All voting aye, the motion was carried. The reports of various departments are on the table for review, and may be seen, upon request, in the Town Clerk's office. A motion was made by Councilman Rocco, seconded by Councilman Testa, to receive and file the Governmental Insurance Disclosure Statement received from the Lawrence United Corp. All voting aye, the motion was carried. A motion was made by Councilman Testa, seconded by Councilman Rocco, to receive and file a statement of completion. All voting aye, the motion was carried. The statement is in regards to the completion of the Bell Drive Sewer System. A motion was made by Councilman Rocco, seconded by Councilman Testa, to receive and file a letter from Jeff Ten Eych, Cortland County SWCD. The letter was in regards to Storm Water Management. Cortland County SWCD is trying to minimize the stormwater runoff damage by working with Towns to set up ordinances and planning guidelines for their future developing areas. RESOLUTION #93 REFER BESTWAY ENTERPRISES, INC. AQUIFER SPECIAL PERMIT TO TOWN AND COUNTY PLANNING BOARDS Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, Bestway Enterprises, Inc. has submitted a request for a Special Permit, and WHEREAS, the next process of acquiring a Special Permit for developing over the Aquifer is review by other Boards, therefore BE IT RESOLVED, that the application for a Special Permit submitted by Bestway Enterprises is referred to the Town Planning Board and the County Planning Board for their review and recommendation. RESOLUTION #94 SET DATE FOR A PUBLIC HEARING FOR AN AQUIFER SPECIAL PERMIT - BESTWAY Motion by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that a Public Hearing shall be held on June 5, 1991 at 7:30 p.m. for an Aquifer Special Permit for Bestway Enterprises, Inc. 0 Wednesday, May 1, 1991 PAGE 2 RESOLUTION #95 SET DATE FOR A PUBLIC HEARING FOR AN AQLiIFER SPECIAL PERMIT - SUIT-KOTE Motion by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that. a Public Hearing shall be held on June 5, 1991 at 7:30 p.m. for are Aquifer Special Permit for Suit-Kote Corporation. RESOLUTION 096 REFER SUIT-K:OTE CORPORATION AQUIFER SPECIAL PERMIT TO THE TOWN AND COUNTY PLANNING BOARDS Motion: by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, Suit -Kole Corporation has submitted a request for a Special Permit, and WHEREAS, the Yext process of acquiring a Special Permit for developing over the Aquifer is review by other Boards, therefore BE IT RESOLVED, that the application for a Special Permit submitted by Suit-Kote is referred to the Town Planning Board and the County Planning Board. RESOLUTION 097 AUTHORIZATION TO OPEN BIDS FOR GROTON AVE, PLAZA, RT. 281 AND LUKER ROAD SEWER IMPROVEMENT _ Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, the Town Engineer, Hayne Smith, was give, authorization per Resolution 067, to advertize for bid the Groton Avenue Plaza, Route 281 and Luker Road Sewer Improvement Project, therefore BE IT RESOLVED, that the opening of the bids for the Groton Avenue Plaza, Route 281 and Luker Road Sewer Improvement Project, shall be on June 3, 1991 at 3:00 p.m., at the Town Hal 1 , and further RESOLVED, the bid will be awarded on June 5, 1991, at 5:00 P.M. RESOLUTION 498 AUTHORIZATION TO ADVERTISE FOR BID CONTRACT #1 , BLUE CREEK ROAD WATER STORAGE TANK: PROJECT Motion by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Town Engineer, Hayne Smith, is hereby authorized to advertise by legal notice, letting of the bids for the Contract 01, Blue Creed: Road Water Storage Tank Project, on June 4, 1991, and further RESOLVED, the opening of the bids will occur on June 17, 1991, at 3:00 p.m., at the Town Hall, and further RESOLVED, the bid wi 1 i be awarded on June i9, 1991, at 5:00 p.m. Wednesday, May 1, 1991 PAGE 4 A, motion was made by Councilman Rocco, seconded by Councilman Testa, to receive and file a request from David Yaman. All voting aye, the motion was carried. The request was in regards to street lighting in the Walden Oaks Development. RESOLUTION #99 AUTHORIZATION TO WATER DEPARTMENT - REFUND - LUCILLE LEACH Motion by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, Lucille Leach of 4473 West Road has made application to have water service at her home, and WHEREAS, the cost of this application was $70.00, and WHEREAS, Mrs. Lucille Leach has since encountered the expense of installing the water and has since change her mind, and WHEREAS, Mrs. Lucille Leach has made a request to the Water Department for a refund, therefore BE IT RESOLVED, the Water Department is hereby authorized to refund Mrs. Lucille Leach $70.00 for her water application. RESOLUTION #100 ACCEPT RESIGNATION OF TOWN HALL _ CUSTODIAN MELVIN PIERCE Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, due to the present illness of Supervisor Melvin Pierce, he has submitted a request to resign as Custodian, and WHEREAS, submitted with this reauest was a recommendation to appoint Mrs. Edna Puzo as Custodian, therefore BE IT RESOLVED, -the resignation of Supervisor Melvin Pierce as Custodian is hereby accepted, and further RESOLVED, Mrs. Edna Puzo is hereby appointed as Custodian of the Town Hall and shall expire December 31, 1991 retroactive to January 1, 1991 and the salary for this position will be paid in June and December with the longevity. Councilman Rocco made a motion, seconded by Councilman Testa, to recess the regular meeting and convene to an executive session. All voting aye, the motion was carried. The following information was received from the Supervisor.:s office: Councilman Testa made a motion, seconded by Councilman Rocco, to adjourn the executive session and reconvene the regular meeting. All voting aye, the motion was carried. Bruce Weber will be looking further into the personnel policy to make recommendations of updating the policy, at a later date, to the Town Board. Carl Bush, Highway Superintendent, discussed with SCM on the adjustment to be made on their water & sewer bill. Mr. Bush also discussed Amnesty Day. He would like his department to join in the clean up program w i tie the County, Mr. Bush offered a suggestion to a new storage and office building for the Cort.l andv i 1 1 e Parn , There was also a concern from Mr. Bush or: the new College dorms being built at this time next to the Cortiandvi11e Park. He suggested extending the fence and placing "NO TRESPASSING" signs around the parrs:. Mr-. Bush shower: pictures cf tables to replace the meeting room tables already now in use. 9 Wednesday, May 1, 1991 PAGE 6 Deputy Supervisor Edwin O'Donnell stated that he will be calling Kathy Wickwire to extend to her the support of the Town Board. The Town Board would like to see Mrs. Wickwire remain on the Planning Board for the Town. ABC of Ithaca, a janitorial service, will have a review before the three months are up. The Board is requesting from department heads what could be done to improve the cleaning of the Town Hall. RESOLUTION #102 RESCIND AUTHORIZATION TO ADVERTISE BIDDING - BLUE CREEK WATER TANK Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, that Resolution #98 adopted May 1, 1991 to authorize the advertising to bid of the Blue Creek Road Water Storage Tank, is hereby rescinded. Councilman Rocco made a motion, seconded by Councilman Testa, to adjourn the regular meeting. All voting aye, the motion was carried.
