SPECIAL MEETING
5:00 P.M.
AWARD BID FOR LAMONT CIRCLE SEWER PROJECT
A Special Meeting of the Town Board of the Town of
Cortlandville was held at the Town Hall, 15 Terrace
Road, Cortland, New York, on July 29, 1992 at 5:00 p.m.
with Supervisor, Raymond Thorpe presiding.
Members present: Supervisor, Raymond Thorpe
Councilman, Edwin O'Donnell.
Councilman, Theodore Testa
Councilman, Ronal Rocco
Councilman, Donald Beard
Town Clerk, Pauline Parker
Others present were: Town Engineer, Hayne Smith;
Town Attorney, Philip Rumsey; Town resident, Dr. Lee
Ambrose; and Newsreporter, Trish Prosperio.
RESOLUTION #150 AWARD BID FOR LAMONT CIRCLE SEWER
IMPROVEMENTS, CORTLANDVILLE FIRE
SEWER , WEST ROAD PHASE I WATER AND
WEST ROAD PHASE I SEWER PROJECT TO
VACRI CONSTRUCTION CORPORATION
Motion by Councilman O'Donnell
Seconded by Councilman Rocco
VOTES: ALL AYE ADOPTED
WHEREAS, the Town Engineer was authorized to let out for
bid per Resolution #128, adopted June 17, 1992,for the
Lamont Circle Sewer Improvements, Cortlandville Fire
Sewer Project, West Road Phase I Water and West Road
Phase I Sewer Project, and
WHEREAS, the following bids were received on July 24,
1992, opened, read aloud and given to the Town Engineer
for review:
Altec Const.,Inc.
Bat -Con Inc.
Avon & Fowler Inc.
Lafayette Pipeline
Vacri Const. Corp.
G. DeVincentis & Son
Masciarelli Const.
Memphis Const.,Inc.
F.G. Compagni Const.

WHEREAS, the bids submitted have been reviewed, and the
lowest bid submitted has been recommended by the Town
Engineer, therefore
BE IT RESOLVED, that
is hereby accepted
Corp., Binghamton,
Attorneys approval,
Circle Sewer Project,
West Road Phase I
project, and
the bid of $737,000.00
and awarded to Vacri Construction
New York, subject to the Town
for the completion of the Lamont
Cortlandville Fire Sewer Project,
water and West Road Phase I Sewer
RESOLVED, that the Supervisor is hereby authorized to
sign the contract with Vacri Construction Corp.

RESOLUTION #151 AUTHORIZE EMINENT DOMAIN PROCEDURE
TO OBTAIN PUBLIC WATER AND SEWER
EASEMENT ON OSBORNE PROPERTY LOCATED
ON WEST ROAD
Motion by Councilman Rocco
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, that commencement of Eminent Domain
Procedure is hereby authorized to obtain public water
and sewer easement on property of Osborne as required
for the West Road Phase I Water and Sewer Improvements
Projects, and there are hereby further authorized
additional professional services such as appraisal and
legal, any costs therefore being subject to prior
approval of the Town Board
A discussion was held concerning the easement
situation near St. Mary's cemetery. Town Engineer,
Hayne Smith advised that the new sewer lines will be
installed in the State right-of-way. Water lines will
not be installed, because we did not receive an
easement.
Councilman O'Donnell made a motion, seconded by
Councilman Testa, to adjourn the special meeting and
convene to an executive session, for a personnel matter.
All voting aye, the motion was carried.
The meeting was adjourned at 5:20 p.m.
