would like to put an addition on their home. When they
applied for a building permit, they discovered that it
would be necessary to apply for a subdivision as the
addition would cross the boundary line of lot 2. They
also discovered that there is an easement to the Town,
for drainage purposes, located on the boundary line of
lot 2, next to them. What they are proposing to do is
to relinquish that easement and in turn grant to the
Town another easement to be located near the new
boundary line, or splitting lot 2, as shown on the map.
It would be the same parameter of the present easement.
Highway Sup't., Carl Bush has reported that this should
be sufficient for Town use.
Attorney VanDonsel requested the Town Board to
grant this approval tonight, if possible. The Sobels
have already started the construction of their addition
and would like to continue with out losing their
contractor. They also must get approval for a
subdivision before they can obtain a building permit and
cannot accomplish that process without an approval from
this Board.
RESOLUTION #107 AUTHORIZE MOVING LOCATION OF
DRAINAGE EASEMENT ON PARCEL ON
NORTHWAY DRIVE SUBJECT TO TOWN
ATTORNEY APPROVAL
Motion by Councilman O'Donnell
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
WHEREAS, Nelson and Gail Sobel own property at 3975
Northway Drive and wish to construct an addition to
their home, and
WHEREAS, the Sobel's and Robert and Sharon Ross jointly
purchased a lot located between their properties at a
tax sale, splitting it in half, and
WHEREAS; a permit cannot be issued for the Sobel
addition until the matter of an easement and subdivision
is resolved, to satisfy Town Building Code requirements,
and
WHEREAS, -the Town Highway Superintendent, Carl Bush has
inspected the area and authorized moving of the drainage
easement, therefore
BE IT RESOLVED, the Town Board does hereby authorize
moving of the drainage easement on the property located
on Northway Drive to the dividing line of parcel 85.16-
01-23.1, subject to filings and Town Attorney approval.
Supervisor Thorpe offered privilege of the floor
to Mr. Albert Beilby, South Hill Rd., McGraw.
Mr. Beilby spoke on behalf of his neighbors who are
residents of Ridge Road and South Hill Road concerning
the sale of properties known as Heller Farms. Recently
through the tax sale process, the land was sold, divided
and purchased by 15 buyers.
He expressed concern that a subdivision for that
area was approved without any restrictions for the
development of this property. The residents would like
to see the Town put :into affect, a moratorium for mobile
homes, or discuss some pros and cons of re -zoning for
developments in that area.
Supervisor Thorpe advised those in attendance that
the Town Board has been considering different
alternatives regarding mobile homes in the Town. A
final decision has not occurred.

The letter reported the results of an electrical
inspection at the location of Newcomb Ford located on
the West Rd. The service call had been requested by the
Town Engineer, and members of the Town Board.
RESOLUTION #109 AUTHORIZE BUDGET TRANSFER
Motion by Councilman O'Donnell
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, the Budget Officer is hereby authorized
and directed to transfer $553.14 from General Fund B
B7146.2 (Blodgett Mils Playground Equipment Fund) to
B7146.4, (Contractual Fund).
RESOLUTION #110 AUTHORIZE CASH ADVANCE FOR CAPITAL
PROJECTS
Motion by Councilman Testa
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, the :Budget Officer is hereby authorized,
and directed, to make a cash advance from the Sewer Fund
Surplus in the amount of $43.00 and transfer to the
Starr Road Sewer Project and further
RESOLVED, that $73.23 be removed from the Water Fund
Surplus and transfer $$44.17 into the Starr Road Water
Project and $29.06 into the Stupke Road Water Project.
Councilman Testa made a motion, seconded by
Councilman O'Donnell, to adjourn the meeting. All
voting aye, the motion was carried.
The Meeting was adjourned at 6:05 p.m.
