Mr.Wilcox opened the public hearing at 7:04 p.m. He asked what the difference is between the two proposals: the materials show that one has a concrete pad and the other is described as having an equipment shelter. Mr. Stritzinger said there's really no difference. One is going to be an attached equipment cabinet housed on the monopole versus on a concrete pad. They already have a pole-mounted cabinet that houses a fiber mux and power supply that will also power the equipment for the antenna array.The equipment shelter will house the power and communications equipment necessary for the antenna arrays. Mr.Wilcox asked why the test monopole is there and why it's coming down. Mr. Stritzinger responded that it's basically a wooden utility pole that has the WiMax equipment mounted on it and positioned so that it allows the field testers to do preliminary testing to the target locations that will be served by the two sites. It is there to allow NYSEG to develop the core network Planning Board Meeting 04.18.2017 Page 2 of 9 system. The backbone ties into a fiber network system and each of the targets talks to a specific site. It's a whole IP network scheme that's developed and it needs to be tested so that the target locations are talking to the right IP addresses within the routing scheme. It's coming down because it's being replaced. Mr. Bates pointed out that the original tower should have gotten approval. Mr. Thaete said that as part of the building permit, they'll need to apply for a simple SWPPP. Vote Ayes: Wilcox, Haefeli, Beach, Fogarty, Meier Swain, Bosak, Hill AGENDA ITEM SEQR Determination: Town of Ithaca Ellis Hollow Water Tank, Hungerford Hill Rd and Ellis Hollow Rd Mr. Thaete said we're putting this tank in partly out of the need to upgrade the town's infrastructure and also because of Maplewood.We worked with Cornell to find a site, which is on Hungerford Hill Road near the intersection of Ellis Hollow Road, and are working them on the site details.After planning board approval, we'll be going to the town board for approval, and will then work with consultants on the design.A temporary solution to allow Maplewood to come online in July of 2018 is being worked through because the tank and water main won't be completed by the time Maple- wood wants to occupy the building.We're proposing our standard glass-lined bolted tank. It's 59 feet in diameter and 44 feet in height, ten feet of which is the dome roof. It will work in conjunction with our existing Pine Tree tank.These sister tanks will supply the East Hill grid with 800,000 gallons of water, which will provide sufficient fire flow.What we're dealing with right now is a quantity issue rather than a pressure and flow issue. The new tank will take care of the immediate Maplewood project as well as the future build-out of the remaining residential lots in the East Hill area. Ms. Meier Swain asked how temporary Cornell's temporary solution is. Mr. Thaete said we're hoping it will be six months. For construction of the tank, we need to go through planning board and town board approvals and hire a consultant for the design.At the same time, because of the cost threshold,we have to submit the information to the state comptroller. That process can take from six to nine months.We've been told that the full Maplewood buildout is pushing into August of 2018. If everything goes right, we hope to start construction in the summer of Planning Board Meeting 04.18.2017 Page 4 of 9 2018.We have to put the project out to bid and hire a contractor, and the harder we push for completion, the more it will cost. Mr. Haefeli asked about the nature of the temporary stop-gap plan. Mr. Thaete said we have a control valve building at the intersection of Pine Tree and Ellis Hollow roads. This building has a band-aid solution. Over the years, the commercial sector has been built up. Most of these buildings have fire suppression, but when there's a big demand in that sector, the pressure in the system drops; this was setting off the alarms when the pressure got too low. Bolton Point and the town came up with a bypass, where we hook directly into the 2 million gallon tank on Cornell's campus. When the pressure drops, the valve opens and it immediately re-pressurizes and stabilizes the system. This is not a very reliable system. The more we add to it, the more we open up to potentially not being able to provide adequate fire suppression and service to our customers.The temporary solution is to set up a redundant connection, another building with the same valve band- aid setup.This way, if one were to