Develop Safety Training schedule. 1111, AA, DISPOSITION DATE ieTOWN OF ITHACA Safety Committee,January 6, 2000 The meeting began at 8:10 a.m. The minutes from the December 1999 meeting were approved. Fred Noteboom asked when and who inspects the fire extinguishers at Town Hall. Judy Drake did not know,but would look into this. There was a discussion regarding the types of training needed. Norm Wiley, PERMA, provided the Town with standard OSHA training—annual and initial. Fred indicated that at the present time, the Highway Department does provide an initial training on roadwork flagging. He continued to say that Cornell Local Roads provided a good training on this subject. Work zone safety would be a training that should provided in addition to the standard OSHA training. The preferred method of signage for roadwork is a series of three signs 10 feet apart. Some places do not allow for this much distance though. The Committee worked on setting a schedule for annual training. There was a discussion as to when would be the best time to hold the training. Fred would like most training to be in the winter months. Therefore, most of the training will be provided in January, February, and March. Some miscellaneous training will be in December, and driver training will be provided in October every three years. We will schedule driver training this year. This committee will provide a training sheet. We will provide this training starting this year. Other items to look at will be videos available, and noise level detection machines. Judy will look into the noise level machines. The topic of what training is needed and wanted for the staff at Town Hall was discussed. It was decided that#1 and #4 on the training schedule should be provided to Town Hall staff. Number #2 and #3 where not necessary. Judy said that Office Safety and Ergonomics should be part of the training. She will talk to PERMA about this. It was decided that a spreadsheet needs to be made indicating who has had what training and the last time they were trained on the standard OSHA training. Other training that will be provided (which Judy will be the instructor) is Violence in the Work Place and Sexual Harassment. This will be for both Town Hall and Highway Department personnel. Drug and alcohol training will be provided (Fred or Gail will be the instructor) for the Highway Department. There was a brief discussed regarding safety-toed shoes and if they should be mandatory. The Committee decided that they should. The Committee will review the consequences of not wearing safety-toed shoes. The next meeting we will review the Training Schedule. (704 olsPosmoN DATE TOWN OF ITHACA 1 Safety Committee, February 3, 2000 Present: Judy Drake, Fred Noteboom, Kristie Rice, Dave Boyes, Creig Hebdon, and Scott Dean. The meeting began at 8:15 a.m. Safety Toes Shoe Policy Judy Drake informed the Committee that both the Personnel Committee and Public Works Committee reviewed this Committee's recommendations for a Safety-toed Shoe Policy. - At the Personnel Committee, the issue was raised about if safety-toed shoes were mandatory or not. The other issue raised was to ask the Highway Department personnel for a consensus on the subject. The Safety Committee, again, reiterated that safety-toed shoe should be mandatory. There was a discussion regarding employees who might have medical reasons for not wearing safety-toed shoes and how to handle it. At the Public Works Committee meeting it was decided that the Town Board would have to review this issue on a case by case basis. The Public Works Committee also wants the employees to return a receipt—this might be for use in determining if the amount of money provided for the shoes is adequate and to see if the employees where purchasing safety shoes. The Safety Committee does not believe the receipts are necessary on a continuous basis. It was decided that the policy will to go back to the Personnel Committee and would not require a receipt, except for the first two initial years, unless the Town Board requests it every year. There was a general discussion regarding the different means of getting safety-toed shoes. We will look into having a truck come to the Highway Department for the employees to see what they offer. There was a general discussion regarding the Hepatitis A shots. There was the need to have a doctor sign the release for the shots before they could be given. The doctor that signs for the Hepatitis B shots from the Health Department determined that these shots were not necessary, so the Cayuga Medical Center needed to ask a different doctor. . A Safety Training Schedule Gail handed out a spreadsheet that indicated documented training over the last six or seven years. It was noted that there is a lot of