TB Resolution 2016-147: SEOR determination for the acquisition of annroximatelv 3.459 acres of real property on Park Lane Resolved that the Ithaca Town Board makes a negative determination of environmental significance regarding the acquisition of real property on Park Lane for the reasons stated in the Short Environmental Assessment Form Parts 1, 2, and 3. Moved: Pamela Bleiwas Seconded: Pat Leary Vote: Ayes - Bleiwas, Leary, Levine, Howe, Hunter, and Goodman TB Resolution 2016-148: Authorization for the Acquisition of Approximately 3.459 Acres of Real Property on Park Lane as a Donation from Susan Masovern and for Completion of the Transaction Whereas, Town resident Susan Magovem has approached the Town Board and offered to donate to the Town a 3.459 acre portion of her property on Park Lane (part of tax parcel number 56.-03-13.5) which was subdivided from her house lot by the Town Planning Board on October 4, 2016; and Whereas, acquisition of this parcel, which touches the southwest comer of the Town's Tudor Park, will give the Town land connecting Tudor Park to Park Lane in an area where the Town's 2007 Transportation Plan identified a desire to have a pedestrian corridor; and Whereas, pursuant to the New York State Environmental Quality Review Act ("SEQRA") and its implementing regulations at 6 NYCRR Part 617, the acquisition of this parcel is an Unlisted action for which the Town of Ithaca Town Board, acting as lead agency in an environmental review with respect to the property acquisition, has, on October 25, 2016, made a negative environmental determination of significance, after having reviewed and accepted as adequate a Short Environmental Assessment Form Parts 1,2 and 3 ; and Whereas the Town Board held a duly advertised public hearing on October 25, 2016 giving the public an opportunity to comment on the acquisition, now, therefore, be it TB 10-25-2016 TB Special Pg. 1 Resolved, that the Town Supervisor be, and hereby is, authorized and requested to take such steps (including the expenditure of Town funds for the purchase, survey, recording fees, filing fees, and other customary real estate fees and expenses), and to execute such documents, as deemed necessary to effectuate the acceptance of such donation. The addition of this property to the Town's park system will increase the recreational opportunities for Town residents along Park Lane and in the Eastem Heights neighborhood. The property is adjacent to the Town's existing Tudor Park, which contains a playground, benches, picnic tables, open lawn areas, and a portion of the East Ithaca Recreation Way (Pew Trail). The Town is not planning any immediate construction on this new land, but it will be available for walking or other recreational activities on the open areas and could provide a new access to Tudor Park. The property is not located within an Agricultural Zone or Unique Natural Area.
