Meeting of the Town Board of the Town was held at the Town Hall, 15 terrace New York, with Supervisor Melvin Pierce Members present: Supervisor, Melvin Pierce Councilman, Raymond Thorpe Councilman, Ronal Rocco Councilman, Edwin O'Donnell Councilman, Theodore Testa Deputy Town Clerk, Karen Betters Absent: Town Clerk, Pauline H. Parker Others present were: Highway Supt., Carl Bush; Town Attorney, Phillip Rumsey; Town Engineer, Hayne Smith; and Newsreporter, Laura Jones. The meeting was called to order by Supervisor Melvin Pierce at 5:00 p.m. He requested all those in attendance to rise and Pledge Allegiance to the Flag. Councilman O'Donnell made a motion, seconded by Councilman Thorpe to approve, as written, the June 12, 1991, July 02, 1991, July 17, 1991, and August 06, 1991 Town Board Minutes. All voting aye, the motion was carried. RESOLUTION ;f200 AUTHORIZED PAYMENT OF VOUCHERS OCTOBER Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A Vouchers 338-353 $10,064.99 General Fund B 119-120 1,572.50 Highway Fund 330-349 28,765.16 Water Fund 203-212 4,313.46 Sewer Fund 96- 98 695.75 Capital Projects 115-121 38,402.45 The reports of the various departments are on the table for review, and are available for inspection, upon request, in -the Town Clerk's office. A motion was made by Councilman Thorpe, seconded by Councilman O'Donnell to receive and file a copy of the letter sent -to Mr. Richard Elliot of the Cortland County Industrial Development Agency, from Supervisor Pierce. All voting aye, the motion was carried. The letter was in regards to their application for an extension of the railroad line to the Luker Road area. 1 C 1 143 Wednesday, October 16, 1991 PAGE_ 2 A motion was made by Councilman O'Donnell, seconded by Councilman Thorpe to receive and file a copy of a letter from Bonnie L. Jankowski, of Friendly Ice Cream Corp., to Atty Frederick Beck Jr. of the firm Thaler Thaler. All voting aye; the motion was carried. The letter was in regards to the Permanent Easement and Right -of -Way ,agreement needed for the student housing sewer project. A motion was made by Councilman Thorpe, seconded by Councilman O'Donnell to receive and file a letter received from Syracuse Development Service Office. All voting aye; the motion was carried. The letter explained their program and provided information for local contact, if needed. RESOLUTION #201 RECEIVE STATEMENT OF COMPLETION FOR TOWN HALL EXPANSION PHASE I ASSESSOR'S OFFICE Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Statement of Completion for the Town Hall Expansion Phase I - Assessor's Office, is hereby received and filed. RESOLUTION 0202 REFER PALL_ TRINITY MICRO AQUIFER PERMIT TO THE TOWN AND COUNTY PLANNING BOARDS Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, Pall Trinity Micro Corporation has submitted a request for an Aquifer Permit, and WHEREAS, the next process of acquiring a Aquifer Permit is to refer them to the County Planning Board and to set a date for a Public Hearing. BE IT RESOLVED, that the Public Hearing_ date- is set for November 6, 1991 at 7:30 p.m. RESOLUTION #203 SET A DATE FOR A PUBLIC HEARING FOR THE_ 1992 PRELIMINARY BUDGET Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that a Public Hearing shall be held on November 6, 1991 at the Town Hall, at 7:30 P.M., to review the 1991 Town of Cortlandville Preliminary Budget, and further RESOLVED, that 25 copies of the Preliminary Budget shall be made available and accessible for public review on October 30, 1991. 144 Wednesday, October 16, 1991 PAGE 3 RESOLUTION #204 APPROVE WATER & SEWER PLUMBER'S APPLICATION OF CHRIS ATWOOD Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted from Chris Atwood, RD #3 Frazier Road, Moravia, NY to be allowed to make water and sewer connections within the Town, and WHEREAS, such application included references and previous experience, therefore BE IT RESOLVED, that the application submitted by Chris Atwood is hereby approved for both water and sewer connections, and further RESOLVED, that his name shall be added to the approved plumber list of the Town of Cortlandville. A discussion was held concerning the Moratorium on Mobile Homes. Many suggestions were heard from Town Board members and the Town Attorney. It was the consensus of the Town Board that a joint committee consisting of two Town Board members, two Planning Board members and the Code Enforcement Officer should be established. A Public Hearing will be necessary to accomplish the proposed changes presented by the committee. It was determined that Councilman Thorpe and Councilman O'Donnell shall represent the Town Board. CEO, Bruce Weber, will make arrangements to set up for a meeting. RESOLUTION #205 AUTHORIZE CHANGE ORDER FOR BLUE CREEK WATER TANK CONSTRUCTION CONTRACT NO. 1 Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYES ADOPTED WHEREAS, Town Engineer, Hayne Smith, has reported that it is necessary to purchase extra elbows to complete the Blue Creek Water Tank Project, therefore BE IT RESOLVED, that Town Engineer Hayne Smith is hereby authorized to proceed with a Change Order for the Blue Creek water Tank Construction - Contract No.1. A motion was made by Councilman Thorpe, seconded by Councilman O'Donnell, to adjourn the Regular Meeting and convene to an Executive Session. All voting aye, the motion was carried. Councilman Testa made a motion, seconded by Councilman O'Donnell, to adjourn the executive session and reconvene to the regular meeting. All voting aye, the motion was carried. No action was taken. 0 Councilman Rocco made a motion, seconded by Councilman O'Donnell, to adjourn the meeting. All voting aye, the motion was carried.