training that needs to be provided. There was a discussion regarding providing training on Blood Borne, Right-to-Know, and Hazardous Material for the employees who were at the water break the day the training was provided. The Committee decided to wait until the training is offered for those people. Judy indicated that the January and February training needs to be schedule soon— hopefully before the March training. There was a discussion regardingwhat videos were available for the training that has been scheduled. It was suggested that the Town contact Marion Electric or NYSEG regarding Ground Fault Protection videos. Some of the training sections will be set aside to review the Town's policies on the issues. There was a discussion regarding CPR and First Aid training. It was decided that this training is not mandatory but will be available. Kristie Rice is certified to conduct this training. If employees want to have a card stating that they have been trained, it will cost$5. At the next meeting,we will discuss written guidelines for training—including initial and annual. Also,we will discuss what other types of training is needed. DISPOSITION DATE J 4A Op,o6,,"4"2 441 TOWN OF ITHACA Safety Committee, March 2, 2000 Present: Judy Drake, Fred Noteboom, Kristie Rice, Dave Boyes, Creig Hebdon, and Scott Dean. The meeting began at 8:10 a.m. The minutes were approved with the following changes: instead of road work signs being positioned 10 feet apart, it should read 500 feet part. NOTE: This change has been made to the official copy. Updates Judy Drake talked to the Safety Committee regarding ergonomics at the New Town Hall. Norm Wiley, PERMA, is concerned that the changes from what employees are using now to the new stations may cause some problems. Norm would like to see the Furniture Company set up each employee at their workstation, then Norm will come in later to review and talk with employees. Judy said that she looked at Radio Shack for noise testers. She said that they are about$36 to $39 each. Dave Boyes looked in the Gemplers catalog and they are about$99. The ones in the catalog are more what we are looking for. Safety-toed Shoes: The decision was made that the resolution will recommend that this program be mandatory for one year, receipt must be received, then the Safety Committee will revisit the policy. The points to revisit should be the costs and if the employees like the policy. It was decided that the resolution should state that the checks be released by the end of March and that the employees be in compliance by June 5, 2000. Fred Noteboom asked someone for the Committee to look on the internet for any information on the recommendations of safety-toed shoes. Dave asked if the summer employees would be required to wear safety-toed shoes. The Committee agreed that they would,but the Town would not reimbursement them for the cost safety-toed shoes. Review of Training Schedule The January and February trainings will be scheduled between March 8, and the 21st—this is when the videos will be available. The Committee agreed that the safety-training schedule for the Highway Department is good. We will make a safety-training schedule for Town Hall now. It will include: Right-to-know,Violence in the Work Place, Sexual Harassment, General Office Safety/Ergonomics, and Defensive Drive (every three years). An optional training to be offered will be First Aid and CPR. The question was raised about what training the Engineering and Zoning Department staff should attend. Fred said that we should talk to the Department Heads, Norm Wiley (PERMA), and possibly Mark Smarr (PESH) about which training they should be involved in. The training schedule in March is First Aid and CPR. Kristie Rice requested at least two or three weeks in advance so that she can get the materials needed. Gail will post a sign up sheet at the Highway Department, and Judy will post a sign up sheet at Town Hall. We need to indicate if it will be a refresher course or new course. There was a brief discussion about just having the people who miss the initial training watch the videos. The Committee decided that this would not be the best alternative because it will be hard to document this and the employee may get little out of just watching a video. The next meeting the Committee will get back to working on the manual. The meeting began at 8:10 a.m. Safety Toed Shoes Scott Dean asked if the requirement of wearing safety-toed shoes would be revisited along with the cost issues. Judy Drake said no,just the cost issues. The Board was adamant about employee's wearing safety-toed shoes. Judy said that if employees bought safety-toed shoes before the allowance was given, they could give an estimate of the cost of the shoes. Scott also asked if