Minutes for January 4, 2001
Present: Fred Noteboom, Chair;Judy Drake,Co-Chair, and Kristie Rice.
The meeting began at 8:30 a.m.
The minutes from the December meeting were approved.
Kristie Rice reported on her findings regarding defibrillators. The Committee felt that
we should look into New York State's laws regarding them and if they are the same as
the Federal laws.
Kristie said that if the Town wants to have a defibrillator in the Town Hall, we would
need to apply with the American Heart Association and a doctor would have to
approve it.
Kristie said that Cortland County bought several using grant money but sent them back
because the cost of training was so great.
Fred Noteboom felt that defibrillators may not be needed now, and said that maybe in
five or ten years it will be mandatory for public buildings to have them.
Kristie will look into the cost to training employees, and the defibrillators would be
approximately $2,000 to$3,000 apiece. Kristie will talk to Peter Metskill about the
Tompkins County Sheriff's Department buying them and maybe the Town getting one
at the same time as the Sheriff's Department.
The rest of the meeting was devoted to reviewing the Reporting section of the Safety
Procedures Manual. Please see the manual for the changes.
The next meeting will be on February 1, 2001, and we will review the Reporting Section
and Safety-toed Shoes requirement.

Minutes, February 2, 2001
Present: Fred Noteboom, Co-Chair;Judy Drake, Co-Chair; Creig Hebdon;
Kristie Rice; and Dave Boyes.
The meeting began at 8:15 a.m.
The minutes were approved with the following changes: The American Red
Cross should have read American Heart Association.
Judy Drake talked to the Committee about the Town sponsoring the blood drive.
There is not much the Town would have to do except to provide the space and a
few people to help carry equipment in and out. This would be open to the public
and will be discussed at the next Department Head Meeting.
Kristie Rice informed the Committee that she had talked to the Sheriff's
Department and they will be ordering their defibrillators soon. The cost is $3,000
each from the State Bid (Contract). These machines are on the "high" end of the
spectrum and would correspond with the one's Bangs uses. Kristie said that
they would be purchasing defibrillators for all the cars, the courthouse, and the
jail. She was informed that the Sheriff's Department budgeted for them and they
will also be receiving money from a grant.
There was a discussion that first aid training will cost$25 (for child and adult)
and the ADA class will cost$10 (which includes defibrillator training).
Reporting Policy
Please see the manual for the changes to be made that were discussed here.
Investigative Policy
This section will be put in the Reporting Policy section of the Safety Procedures
Manual.
Basically we will put in that the supervisor will review any incidents and
accidents and they review with the Department Head. The Safety Committee
will also review these at their regular meetings.
Judy asked that there be changes made to the Personal Injury Form.

i` Safety Toed Shoes
Judy gave each member of the Committee a sheet on the cost for each person's
safety toed shoes. The reimbursement of$100 seems in line with the cost of the
safety toed shoes. -
This Committee will recommend to the Town Board to continue this program.
As the policy is written, only the Highway employees will receive the$100 this
year. Next year,Engineering, and Zoning will receive the reimbursement. •
Prescription Safety Glasses
Judy informed the Committee that the issue of the Towri s reimbursement for
prescription safety glasses has been discussed.at the Personnel Committee. It
was also brought to the.Town's attention that all.safety glasses must have side
shields on them. .
Norm Wiley, PERMA, suggested that the Town may want to look into-paying the
difference between regular and OSHA approved Z81 Standard prescription
safety glasses. We will continue to review this. Kristie will get the OHSA
requirements.

There was a discussion,regarding the January safety meeting that PERMA -
provided the Town.

Minutes for March 1, 2001
Present: Fred Noteboom, Chair;Judy Drake, Co-Chair, and Creig Hebdon, and

The meeting began at 8:30 a.m.
There were no minutes to approve at this meeting.
Judy Drake informed the Committee that PERMA had conducted its annual inspection
of the Town Hall facility. We received a good rating with the exception of not having a
"modified duty" program in place. We need to get at least a draft policy to lower the
Town's ratings. Out of 640 points, the Town received 600.
Kristie Rice informed the Committee that she looked on the Internet for theANSI
(American National Safety Institute) regulations for safety glasses. To get the
information from them, we would have to pay $58. We will try to talk to Dr. Woods
(Cayuga-Ithaca Optical), PERMA or PESH.
The rest of the meeting was devoted to developing a policy on returning to work
duty—Transitional Duty.
The next meeting we will continue to review and develop the Transitional Duty policy.

The meeting began at 8:10 a.m.
The minutes from March were approved.
Transition Duty
Judy Drake explained that at the Town Board meeting questions were raised about
"transferring" employees to different departments for this policy. After reviewing with
Tompkins County Civil Service, we understand that there is not a problem with doing
this. The other concern was the stance that if an employee refuses a transitional duty
they would lose Workers Compensation. The Workers Compensation laws indicate
that loss of compensation can happen if an employee does not comply.
This will go back to the Town Board at their May meeting with no changes. The Towri s
Attorney will review it and make any changes at that meeting.
The Transitional Duty policy needs to be in place by June 1, 2001.
Town Hall Concerns
Kristie Rice relayed concerns from employees at the Town Hall regarding no hot water
in the bathrooms. The Committee discussed that the problems come from the water
having to go so far from the tank to the bathrooms. Possibly boosters (on the sinks)
could be installed. This needs to be reviewed further. Creig Hebdon informed the
Committee that anything that we do to alleviate the problem will have to be electric—
other methods would create fumes.
Reporting Section of Safety Procedures Manual
The Committee reviewed the reporting section of the manual and the changes have
been made. Below are discussions regarding this section.

