VanBenscholten, Gounciliaan Also present: Leland Cornelius, Gary Wood, Bennie dill, Beldon Marlett, George Senter, Bradley Zldared and other members of the Groton Village Police Department. Moved by Mr. Sovocool, seconded by Mr. Cummings, to approve minutes of meeting Meld on March 14th. Ayes - Sovocool, Du_rorrings, Robinson Claim Nos. 83 to 117 of the Highway Pmd an the amount of $11,674.0 and Clain Nos. 143 to 175 0 the Gen exal Fund in the aLmount of $8, 342. 84 were presented for audit, Moved by Mr. Ommings, seconded by her. Sovocool, that the bills be approved fox` payment. Ayrs - Sovocool, Cummings, Robinson, Gary Wood reported on zoning events, Jim Jensen has been in court and hay a 30 day adjournment. He needs help in finding a place to dispose of items. Supervisor Robinson asked that in the future the Board be ratified of court cases in advance. If 'fawn cleans up, a lien should be placed against pxoperty. Discussed possibility of 'bringing in crusher for vehicles. Last year the Highwayepatrnerit spent three week using men and equipment to get trash to the dump. Discussed having trash brought to Spring Street Gravel pit on specified days and then Town will take to dump. Cary wood 4aid if Town would set txas�h days a r�onth in advance, he w0vld write lettex to all Town & Village residents who axe in violation of the �oning ordinance advising 'them that this would be an opportunity for them to comply with zoning regulations. Boa.x'd agreed this should help clean Up the junk. Frank Satterly would like to use gravel pit for Village trash pickup days acid 'then they would haul to County dump. RESOLUTION NO, 1� - TRASH CLEANUP DAYS Moved by Mr. Haynes, seconded by Mr. Sovocool Ayes - Sovocool, gummings, Haynes, Robinson RESOLVED, that Trash Cleanup &Lys for 1988 will be Saturday, May 14 and 1 at which time Groton residents can dump trash at the Spring Street Gravel Bank from 8:OOAM to 3:O0PM- No paint, feel cams, toxic PeUbstances, garbage or oar badies. Tires and batteries must be separated. Brush must be bundled, &xceptions; Handicapped & Senior Citizens May 16 19, 1988 - Exash will be picked up by appointment only, Limit: Pickup truckload, and only what two mm can lift. - Jack Kittle of Ciaschz, Dieters- Hagen, Schaufl. r, Mickelson, Cextified PubliC Accountants, was present to go ovex 1985, 1986 and 1987 F'Inancial Audit of Town records, Since 1985 and 1986 were already histo2�y, time was spent going over in detail the 1987 Financial Report including recommendations. Village of Gx'o'ton Board Members and Police Department were present to discuss problems they have encountered in enforcing law in Village and Town. Town is protected by the New York State Police and the Tompkins County Sheriffs Department. Village Palioo are in Town only when requested by these two agencies. Town tabled, taking any action on Village's request to provide extra coverage in the Town, Tompkins County Munici al Official's Associatjon - Upcoming events 1) April 14 meeting at the 4-;-H Building regarding Ithaca's proposals to the County for reimbursement on recreation and youth services az defined by the City of Ithaca.. ) May 17 Municipal Official 'z Dinner at Lehigh Valley douse @ 6; 3) May 23 24 - Land Use Traning Workshop at 'X3 from 7 -10PM, • Moved by Air. Sovocool, to appoint Gary Ballou to the Planning Board for a term of 7 years to fill the vacancy created by the resignation of Aunty Ostrander and also to reappoint Lyle Raymond to the Appeals Board for a term of 5 years. Ayes - Sovocool, Cummings, Haynes, Robinson. RESOLUTION NO. 16 - DESIGNATE POLLING PLACES FOR 1988 Moved by Mr. Sovocool, seconded by Air. Cummings Ayes - Sovocool, Cummings, Haynes, Robinson RESOLVED, that 1988 POLING PLACES be C�esignated as follows: District #1 - West Groton Church District #2 = West Side of Town Clerk's Office District #3 - East Side of 'Down Clerk's Office District #4 - McLean Fire Station RESOLUTION NO. 17 - COKBI. iE ALL ELECTION DISTRICTS FOR REGISTRATION DAY Moved by Mr. Haynes, seconded by Mr. Cummings Ayes - Sovocool, Cummings, Haynes, Robinson RESOLVED, that Election Districts #1, #2, #3 and #4 be combined for Registration Day at the Town Hall. Annual Town road inspection tour was scheduled for 9s00Am on April 20 or April 27, depending on weather and availability of Board Members, Local Advisory Board of Assessment review for Groton is scheduled for Tuesday, May 10 from 3PM to 6PM. Teresa Robinson, Ellard Sovocool and Gordon VanBenschoten will be present. Election Custodians have requested Town to consider increasing their compensation to $30 per voting machine. Board requested Clerk to check with other surrounding towns for a comparison before taking action. Discussed letter received by Town Clerk from Attorney John Stevens regarding his client, Donna English, resuming her duties as Deputy Town Clerk. Town Attorney, Jack Fitzgerald, will write letter on behalf of the Groton Town Board indicating that the Town has no openings. Board members reviewed proposal for remodeling and new addition to Town Ball as submitted by McFarland- Johnson. Several items in the proposal were unclear to Board. Board requested Supervisor Robinson to get clarification before taking any action on proposal.
