HomeMy WebLinkAboutMinutes 2009-01-01 TOWN OF ITHACA Safety Committee March 20, 2009, 8:00 a.m. Present: Fred Noteboom,Judy Drake, Dave Boyes,Jon Munson,Creig Hebdon,and Kristie Rice Guest: Peter Archbold The meeting began at 8:10 a.m. The November 7, 2008,minutes were approved. Incidents and Accidents There was one incident to report. One of the workers had a tick in his earlobe and something in his eye. Testing Air Quality at Town Hall: The air was tested by PESH for one week. The tests included Humidity, CO2,and Temperature. The air intake was also raised. Cornell University will be coming in to look for mold and other things. Peter Archbold said that a visual should be done first. Peter said he would go down today. The Committee talked about the Public Works Committee's minutes regarding the air quality at Town Hall. It was suggested that the heating system needed to be address. We will keep this on the agendas to discuss the progress. Judy Drake said that the Operations Committee felt that the Town should get quotes for putting in a gate at Town Hall. Review Safety Training for the Future: The Committee discussed that a larger screened TV was necessary. Many of the employees at the safety training this month complained about not being able to see the TV for the training videos. Judy said that she would like to see a different format for next year—get the employees more involved. Jon Munson said that most the guys would rather have one or two videos at day. This would pull more work on the Administrative Assistant as each time training is held,it has to be documented. Judy said that Brainteasers will be having sessions on Supervising and Drug and Alcohol. Judy said that the videos talked about referring to your supervisor if you are unsure of something,but the supervisor's don't necessary know either. Fred said we don't have a need for respirators. It was questions about needing one for using spray paint. The Committee talked about having Meth Lab training again. Peter talked about the on-line training on their web site. Fire Drills: We need to conduct fire drills both at Town Hall and Public Works Facility. We need to have a log of these drills. We will start meeting on the first Friday of the month. Start Reviewing Chapter 5 and 6. ghk TOWN OF ITHACA Safety Committee July 31, 2009,8:00 a.m. Present: Judy Drake, Dave Boyes,Jon Munson,Creig Hebdon,Gene Redman,and Kristie Rice The meeting began at 8:10 a.m. The minutes from the June 19,2009, meeting were approved. Incidents and Accidents There were two incidents: One was a cut hand and the other was a tick. Lyme Disease Although this was not a topic on the agenda, the Committee discussed it because of the unusually high sightings of ticks on people. The Committee decided that every time a tick is found on an employee,we need to document it. The Cayuga Medical Center informed Judy Drake that the shots for Lyme disease were pulled off the market five or six years ago. Rich Schoch has had a shot. Gail will talk to him about it. The Committee discussed that if a tick is found within 24 hours,a person would not get Lyme disease. Also discussed was that ticks are around in temperatures over 32 degrees. The Committee felt that "tailgate training" might be a good idea and that pants could be tucked into boots. Air Quality There are still problems with the air at Town Hall—mostly in the morning. It is only in the big room and about 15 minutes or so after people start coming in. Maybe putting in a humidifier system would help. Low humidity can cause problems. All the tests have come back normal. #'4\ aA Joe Hulbert,Maintenance Worker,came in a talked to the Committee. Joe is having some one come in to look at the systems down there. It was suggested that there may be an 0-Zone system on the HVAC. Joe said it does not. 0-Zone testing should be done. Peter Archibald will do that. Town Hall Representative The current make up of the Committee is two Co-Chairs, two representatives from the Public Works Facility, and two representatives from Town Hall. Creig Hebdon is currently working at Town Hall but will be moving to Public Works Facility. We will asked around to see if any one from Town Hall would be interested in being on the Committee. Creig will stay on the Committee until January 2010, or until someone else wants it. Reviewed Chapter 6 The Committee agreed that Chapter 6 is good. Reviewed Chapter 5 Reviewed Chapter 5. Review Any Incidents or Accidents. 3. Discussion on PERMA Report Regarding Town Hall Air Quality. 4. Review Safety Manual. (Copies will be provided at the meeting.) ghk l741 TOWN OF ITHACA Safety Committee December 18, 2009, 8:00 a.m. Present: Jim Weber,Judy Drake,Jon Munson, and Kristie Rice Guest: Peter Archbold The meeting began at 8:05 a.m. The October 1,2009,meeting minutes were approved. Old Business The Committee talked about the air quality in Town Hall. Judy Drake said that the average humidity near the windows is 29.16. The average on the interior is 26.75. The Committee discussed having the fabric tested. Peter Archbold felt it is a mold issue and nothing will be found on the fabrics. The Committee was informed that Bruce Bates (Codes Enforcement Officer) has a business card from a person in the Air Quality Association. Incidents and Accidents There were a couple incidents this time. One person was moving a trash can and pulled a muscle. There was one back injury incident. The person was bending forward and hurt back. They were not sure if it was a new injury or a reoccurrence. Judy informed the Committee that there where 3 (or 4) injuries that had no lost days—two of them were for ticks. There were 24 transitional. The Committee discussed the possibility of using back braces. Peter said PERMA might have a program on it. The Committee discussed that if a person was going to use one, they would have to get their doctor's OK first. People with high blood pressure should not use them. It was cautioned that back braces should only be used when you know you will need it. They have been known to weaken back muscles if used improperly. SOity Committee Minutes,December 18,2009 Page 2 Oxygen in the Public Works Facility First Aid Kit The Town's medical supplies representative informed us that the oxygen tank is very outdated and we should get another one. Peter questioned why we have one. Gail said that since she has been here it has never been used. Peter said there was no reason to have one. We will have it taken out. Safety Manual Attachments Exhibit 3 (PERMA Quick Fax) needs to be changed to Initial Report. Exhibit 5 needs to be posted at the Public Works Facility. Exhibit 6 needs to be changed to reflect the changes to safety training schedule. Exhibit 7 needs to be updated and we will talk to Wayne to have it updated. Kristie asked about confined spaced when Code Enforcement staff has to go into crawl spaces or attics. The question was poised if they know when they are going to be going in one. Kristie said no. The Committee wondered what other Towns are doing. The Committee decided that this issue should be brought to Bruce or the SAC meeting. The Committee agreed that they should, at the least,be trained. Judy said she would talk to Bolton Point to see how they handle that type of situation. Exhibit 8. Jim will review the Town's Hazardous Materials Response Plan. There may be difference since all the new rules after 911. The Committee talked about the Emergency Response Plan for the Town and that it needs to be updated. We will look at it at the next meeting. We will have a discussion regarding the drug and alcohol testing and training policy. 2010 Dates The Committee decided to go with the same schedule as 2009; meeting the first Friday of the month,except there will be no meeting in July.
