is being reviewed. Councilman O'Donnell made a motion, seconded by Councilman Testa, to adjourn the Regular meeting. All voting aye, the motion was carried.
