Slocum, Alice Careen, Bill Finnerty, Tom Hatfield, Guests, Henry Slater, Town of Dryden Zoning Officer, and David Putnam, Town Fngineer(Eemplo cd by T. G, Miller Engineering Firm), Fred hittemore(Gwner, Whittemore Fence Co,) Meeting called to order at 5.10 P, M, by Subcommittee Chairperson Robert S. Slocum Mr. Putnam and Mr, Slater were invited to report to us on the Crispell Flood Control Project Area, They bath reported that mowings are done in the spring, summer, and fall seasons. The Flood Control Project is a partnership between Tompkins County, The Village of Dryden, and The Town of Dryden. They all answer to the Natural 1Reso u re an Conservation Service which vas formerly known as the Soil and Water Conservation service. Both MTL Putnam and Mr. Slater said that there has been precedent established for using flood control areas for recreational usage, Former Town Super�Fi or James Schug and Town Bookkeeper and Secretary Diane McFall went on a tour of Broome County. Broorne County apparently had 5 or b to %vns which use these areas for recreation. Mr. Putnam referred us to Sandy Griffin of Broome County's Department of Parks and I ecreatioin(Phone No. 778 - 2193). We were also referred to Ms. McFall(Phone No. 84448619) and Mr. Schug, Mr. Slater said it was Mr. Schug °s vision that the area be utilized for youth recreation. Mr, Putnam said that permanent structures cannot be built on the spillways. For example baseball backstops or soccer goals must be moveable or portable. Mr. Slater said the spillways are 300 feet wide and Imile long. Mr. Putnam and Mr. Slater said that three things have to happen in order for the space to become useable; I. Farming and accessibility must be imp rove d . At present there is the one entrance off of Southorth Load and parking for 10 -0 cars. Mr, Putnam 10 suggested that field the drainage moray have to be established in the areas that may be used for playing fields. _ The 1,varFanty work on the `blowout' must be done. According to Mr. Slater there is no money available at present to do this work. It was mentioned that subcommittee members A. Green, D. Hoyt, R. Slocum, and D. Karig noticed the `blowout' or landslide during our respective tour. Mr, Pinnerty said that David Hicks, the head groundskeeper at Ithaca College should be consulted for advice on this project. Ithaca College has a community outreach program from their grOUnds eepers and this was mentioned that this would be an excellent opportunity to tale advantage of their services, Mr, Hoyt said that it would be possible for people to squeeze through the iron bars and for example go tubing down the sluice way from the dam; He suggested that this situation needs to be rectified, It was suggested that what we have discussed be brought to the attention of the full comrn.ission and proceed from there. Mr. S1 ocum suggested that Mr, Schug should also be invited. 0 1r. Slocum presented the subcommittee with copies of the work that Alison I esney, an Ithaca College student intern with the Tompkins County Youth Bureau, has cone. She has consolidated some of the information that Seth Ruggles, the Ithaca College Mtcrn last summer pulled together. We examined the material and looked at the areas that need to be "fleshed -out" : Toinpki.ns- Cortland Community College Carrell University space Dryden Central School George Junior Republic golf driving range American Legion building Etna Community Center Bethel Grove Community Ccrittr Marna Community Center F111s hollow Community Center Fire Halls Etna Community Parr Marna Community Park Ms_ green said thdt we need to examine the material in recreation Program brochure and segregate those areas that concern prograxns an iffir those that concern facilillies into two separate brochures or reconcile them in some way. A meeting will be arranged with Ms, l esney to inform her of the direction we need to go into with the facilities inventory project. Wall Street Baseball Field Proposal Fred Whittemore gave us some the history behind the field proposal. It �7�7as originally proposed for Montgomery Park but was removed because of disapproval by the neighborhood. Mr. Whittemore said that it would be really nice to have dedicated youth baseball field facility with fences and dugouts. Ms, Green and Mr. Hatfield both said that there was a proposal for the 'Youth Conservation Corps group last summ& to put in dugouts at Wall Strcct. Doug Hoyt and Bill Finnerty have been charged with seeing this proposal through. They are to most with Jeff Bradley, the Village of Dryden Superintendent of Public Works and report back to the subcommittee at our next meeting on March 2 8th. Mr. Finnerty said that he may also talk to David Hicks of Ithaca College concerning this project also. Hammond Hill There was nothing to report. Mr. Slocum said that would contact Maureen McCrea of the Friends of Hammond I -Iill Group, She would be invited to address the issues at our next meeting, The meeting was adjourned at 6915 P.M.
