TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at 5:00 p.m. at the Town Hall, 15 Terrace Road, Cortland, New York with Supervisor Raymond Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Edwin O'Donnell Councilman, Theodore Testa Councilman, Ronal Rocco Deputy Town Clerk, Patricia O'Mara Absent: Town Clerk, Pauline Parker Others present were: Town resident, Richard Crozier and newsreporter, Connie Nogas. RESOLUTION #46 AUTHORIZE PAYMENT OF VOUCHERS FEBRUARY Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers #58 - 89 $26,152.12 General Fund B Highway Fund 38 - 67 $25,429.61 Water Fund 17 - 27 $21,600.25 Sewer Fund 18 - 23 $15,960.09 Capital Projects 9 - 12 $ 2,020.00 Privilege of the floor was offered to Councilman O'Donnell. Councilman O'Donnell reported that the Storm Water Management/Soil Erosion Dept. has requested permission to discuss their proposed plan with Town Board members at the April 21, 1993 meeting. Supervisor Thorpe advised that they have been placed on that agenda. A discussion was held concerning the status of completing the review of Town codes with General Codes. This is forthcoming. Councilman Rocco made a motion, seconded by Councilman O'Donnell, to receive and file the Justice Report for the month of February 1993. All voting aye, the motion was carried. Councilman O'Donnell made a motion, seconded by Councilman Testa, to receive and file a resolution received from -the Cortland County Legislature. All voting aye, the motion was carried. The resolution advised of the dog quarantine for Cortland County, effective January 27, 1993 until April 15, 1993. 32 FEBRUARY 17, 1993 PAGE 2 Councilman O'Donnell made a motion, seconded by Councilman Testa, to receive and file a copy of a letter form Village of Homer Mayor, Mary Alice Bellardini sent to City of Cortland Mayor, Ronald Walsh. All voting aye, the motion was carried. The letter requested a meeting of Supervisor Thorpe, Mayor Bellardini, and Mayor Fitch of McGraw, along with their Boards to meet with the City Council and Mayor Walsh to discuss the wastewater treatment plant proposal, and the cost relating to it. Councilman O'Donnell made a motion, seconded by Councilman Rocco, to receive and file a copy of a letter sent to Assemblyman Clarence Rappleyea from Chairman of the Cortland Water Board, Robert Rhodes. All voting aye, the motion was carried. The letter expressed their opposition to the proposed railroad expansion project on Route 281 which is over the Otter Creek/Dry Creek Aquifer, as they are concerned about their wells. Councilman O'Donnell made a motion, seconded by Councilman Rocco, to receive and file a copy of a letter sent to Richard Tupper, Chairman of the County Legislature, from Attorney Patrick M. Snyder. All voting aye, the motion was carried. The letter expressed his concern and opposition to the proposed railroad expansion project. Councilman O'Donnell made a motion, seconded by Councilman Rocco, to receive and file a letter received from NYS State Comptroller's office. All voting aye, the motion was carried. The letter authorized the extension of time for filing the 1 annual financial report, no later than May 1, 1993. RESOLUTION #47 AUTHORIZE CEO, BRUCE WEBER TO ATTEND A RADON AWARENESS MEETING IN ONEONTA, NEW YORK Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that authorization be granted for CEO, Bruce Weber to attend a Radon Awareness Meeting to be held in Oneonta, New York, and further RESOLVED, that the expenses incurred by same, be reimbursed, subject to audit by the Town Board. RESOLUTION #48 AUTHORIZE HIGHWAY DEPARTMENT TO LET OUT FOR BID FOR ONE NEW TEN WHEEL DUMP TRUCK CHASSIS Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Highway Sup't. is hereby authorized to let out for bid to purchase a new ten wheel dump truck chassis, to replace a 1972 Brockway Dump Truck, and further 3�3�a 1 1 FEBRUARY 17, 1993 PAGE 3 RESOLVED, that the bids will be opened March 2, 1993 at 3:00 p.m., and awarded at the March 3, 1993 Town Board Meeting. RESOLUTION #49 APPOINT JOHN J. PILATO SR. AS COUNCILMAN OF THE TOWN BOARD OF THE TOWN OF CORTLANDVILLE Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, due to the death of Donald H, Beard, an elected Councilman of the Town of Cortlandville Town Board, a vacancy has occurred, and WHEREAS. a Committee has reviewed candidates and have recommended an appointment, therefore BE IT RESOLVED, that the Town Board of the Town of Cortlandville does hereby appoint John J. Pilato Sr., 812 Lamont Circle, Cortland, New York, as Councilman of the Town of Cortlandville, effective immediately, and further RESOLVED, that such term shall expire on December 31, 1993. RESOLUTION #50 AUTHORIZE CASH ADVANCES FOR CAPITAL PROJECTS Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Budget Officer is hereby authorized to transfer $1,480.00 from the surplus sewer fund into the following new sewer capital projects: Midtown Sewer Starr Rd Sewer Project Councilman O'Donnell Councilman Rocco to adjourn aye, the motion was carried. $800.00 $680.00 $1,480.00 made a motion, seconded by the meeting.
