Ayes - Sovocool, Var►Benschoten, Cummings, Graham, Robinson, Claim Nos. 284 to 300 of the Highway Fund in the aMount of $10,523.68 and Claim Nos. 408 to 466 of the General Fund in the amount of $13,869.72 were presented for audit. Moved by Mr. Sovocool, seconded by Mr, Cummings, that the bills be approved for payment. Ayes Sovocool, VariBenschoten, Cummings, Graham, Robinson, Monthly reports of the Town Clerk and Town Justices Walpole and Heffron were reviewed. Correspondence consisted of; 1) Insurance inquiry from Gary Cotterzll of Cortland Agency -- Would like to submit insurance proposal fox Town* 2) Notice from Unemployment Insurance that Donna ZtigJlish is still collecting unemployment insuxa� ice ftom Tor.rjn; ;fetters opposing sludge dumping received from Sylvia and John lacks, Fay and Linda Beason and Edward -Scheffler; 4} Equalization rate is 91, 1 , Gary Wood, Code Fnf=eme�it Officer, reported that in October he issued six buildirir pexrnits, did � inspections, severe site plan rev'ews' and seat 15 letters to junk violatoxs. PESOLUTION NO. 32 RESOLUTION OPPOSING THE IIQORTATION OF COMMERCIAL AND RESIDENTIAL LUDGE AND SOLID WAS'T'ES Moved by'Mr. Cummings, seconded loy Mrs Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson I*MREAS, the Town of Groton has recently been notified that a. permit application is pending befoxe the New York State Department of Envix`on- mental Conservation for the land spreading of Onondaga County sewage treatment plarit sludge in the Thwn of Groton, and WHEREAS, Tompkins County has by its current process of developing a solid waste inana.gement plan, taken responsibility fox upgrading treat- ment of sludge in order to eliminate land, spreading, and WHEREAS, this Board wishes to go on record as opposing the importation of ordinary municipal waste from any Municipality olatside Tompkins County with the exception of the Town of Spencer in Ti.oga County, to be dumped anywhere in the County and in particuiaT inside the Towns of Groton, now therefore be it RESOLVT,D, on recommendation of the Solid Waste Management Committee of the County of Tompkins, that this Board emphatically expresses its Opposition to the importation of any sludge or solid wastes into Tompkins County with the one exception noted move and instructs 0 the Supervisor to negotiate a - retainer with an Environmental Attorney to intorvenB in all appropriate wags to attempt to prevent the above mentioned land spreading of Onondaga County sludge or the importation of any other solid wastes, RMOLV70, further, that this Board stands -ready to cooperate in every way wigs any towns that oppose any attempt to import such wastes. Consensus of Board was that fees should be spread out over all ThwnS in the County. We need to know what overall. fees W111 be before we can say we will contribute a percentage of cost. Association .of Thwns School will be held in New pork City an February 14 1?. All reservations should, be in to the Thwn Clerk, by Novomber 19. Moved by Mr.. Sovocool, seconded by Mr. Graham, to contribute one -half of irnailing cost far playground at Sykes Street Park at the request of Jack Share, of the Village of Cxoton. Town Clerk will schedule meeting of Thwn Board Members and Attoxneys to discz�ss possible legal action in connection with missing 'Town funds. Supervisor Robinson has received figures on a Computer for the office. It will cost appx0ximatelj $10,000 foT a unit set up to go. Discussed sharing fees for Attorney's to represent Tompkins County, Town of Lansing and. Town of Groton in opposing importation of sludge and solid wastes from outside County and land spreading in Tompkins County and Municipalities in the County. Consensus of Board was that fees should be spread out over all Towns in the County. We need to know what overall fees will be before we can say we will contribute a percentage of cost. Association.of Towns School will be held in New York City on February 14 -17. All reservations should be in to the Town Clerk by November 19.