fail, we'll have the other connection ready to work. We're tying into Bolton Point's distribution tank, which they normally don't allow us to do. The last we knew, Maplewood had agreed to take on the construction and cost of putting this building in. Because we don't know the definitive time frame,we've asked them to provide a more robust temporary solution, which is to build in the control valves that will be part of the permanent system.The issue we have is that by putting this new tank in this location, we have to connect the tank to our distribution system, and that connection point will be the new control valve building. To get the appropriate flow we'll need out of the tank to stabilize the pressures of the system, we'll need a 12-inch pipe. Mr.Wilcox asked which portions of the environmental review having to do with the tank were covered when we reviewed the Maplewood project and made the determination that there were no significant environmental impacts. He was thinking of the growth-inducing aspects of a water tank. Ms. Brock responded that the board has already looked at all impacts of Maplewood through the EIS process, so it's not necessary to consider them again for the tank. She talked to an attorney at the DEC and this was his recommendation. That's why the SEQR is only covering the non-Maplewood impacts. Ms. Balestra said the Maplewood-related impacts and the GHD East Hill Water Improvements study were included in the Maplewood EIS. After the board reviewed the SEQR form and voted on the SEQR resolution, Ms. Fogarty asked about the demolition of structures mentioned on the SEQR form. Mr. Thaete said they had originally intended to take down the small wooden structure sitting on a concrete block foundation,but Cornell has concluded that they don't have the funding to remove it. We don't know what's in the building(possibly asbestos) and it's at the edge of excavation, so we opted not to take it down and therefore removed it from the scope. A motion was made by Mr.Wilcox and seconded by Ms. Meier Swain to modify the SEQR resolution to correct an error in the project description. Cornell University, Owner; Torn of Ithaca, Applicant; Daniel Thaete, PE, Torn Engineer, Agent Mr.Wilcox opened the public hearing at 7:33 p.m.; hearing no one, he closed the public hearing at 7:35 p.m. Ms. Brock asked Mr. Thaete about emails between staff and Cornell regarding the fence. The drawings call for an 8-foot high chain-link fence with barbed wire; she wondered whether Homeland Security were requiring the fence to have barbed wire or whether we could change it to be more esthetically pleasing for Cornell. Mr. Thaete said Cornell's only request was to change it to a vinyl-clad chain-link fence with barbed wire, so the drawing is accurate. Ms. Brock pointed out that the materials say the water main will be along Ellis Hollow Road, but does not specify how many feet off the road. There are discussions with the county regarding whether the town could locate it within the right-of-way itself. The county is planning a project along that road and it's possible the main might end up in the right-of-way. Cornell owns to the center line of the road. So the approval is for the general area, but the specific number of feet from the center line is yet to be determined. She doesn't think it will go any further into the pasture, but it's possible it may push toward the road a bit. There's no environmental impact, but she wanted the board to be aware of that. Ms. Fogarty asked Mr. Thaete if the timeframe for the project is reasonable or if he feels pushed. Mr. Thaete responded that while we're under the gun, we have a plan in place. It's nothing that we haven't dealt with before. It can be done as long as we have the continued cooperation of Cornell and the applicant to make it work. Mr.Wilcox pointed out that there are many agencies involved, such as the county and Bolton Point, that have a say or want a say, which complicates it even further. Mr. Thaete said it comes back to the original discussion of"temporary." Is it a year? Is it six months? It's never been defined.Negotiating with the applicant to provide a more robust temporary solution is the answer. Mr. Haefeli asked if this is what they would do if they had all the time in the world. He also asked whether they'll preserve the tree stock. Mr. Thaete said constructability won't be an issue and that public works will be on site 100 percent; it's a paperwork and coordination issue.There are some very tall pines in the area, so one reason this particular site was chosen was because of the tree