Minutes
Board Members Present: Bill Goodman, Supervisor; Rod Howe, Deputy Town Supervisor;
Pat Leary, Eric Levine, Rich DePaolo, and Pamela Bleiwas Absent: Tee-Ann Hunter
Staff Present: Susan Ritter, Director of Planning, Bruce Bates, Director of Code Enforcement;
Mike Solvig, Director of Finance, Judy Drake, Director of Human Resources; Paulette Rosa,
Town Clerk; and Jim Weber, Highway Superintendent
1. Call to Order —Mr. Goodman called the meeting to order at 4:34 p.m.
2. Presentation by Nick Goldsmith—Update on Green Building Policy Grant
(Attachment 1 - slides)
Members of the STREAM Collaborative were present.
Mr. Goldsmith went through a slide presentation giving an update on the Green Building Policy.
The Town of Ithaca has been a leader in green-initiatives and it is part of our identity and we
have received many awards for it. The Town's stated goal is to reduce emissions by 80%by
2060 and local climate action is now more important than ever given the federal government
pulling back from commitments they have had.
In the Town, 50% of our carbon footprint is from our buildings and this grant looks at that. Our
real estate market isn't too competitive so builders lack the motivation to build more efficiently
than code. There is a lot of development right now and if we want to meet our reduction goals
we need to focus on efficiency in the building sector.
The Town has taken some actions to look at existing buildings but this new project focuses on
new construction and major renovations. The goal is to adopt a building policy that addresses
efficiency in new construction and this phase of the project is to do a study on the impacts of
potential green building policies.
We are looking at environmental, economic and social impacts and we have come up with some
recommendations that are being drafted now and will be presented in the next few months.
Mr. Goldsmith continued with the presentation showing what they have done in this phase to
gather information to base the forthcoming recommendations on.
Noah Demerest went through the recommendations as they are now and test buildings that are in
the works right now as a way to see how the policy would affect those developments.
There is a scoring mechanism where a building can "earn"points; the challenge is to make things
FAIR; Flexible-Affordable-Impactful-Reachable because we need to develop a policy that isn't

too much of a burden on property owners but yet still actually accomplishes the ultimate goal of
reduced energy and reduced greenhouse emissions. (see attachment)
Preliminarily is that in order to build or do a major renovation, there would be two paths to reach
a certain level of points to receive a certification, either by an outside source or our own
evaluation. There can be incentives but those are still being discussed. Mr. Demerest went
through some scenarios for getting the points and board members asked about different scenarios
and pieces of the scoring system.
Mr. Goldsmith again said that comments are welcome and the final draft will go out in the next
couple of months. Mr. Goodman added that there will be public meetings on this and the points
for location and density will be available in some locations that are designated in the Comp Plan
but not yet built out. The next phase would be to implement the recommendations and look at
how that can be done and the possible incentives to do so. Mr. DePaolo thought an analysis on
the upfront costs and payback would be very useful since the assumption is that building green is
more expensive, but that is not necessarily true.

Mr. Goodman explained that the Center would like to build an addition which would encroach
into the ballpark portion of the Town's parkland. The idea is to move the town park easement
from there back into the wooded area where it wouldn't impact the Center as much and add a
gazebo or something similar. There are trails back there for passive recreation. There would
still be some ballfield area behind the new addition which they would use for recreation and we
would move the easement so we would not be maintaining it any longer.
The Board discussed the area and a couple of members stated that they had used the area in the
past with their children and thought that the open space for practices was used but woods
wouldn't be unless there is some potential connectivity to the South Hill Trail at some point.
There could be a small part of the field left with the backstop that could be left in the easement.
Some members thought that access to the parking lot is important to retain, otherwise, the use of
the trail and wooded area for whatever purpose is difficult and it will not be used.
The other option would be to de-park the town park through the State Legislature. Mr. Schoch
didn't think there was a lot of non-Coddington Road usage there and Mr. Levine added that
many people probably do not know it is a town park and can be used. Maybe a license to use the
remaining field while moving the actual park easement will cover all concerns.
Mr. Goodman will discuss the concerns with the Center and see what options there are.

5. Discuss fee schedule for the Operating Permit Program
Mr. Goodman reviewed the existing Operating Permit fees for 3+units. The suggestion is $150
per parcel. Mr. Bates noted that this fee will be all-inclusive and is a fair estimate of what it will
cost.
Some discussion followed and Mr. Goodman noted that if we find that we have to go out to
inspect a lot more than we think, we can raise the fee. Mr. Bates explained that billing for
inspections is time consuming when it is done that way so his suggestion is somewhat self-
serving and he would rather wait and see how it rolls out.
TB Resolution 2018-023: Amend the Town of Ithaca Fee Schedule - Operating Permit for 1
& 2-Unit Residential Rentals
Whereas, TB Resolution 2009-227 adopted the establishment and setting of fees by town
board resolution, and
Whereas, the Director of Code Enforcement has reviewed the fees established for the
Code Enforcement Department and made recommended changes based upon the new legislation
relating to Operating Permits for one and two unit residential rentals, now, therefore, be it
Resolved, that the Town Board of the Town of Ithaca does hereby approve the
amendment of the Code Enforcement Fee Schedule by adding a fee of$150.00 per parcel for the
issuance of an Operating Permit for one and two unit residential rentals, and directs the Director
of Code Enforcement to amend the Town of Ithaca Fee Schedule to show these changes effective
February 1, 2018.

Resolved, that the Town Board of the Town of Ithaca hereby approves and/or adopts the

TB Resolution 2018-024c: Ratification of Highway Superintendent's Permanent
Appointment of Maintenance Supervisor
Whereas, Jim Weber, Highway Superintendent/Director of Public Works,provisionally
promoted Joseph Hulbert as Maintenance Supervisor, effective December 25, 2016; and

Whereas, Joseph Hulbert is a reachable candidate from the civil service exam for said
title; and
Whereas, Jim Weber, Highway Superintendent/Director of Public Works, permanently
appointed Joseph Hulbert as Maintenance Supervisor, effective January 14, 2018, therefore be it
Resolved, the Town Board of the Town of Ithaca does hereby ratify the appointment
made by the Highway Superintendent/Director of Public Works, of Joseph Hulbert as
Maintenance Supervisor, effective January 14, 2018; and be it further
Resolved, there is no further action needed by the Town Board if there is successful
completion of the probationary period as determined by the Highway Superintendent/Director of
Public Works.
Executive Session Mr. Goodman moved to enter executive session to discuss the employment
history of a particular person; seconded by Mr. DePaolo—unanimous. 5:52 p.m.
Mr. Levine moved to reenter open session at 5:58 p.m.; seconded by Ms. Bleiwas—unanimous.
