TOWN BOARD MEETING
7:00 P.M.
The Regular Meeting of the Town Board of the Town
of CortianIvilly was held at 7:00 p.m. at the Town Hall,
15 Terrace Road, Cortland, New York with Supervisor
Raymond Thorpe presiding.
Members Dresent: Supervisor, Raymond Thorpe
Councilman, Edwin O'Donnell
Councilman, Theodore Testa
Councilman, Ronal Rocco
Councilman, John Pilato
Town Clerk, Pauline Parker
Also in attendance were: Carl Bush, Highway Supt.;
Ms. Kathleen Lorows, Agent and Mr. John Heid, Manager of
Mutual of Omaha Insurance Company.
The meeting was called to order by Supervisor
Thorpe at 7:00 p.m.
RESOLUTION 487 APPROVE CHANGE ORDER FOR THE LAMON71
CIRCLE AREA SEWER IMPROVEMENT
PROJECT
Motion by Councilman O'Donnell

VOTES: ALL AYE ADOPTED
WHEREAS, a change order has been submitted by the Town
Engineer for the Lamont Circle Area Sewer Improvement
Project for special dewatering measures along a portion
of the oli railroad bed, therefore
BE IT RESOLVED, that the change order in the amount of
$31,005.63 is hereby approved for the contract with
Vacri Construction Inc.
Councilman Testa mate a motion, seconded by
Councilman O'Donnell, to approve the Town Board Minutes
of March 3, 1993, as written. All voting aye, the
motion was carried.
Supervisor Thorpe introduced Ms. Kathleen Lorows a
representative of Mutual of Omaha Insurance Co. and Mr.
Leon Barnes, District Sales Manager.
The program offered by Mutual of Omaha was
explained to the Town Board. Also explained was the
current laws of New York State relating to insurance
programs. Tlere are many options available.

RESOLUTION #88 AUTHORIZE PAYMENT OF VOUCHERS
Motion by Councilman O'Donnell
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, that the vouchers submitted have been

Supervisor Thorpe gave privilege of the floor to
Carl Bush, Highway Supt.
He apprised the Board of his concerns about the
potential hazard to our wells on property owned by the
county in the Lime Hollow area. That area is real
critical to our wells and if motorized vehicles are
allowed there, a gas spill could pollute our well.
There are walking trails there which is not a problem.
If we owned the property, than we could dictate the
proper controls.
Supervisor Thorpe will contact Legislator Chairman,
Richard Tupper, to discuss the problem and attempt to
find a solution.
A discussion was held concerning he loud parties
etc. held by college students at Cortlandville Park,
located next to the student housing, and adjacent to
Lamont Circle.
Councilman Rocco reported that he will contact Ray
Franco of SUNY at Cortland and advise him of the
problem. Perhaps they can monitor the area next year at
this time. College will be ending soon, and the students
will be leaving for -the summer.

Councilman O'Donnell, to receive and file the letter
sent by Supervisor Thorpe to Daniel W. Weller of NYS
DEC., responding to the above grant denial. All voting
aye, the motion was carried.
Councilman Rocco made a motion, seconded by
Councilman Testa, to receive and file information
received from the Cortland County Chamber of Commerce.
All voting aye, the motion was carried.
The first quarter Income -Expenditure Statement for
their Economic Development Program was received.
Councilman Rocco made a motion, seconded by
Councilman O'Donnell, to receive and file a letter from
Andrew J. Zambelli, Secretary to Governor Cuomo,
relating to the Highway and Bridge funding concerns.
All voting aye, the motion was carried.

RESOLUTION #89 AUTHORIZE HIGHWAY SUPT. TO LET OUT
FOR BID FOR ONE NEW ALUMINUM PLATE
BOX CULVERT FOR BLUE CREEK ROAD
Motion by Councilman O'Donnell
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
BE IT RESOLVED the Highway Supt., Carl Bush, is hereby
authorized to let out for bid to purchase one new
aluminum structural plate box culvert for a location on
Blue Creek Road, and further
RESOLVED, the bids shall be opened on June 1, 1993 at
3:00 p.m. at the Town Hall and shall be awarded at the
Regular Meeting on June 2, 1993.
There being no further business, Councilman Testa
made a motion, seconded by Councilman O'Donnell, to
adjourn the meeting. All voting aye, the motion was
carried.
The meeting was adjourned at 8:10 p.m.