Inventorying the safety equipment in vehicles needs to be established. This needs to be •
revisited at the next meeting. The Committee would like to see a list of items to be

J included in all Town vehicles. Some of the items to be included'are: flares (We have
triangles in the big trucks), fire extinguisher, first aid kit, vehicle accident'report forms,
ear plugs, safety glasses,flashlights, emergency numbers.
The Committee agreed that the "driver" reporting section of the manual should be
laminated and ptit,on the visor of each Town vehicle.
There was a discussion regarding the Working Supervisors having Quick Fax reports
with them on the jobs. - -
There'was a discussionregarding the Planning car (#20). At present there is no radio or
any other way to communicate from this car.
Next Meeting.
We will start the Work Zone Safety section of the safety procedures manual, starting
with equipment.

The meeting began at 8:10 a.m.
Orange Tee Shirts: Creig Hebdon gave the members of the Committee some written
material from the National Institute of Occupational Safety and Health (NIOSH)
regarding safety vests and orange tee shirts. According to this ruling, orange tee shirts
will no longer be acceptable for roadwork safety. There is a couple of different place in
the document that alludes to the fact that orange tee shirts will not be acceptable
because they are not reflective.
The Committee feels that we should talk to the Towri s.PESH representative regarding
this and then go with the standards that PESH recommends.
Work Zone Safety
Fred Noteboom asked if this section should be in the Safety Procedures Manual, since
there are specific regulations for work zone safety from the State. This section of the
manual would change very often.
It was felt the Confined Space and all the Hazardous Materials sections, which have
already been approved by the Town Board, should be considered addendum to the
Manual.
We will make a general statement on this and call it "Work Site Safety".
The rest of the meeting was dedicated to starting the "Work Site Safety" section of the
manual. Judy will look at Perma's Building Safety information.
Next Meeting: July 12, 2001, due to the July 4tb holiday and vacations.

The meeting began at 8:10 a.m.
Judy Drake provided the Committee with a Claims Experience Report from PERMA.
This was discussed. One concern the Committee had was the amount of back injuries
that have been reported since 1999. The Committee would like to look into ways of
providing more training and ways to reduce the back injuries.
The Committee reviewed the Work Site section of the Safety Manual and made some
changes.
The Committee discussed eye protection and the need for side shields on the
prescription safety glasses. This led to a discussion regarding the brush helmet face
. shields and if safety goggles were needed under the shield.
Due to workloads, the August meeting will be cancelled.

The meeting started at 12:40 p.m.
The Minutes from the September 6, 2001, meeting were approved.
Safety Procedures Manual
There were some changes to be made. Please see the manual for changes.
Lyme Disease
Judy Drake informed the Committee that there is a vaccination for Lyme Disease. She
has been in contact with Univera (the Town's health insurance carrier) and was told
that Univera will evaluate the need for the vaccination on a case by case basis. If
someone is interested in having the vaccination, they need to talk to their primary care
physician and have the physician talk to Univera for approval.
Safety Equipment for Vehicles
We have not been in contact with Mark Smarr,PESH, on the issue of what safety
equipment needs to be in the different vehicles.
The question of space (for things like first aid kits) was reviewed.
The Committee feels that we need to standardize what goes in the Town's vehicles. The
Committee feels that a fire extinguisher, a first aid kit, and the laminated driving
procedures need to be in all vehicles. The big trucks must also have a triangle kit in it.
Fire Drill at Town Hall
The Town conducted a fire drill at the Town Hall location. It took people by surprise
(they were not sure what the sound was)—although it only took three minutes to
evacuate the building. The one thing that was forgotten was to have someone near the
front doors so people did not go into the building during the drill.
The fire department liked the maps that are in the building for evacuation purposes.
Side Shields for Prescription Safety Glasses
There have been some concerns about people who purchase prescription safety glasses
not buying or using the side shields. The Committee reviewed the Safety Procedures
Manual and it indicates that they need to be used. The Town will continue to provide
the side shields for prescription safety glasses. If a person chooses not to wear them,
they will be required to use goggles.
The meeting was adjourned at 2:20 p.m.
At the next meeting we will start the Ergonomics section of the manual.

Meeting Minutes from November 1, 2001

The meeting began at 1:00 p.m.
The minutes from the October meeting were approved.
Ergonomics in the Safety Procedures Manual
The Committee discussed that the regulations regarding ergonomics put before
OSHA were not approved. This makes it hard for the Town to make rules if
there is no guidelines to go with. Consequently, we will make this section broad-
based.
Please see the manual for what will be included.
It was decided that this section does not need a whole chapter, so it will be
added to the Work Site Safety section of the manual.
The Committee decided to move some of the chapters around to read more
smoothly.
We will meet again on November 27, 2001, at 12:30 p.m. to review the final
product so it can be included in the Town Board's December meeting packet for
approval.
Miscellaneous
The Committee discussed how often they should meet now that the Safety
Procedures Manual is complete. They decided to meet every other month
starting in January. At the January meeting they will discuss the dates and times
to meet.
