Arnsdc'r t lFrom Mci_.ean Road, 14-10 r2AM Wednesday, June 19, 1991 PAGE 2 RESOLUTION #131S APPROVAL OF THE PURCHASE OF RECYCLING BASKETS Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, Tricil Sanitation will begin the recycling of office paper, and WHEREAS, Tricil Sanitation is the hauler- for the Town Hall. therefore BE IT RESOLVED, that the Custodian is hereby authori_ed to order twelve (12) recycling baskets for the Town Hall offices, and further RESOLVED, that these baskets will be purchased at $2.50 per basket. Deputy Supervisor, Raymond Thorpe asked Highway Superintendent, Carl Bush his opinion on -the acceptance of Ridgeview Rd. Mr. Bush stated that Mr. Stevens has not completed the road at this point in time. The City of Cortland's DPW is rebuilding their portion of Ridgeview at this time. Deputy Supervisor Thorpe read a letter dated March 2d; 1989, from the Law firm Pomerory, Taylor and Armstrong to our Town Attorney Phillip Rumsey. Mr. Armstrong stated in his proposed agreement to the Town that he understood that Mr. Stevens would place into an account a $10,000.00 deposit to be held by Cortland Savings Bank until the completion of Ridgeview Ext. Which has not been done. Deputy Supervisor Thorpe stated he will be referring this matter to Town Attorney Phillip P.umsey. A motion was made by Councilman O'Donnell, seconded by Councilman Testa, to receive and file a letter from Mari: Braun. all voting aye, the motion was carried. The letter was in regards to Dougs Fish Fry, renewing their alcoholic beverage licence. A motion was made by Councilman O'Donnell, seconded by councilman Testa, to receive and file a copy of a letter from New York Telephone. All voting aye, the motion was carried. The letter was in regards to a Protest of the Special Franchise Assessment for the 1991 Tax Roll which has been filed with the New York State Board of Equalization and Assessment. Highway Superintendent, Carl Bush was given privilege of the floor. Mr. Bush stated the Cortlandville Planning Department will be voting on an application submitted by Barden -Robeson, for a subdivision on Bell Drive which is owned by William Pauldine. At this time the parcel is whole and Barden - Robeson plans on building two homes on this parcel, which creates the process of a subdivision. The drainage on this parcel, as it is now, would create a serious problem if two homes were built, stated Mr. Bush. The parcel that exists now was piped by Mr. Pauldine years ago to divert the water into another direction. RESOLUTION #137 ADOPTED PROPOSED CHANGES TO THE PERSONNEL POLICY Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, the proposed changes in the Town of Cortlandvilie's personnel policy are hereby adopted, relating -to vacation; maternity leave and compensation. A motion was made by Councilman O'Donnell, seconded by Councilman Testa, to receive and file correspondence concerning the Cortland Mobile Home Parr. The correspondence were in regards to the overdue account of the water and sewer billing. RESOLUTION #138 AUTHORIZATION TO RESCHEDULE TOWN BOARD MEETING OF DULY 3. 1991 Motion by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, the regular- scheduled meeting of the Town Board will be rescheduled to July 2, 1991 at 7:30 p.m., due to -the 4th of July holiday. RESOLUTION #139 AUTHORIZATION TO RESCHEDULE PUBLIC HEARING OF JULY 3, 1991 Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the scheduled public hearing of July 3, 1991, will be rescheduled to July 2, 1991 at 7:30 p.m., due 'to 'the 4th of July holiday, RESOLUTION #140 AUTHORIZATION TO SET UP NEW ACCOUNT A5010.2 - OFFICE EQUIPMENT Motion by Councilman, O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED F_j 1 1 BE IT RESOLVED, the Budget Officer is hereby authorized and directed to set up a new budget appropriation account A5010.2 for office equipment. 99 Wednesday, June 19, 1991 PAGE 5 RESOLUTION #141 AUTHORIZATION TO TRANSFER MONIES _ Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Budget Officer is hereby authorized and directed to transfer $710.00 from account A5010.4 to A.5010.2 to purchase office equipment. RESOLUTION #142 AUTHOUZATION TO TRANSFER MONIES Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Budget Officer is hereby authorized and directed to transfer $47.95 from the General Fund A Surplus and $281.42 from the Sewer Fund into the Capital Project Fund, and further RESOLVED, these transfers are for the Town Hall Expansion and Rt. 281/Groton Ave./Luker Rd. projects, which have not yet been bonded. RESOLUTION #145 SCHEDULE A, PUBLIC HEARING FOR A ----MORATORIUM ON MOBILE HOMES Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, there has been an increase in the number of mobile homes placed in the Town of Cortlandville, and WHEREAS, it is the Town Board's intention to develop a planned approach to the administration of mobile home site plan applications, therefore BE IT RESOLVED, a Public Hearing be scheduled for July 2, 1991 at 7:30 p.m., on a proposed Local Law establishing a moratorium thur December 31, 1991 on the issuance of site plan approvals for mobile homes. A discussion occurred due to the State cutting back on State Aid. Deputy Supervisor Thorpe stated the budget for 1992 will be cut approximately $80,000. He stated we should be alright with this years budget. Deputy Supervisor stated the Departments cutting their budgets by ten percent is impossible. Deputy Supervisor stated last fall we trimmed this budget down. He stated we can not do anything about salaries, committer_' funds. About the only items in the budget we could save on are supplies, Deputy Supervisor Thorpe stated. Next year could be our problem. We could end up using most of, or all of our surplus funds. Deputy Supervisor advises Department Heads to be aware of what is happening with this years and next years budget.