there would be any allowance for employee's who purchase winter safety-toed shoes. Judy said that the Town only gives the$100 allowance to the employees in April. Allowances will be given once per year not for every season. The March meeting minutes were approved. Training Judy asked Fred or Gail to look into Defensive Driving (to be done in October) now, so that the training is in place. We will check with other vendors such as BOCES, NTTS, etc. Scott said that he would talk to the person who does the Fire Company's training. Safety Manual The rest of the meeting was dedicated to the safety manual. The changes have been made to the manual. Lockout/Tag-out, Rabies Policy, and Training will be added to the Basic Safety section. At the next meeting,we will begin writing the Basic Safety section of the manual. There was a general discussion regarding safety harnesses. Driver Safety Training We need to call some trainers for driver safety training. The training will be scheduled for October. Rabies Policy There was some question as to the necessity of this policy now that the rabies scare is over. This policy was not reviewed. We will check with PESH, Tompkins County, and Tompkins County Solid Waste Departments regarding policies on rabies. We should discuss this with the Tompkins County Health Department. Lock-out Tag-out Policy Talked about whom needs to be trained. All Highway Department employees will be trained in this. Please see the Safety Manual for changes to policy. Next Meeting Review Lock-out Tag-out Policy, Rabies Policy, and start other sub-sections in Basic Safety. Blood Borne Pathogens and Shots The Committee reviewed the blood borne pathogens and shots section. Creig Hebdon asked if the Town needed to provide Hepatitis B shots because this is not the type of Hepatitis people could get from sanitary sewers. The Committee decided that Hep B shots were not required so this section was taken out of the safety manual. We will put in a definition of Hepatitis A in the manual. Rabies There were some changes to be made. Fred Noteboom said that he would like to revisit this and look at New York Statesppolicy. We may need to revise this more and will discuss this at the next meeting. The Committee decided to change the name of the manual to "Safety Procedures Manual". This makes more sense because there are procedures along with policies on safety issues. Review of Town Hall's Evacuation Plan The Committee reviewed the Evacuation Plan because we have moved into the new Town Hall. Please see the manual for the changes. DISPOSITION DATE S P 4/440 TOWN OF ITHACA Safety Committee, November 2, 2000 Present: Fred Noteboom,Judy Drake, and Kristie Rice The meeting began at 8:15 a.m. The minutes from the October meeting were approved. Rabies Fred Noteboom gave each member a copy of New York State's policy on Rabies. The Committee decided to use this policy with a few changes and rearranging some of the points. Please see the Safety Procedures Manual for the details. Miscellaneous Judy Drake attended a conference on safety issues. Some of the points at this meeting were: The Town should concentrate more on reducing the risk (in a safety issue). We need to take out the risk. Safety is a judgement—risk is measurable. Hierarchy: Eliminate the risk Engineering controls, such as seat belts Training PPE The Committee discussed some of the accidents that have occurred in the Town and how the above hierarchy could be applied—getting rid of the risk. Next Meeting: Reporting policies Ergonomics Meeting was adjourned at 9:25 a.m. LASPOSITION DATE #4e TOWN OF ITHACA Safety Committee, December 7, 2000 Present: Fred Noteboom,Creig Hebdon, David Boyes, and Kristie Rice The meeting began at 8:35 a.m. The minutes from the November meeting were approved. Creig Hebdon informed the Committee that the Emergency Evacuation Plan posters are ready to be put up. The posters are bright red and we will get them up soon. Kristie Rice said that the training for CPR and first aid has been revamped. Training on how to use a defibrillator will now be mandatory. This led to a discussion about having the Town purchase a defibrillator for Town Hall to have available for emergencies. Kristie will look into pricing and regulations on them. Meeting Dates for 2001 The Committee decided that we would keep the same time period for the meeting dates. The meeting will be held the first Thursday of the month at 8:00 a.m. Gail will send out a list of the dates. Reporting Policy The Committee started working on the reporting policy section of the Safety Procedures Manual. Please see the manual for the details. At the next meeting we will review the Reporting Policy section and talk about investigating the reports. The meeting was adjourned at 9: 45 a.m. ghk
