Guest: Rosalind and Salvatore Grippi The meeting began at 9:05 a.m. The May 22,2007,meeting minutes were approved. Because the Grippi's were in attendance, we decided to put their agenda item first. Sewer Extension for Grippi Property Rosalind Grippi opened the discussion with reading a written statement that was also read at the Town Board meeting. Salvatore Grippi then spoke. Town sewer does not service the property they are talking about. There are two septic systems on the property—one serving a historic chapel,which is used as an art studio and one serving a historic schoolhouse,which has been renovated into living quarters that is currently occupied. The septic system that services the schoolhouse has failed. The Grippi's are requesting the Town to extend the Town's sewer to their property. The Grippi's talked of the historical aspect of the property and they would like to preserve that. Salvatore said that the Health Department said that a new septic system could go in, although this would mean that the plumbing for the schoolhouse would have to be moved and the septic system would be driven on, because there is a driveway to the chapel. There is a driveway to the chapel coming off Trumansburg Road, although they felt this should not be used as it is on a large traffic volume road, and it has a potential for accidents. The Grippi's said that in 2002,the Town was going to extend the sewer there but then did not. Dan Walker explained that the sewer line was replaced going from the City of Ithaca to the hospital (on the back side of the lots). The extension to 1 � blic Works Committee Minutes,July 24, 2007 Page 2 the "front" side of the was an option hospital on the bids, and the option was not P acted upon. Since 2002,there has been new development across from the hospital. The developers had to extend the sewer lines up to their development. This was done, so the extension to the Grippi's property would be serving two properties. Dan said that there are two options for the Town to look at: Option 1,which Dan says would be the best, is to extend from the Overlook project up to the Grippi's property. They would then have to pay to have their "lateral" put in to the chapel and schoolhouse. This would consist of installing approximately 1,000 feet of sewer line. This would cost approximately$86,000. The other option would be to extend the sewer that goes to the hospital across the state highway to the property. This would cost approximately$50,000,but we would have to bore under the highway. The Committee agreed that the $86,000 would be the better option. Cathy asked the Grippi's about the future plans for the property. They were not sure what they were going to do. Brush Being Put Out Too Early Cathy Valentino expressed concern about the amount of brush being piled along the roads and in ditches. There was a concern for the safety of pedestrians and cyclists. Also,this makes problems for water flow in the ditches. Cathy wondered if the Town could develop a policy that has enforcement in it. The Committee agreed it would be hard to enforce anything. The Committee wondered if the Highway Use law had any thing about enforcement in it. Cathy and Fred Noteboom will get together with Susan Brock, Town Attorney,to discuss this. The Public Works Department will work up an estimate on the cost of doing more than the two pick ups a year. There was a discussion regarding a lot of people putting out "free" stuff to get rid of it. We talked about having a set time that people could do that. Other municipalities do that. Phone Services Use on Sapsucker Woods Water Tank Verizon has contacted the Town and would like to use the Sapsucker Woods Water Tank site to erect a tower. The tower would be higher than the 35 foot height requirement in that area. This will have to go before the Town Board, Planning Board, and Zoning Board. Public Works Committee Minutes,July 24, 2007 Page 3 The Public Works Committee agrees that Verizon can move ahead with this. Forest Home Drive's Upstream Bridge Agreement Fred put this on the agenda so that the Committee would be aware that Tompkins County will be rebuilding the Upstream Bridge in 2009. The Town will be responsible for the abutments and walkway. There is also water and sewer that will need to be replaced. Town needs to be involved in the design phase to make sure it stays the same type of bridge. Miscellaneous Cathy said that she received Tompkins County's updates for construction of Hanshaw Road and Coddington Road. It looks as though construction on • Hanshaw Road will begin in May 2008. The Town's water lines will be in by then. After reviewing the updates, it looks as though comments from the public meeting regarding the Coddington Road construction were not taken into consideration. That project is slated to begin spring 2008. A resident on Penny Lane has been in contact with Cathy regarding the garbage in the ditch across from his house where people who go swimming tend to park. He would like to have the Town consider putting in resident only parking. Cathy said that he would have to get a petition together and then the Town Board would look into it. She recalls that the majority of the residents on the street didn't want that type of parking. Rich Schoch received a letter from Elizabeth Salon with concerns about the future of the Dress Woods Preserve. The resident was concerned that the Town would decide to put trails or something in that Preserve. Rich has sent a letter back indicating that the Town has no intentions of doing that. Mike Smith said that the agreement that the Town signed with the Dress family indicated that no development could happen there. The Committee felt that this letter did not need to be included in the correspondence of the Town Board,but that simply getting a copy of the agreement to Elizabeth would settle the issue.
