HomeMy WebLinkAbout1988-02-10' 185 RESOLUTION NO. 4 - POLICY REGULATING STORAGE OF SEIZED VEHICLES Moved by Mr. Haynes, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town is hereby authorized to take physical possession of motor vehicles impounded under Section 511 -b of the Vehicle & Traffic Law and charge a storage fee of $5000/day 6r at its option designate a local garage as the place of impoundment provided such impoundment is at no interest to the Torrn. Supervisor Robinsoh.reported that the Town has been approached by Mr. Paul Seiden of Delmar, N.Y., about developing the old TC3 Building on Alain Street into Senior Citizen Housing. At present, he plans to place 24 units in the building. Mr. Seiden informed. us that under State Law he would be eligible for a partial tax exemption and rent subsidies for a period of five years. • After that, as part of his financing plan for this project, he has asked us to consider a pilot payment (payment in lieu of taxes) of $200 per unit per year, that would be split among taxing authorities. PIESOLUTION NO. _ - SUPPORT FUNDING OF TC313UILDING FOR SENIOR CITIZEN HOUSING Moved by Mr. Haynes, seconded by A1r. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town supports Mr. Seiden in his application for funding for TO Senior Citizen project and we are willing to accept pilot program (payment in lieu of taxes) of $200.00 per unit per year that would be split amond taxing authorities. Moved by Mr. VanBenschoten, seconded by Mr. Cummings, to authorize the following to attend annual N YS Association of Towns Training School in NYC on Feb. 14 -17: Teresa Robinson, Colleen Pierson, Ellard. Sovocool, Donald Cummings, Robert Walpole, Arland Heffron, George Th tman, Cecil Twigg, Monica Carey, Verl Rankin, David Ofner, Mary Decker and Gary Wood. Peg Palmer, Court Clerk, expenses will be split by Town and Village. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. No action taken on roof repair or addition. Supervisor will see Architect in NYC next week, Moved by Air. Sovocool, seconded by Mr. Cummings to adjourn meeting at midnight until Wednesday, February 10, 1988, at 11:00 A.M. (CONTINUATION OF TOriRT BOARD MEETING HELD ON FEBRUARY 8, 198 Gary Cotterill and Robert Dempsey were present to further discuss their insurance proposals with the Board. Gary Cotterill ® Gary asked if everything stands as it did before. Teresa replied that Bob has changed -- Employees are insured in Bob's. Bob quoted one million per claim and one million agg;egate.for $8,236.20. Bob has changed to one million ® per claim and two million aggregate for $9,417.24 for a total proposal figure of $41, 967.4+. Gary said quotes are basically the same. Bob has changed numbers -- why didn't he change Monday night? We are about $350 difference now ($42,000 - Bob and $43,332 - Gary). Board felt Town should come up with lowest bid. Gary offered to provide package for $40,000 as of today -- no fat, will eat commission, same coverage. There is no aggregate with Gary's liability. Two million aggregate is not so good. Gary's one million in coverage is per accident with no limit. Bob has two million per year which is a big difference if something should happen. Gary pointed out that Public Officials has an exclusion that does not cover inadequate insurance coverage. 85 Supervisor said Bob Dempsey would like to talk with Board again. Bob indicated he has changed his quote of one million aggregate to two million aggregate for a total quote of $41,967.44. Bob explained what his proposal covered. The difference in the two quotes is $1,967.44. Bob said he could not go any lower without giving up his commission. Board members discussed -two proposals. Consensus was that the Town should have per occurrence policy and go with low quote which saves the Town almost $20000009 RESOLUTION N0. 6 - ACCEPT LAWRENCE UNITED CORPORATION INSURANCE PROPOSAL FOR 1988 Moved by Mr. Cummings, seconded by Mr. Sovocool Ayes - Cummings, Sovocool, Haynes Nay - Robinson Abstain - VanBenschoten RESOLVED, that the 'Down of Groton accept Lawrence United Corporation's Insurance Proposal per "Summary of Proposed Coverages" Total Package plus one million Public Officials Liability and one million Umbrella Liability for a total cost of $10,000 annually. Moved by Mr. VanBenschoten, seconded by Mr. Cummings, to pay Voucher No. 144 in the amount of $6,297.00 from Dates Chevrolet - Oldsmobile, Inc, for 1988 Chevrolet C10 pickup truck bid on February 8. Ayes - Sovocool, Cummings, VanBenschoten, Haynes, Robinson. Discussed proposed local law on sludge. Syracuse lawyers have prepared law for Board to review. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, to schedule Special Town Board Meeting .to review Proposed Local Law No. 1 for 1988 for February 29, 1988, at 7:30 P.M. and also to schedule hearing for same on regular board meeting night, March 14, 1988, at 8:00 P.M. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. There being no further business, Mr. Sovocool moved to adjourn meeting, seconded by Mr. Cummings, at 12 :30 P.M. Unanimous. Colleen D.