cover.We're preserving as many trees as possible because they definitely soften the visual impact, but due to excavation work and to create a safe fall Planning Board Meeting 04.18.2017 Page 7 of 9 zone,we plan to remove four trees.The overflow elevations will be at the same level as the Pine Tree Road tank, but the 10-foot high dome roof of the new tank will put it at a slightly higher elevation. The floor of the tank is being raised slightly so we can utilize the full volume of the tank: if the tank were to drain in an emergency,we could provide 35 psi to the highest-elevation customers at all times. That's why it's a short, squatty tank: we're optimizing the volume in the tank. This action is consideration of Preliminary and Final Site Plan Approval for the proposed Ellis Hollow Water Tank project located west of Hungerford Hill Road approximately 250 feet south of Ellis Hollow Road, Town of Ithaca Tax Parcel No.'s 62.-2-4, 61.4-6, 61.4-5, 61.4-4, 61.4-3, 61.4-2, 61.4-1, 62.-2-1.124, Low Density Residential Zone and Multiple Residence Zone. The proposal involves the construction of a new 600,000 gallon glass-lined steel water tank Omen- sions: 59' diameter x 44' high) along Hungerford Hill Road and the installation of a new 12" water main along Ellis Hollow Road to connect the new water tank to the existing water system on Pine Tree Road. The project also involves the demolition and reconstruction of the Pine Tree Control Valve Building at the intersection of Pine Tree and Ellis Hollow Roads. This is a Unlisted Action for which the Town of Ithaca Planning Board, as lead agency in the environmental review with respect to site plan approval has, on April 18, 2017, made a negative determination of environmental significance, after reviewing and accepting as adequate a Short Environmental Assessment Form Part 1, submitted by the applicant, and Parts 2 and 3 prepared by Town Planning staff, and 3. The Planning Board, at a Public Hearing held on April 18, 2017, has reviewed and accepted as adequate plans prepared by the Town of Ithaca Public Works Department entitled "Town of Ithaca Ellis Hollow Water Tank Project," including sheets C1 through C4, revised 4/11/2017, and other application materials; NOW THEREFORE BE IT RESOLVED: 1. That the Town of Ithaca Planning Board hereby waives certain requirements for Preliminary and Final Site Plan Approval, as shown on the Preliminary and Final Site Plan Checklists, having determined from the materials presented that such waiver will result in a significant alteration of neither the purpose of site plan control nor the policies enunciated or implied by the Town Board, and 2. That the Town of Ithaca Planning Board hereby grants Preliminary and Final Site Plan Approval for the proposed Ellis Hollow Water Tank project, located west of Hungerford Hill Road approx- imately 250 feet south of Ellis Hollow Road, Town of Ithaca Tax Parcel No.'s 62.-2-4, 61.4-6, 61.- Planning Board Meeting 04.18.2017 Page 8 of 9 1-5, 61.4-4, 61.4-3, 61.4-2, 61.4-1, 62.-2,1.124, as described in Whereas #3 above, subject to the following condition: a. Vote Ayes: Wilcox, Beach, Fogarty, Meier Swain, Bosak, Hill Abstentions: Haefeli AGENDA ITEM Other Business Mr. Beach mentioned that when he drove by the previous Friday, there was a lot of activity at the Maplewood work site and a lot of dust floating through the air in the neighborhood. On Monday, there was no dust because of the rain. Mr. Thaete said that at a pre-inspection site visit, he was standing in the construction trailer with LeChase's foreman and saw the dust; he warned them about it, and the foreman gave assurance that he'd be on top of it. At that point, LeChase was asking about getting a metered connection to fill water tanks. Public works is aware of the issue. Mr. Bates added that the building department is keeping close track. He noted that the first permits have been issued for construction. Ms. Balestra said she had provided the board with the applicant's responses to the comments Chain Works received from the DGEIS. Staff have not had an opportunity to look them over yet,but envision that the board will have discussions about the comments at the next few meetings. Planning Board Meeting 04-18-2017 Page 9 of 9 Ms. Ritter said the city is the lead agency and although they didn't have to involve the town, they wanted to as a courtesy because so much of the land is within the town. They're hoping we'll look at the comments that affect the town. Ms. Balestra pointed out that we can suggest modifications, but they're not required to take our recommendations.
