Public Works Committee Meeting Minutes
July 28, 1994
Present: Rich Schoch ; Fred Noteboom; David Klein, Chairperson; Dan
Walker; John Whitcomb ; and Ed Conley
Guests : Jim Kazda, Nancy Brcak, Bruce Brittain, and Brent
Stephens
The meeting began at 8 : 15 a . m.
The first item on the agenda was discussion on the downstream
Forest Home Drive Bridge . This consumed most of the meeting ' s
time .
Dan Walker indicated that he will represent the County/Town/Forest
Home Improvement Association at the Town Board Meeting, August 8 .
1994 . Dan indicated that the Forest Home Improvement Association
(FHIA) would like to see Option 7 as the new design for the
downstream bridge reconstruction . Dan indicated that he . as the
Engineer and Fred , as Highway Superintendent, preferred Option 4 .
The question was asked about how much funding would come from
ISTEA. Jim Kazda indicated that it would be lower than 50 percent.
There were other discussions regarding the costs to build the
bridge but it was decided that the Town of Ithaca ' s portion would
not be greatly effected by the different options .
David indicated that the FHIA would prefer a wooden deck, and Fred
indicated that all the debris will fall through the cracks to the
steel below and it will bring the bridge back to it current state
of disrepair quicker than a concrete deck.
Nancy expressed that she felt that the funding from ISTEA was made
available because it was a historic preservation project and that
a wooden deck was more in keeping with historic preservation.
Dan indicated that a wooden deck would create more maintenance than
a concrete deck, and David concurred saying that it would also be
more slippery. Jim indicated that in the long term a wooden deck
is not the answer because of maintenance problems and earlier
replacement of wooden planks .
There was also a discussion regarding the use of bicycles on the
bridge walkway ( recreational or commuter) .
At this point in the meeting David acknowledged that the Town Board
would be looking for the Public Works Committee ' s recommendations .
so the meeting progressed to decide what the Committee ' s
recommendations are . The Committee narrowed the choices ( of
options ) down to two--Option 4 and 7 (with 3 girder support) .

It was indicated that the staff (Engineering and Highway) would
prefer Option 4, FHIA preferred Option 7 , and David preferred
Option 7 with a 6 foot concrete walkway.
After discussions on the historical aspects of the bridge, Jim
Kazda pointed out that although the State concurred with FHIA on .
the historic structure, he believed .that the State will also have
to look at .curFent structure requirements. .
There was a discussion regarding having a girder under the walkway
" or a cantilever system which could have colored and textured
concrete on it. David felt a cantilever system under the walkway
would be visually appealing.
Weight limits were also discussed with regard to the bridge. At, ,
. present there is a 5 ton limit on local traffic but the bridge is
built to carry heavier loads such as school buses, fire trucks,
moving vans, etc. •
John said the difference in price between Option 4 and 7 was around
$10,000. John also indicated that if the walkway was increased .in
width from 4-feet to 6 feet, it would be easier to maintain. in the
winter months.
Another advantage to a 6 foot walkway instead of a 4 foot one is .
that if there is a 6 foot walkway pedestrians would have more room
to walk when/if a bicyclist comes along.

The FHIA's preference on this is a wooden 'deck. David indicated he
would prefer wood but there were more problems involved with wooden - - .

Overall, the Public Works Committee has , the following recom-

At the end of the discussion, Jim Kazda stated he would address the
bridge issues with the Tompkins County Public Works Committee at
their next meeting.
As the Forest Home Drive bridge discussion left little' time to '
discuss other issues, it was decided that items 3 and 6 on the
agenda would be discussed at the next meeting.

West Hill Sewer--M ce, Dan informed the Committee that
• . there was a blockage in the sewer which needed to be reconstructed. _
John asked if the project could be extended over a three or four
year period instead of being considered a Capital Project. Dan
felt that it could.
Judd Falls Road Reconstruction Plans: John indicated that there
had been no progress on the reconstruction plans but that there was
a meeting on August 9, 1994, at 4:00 p.m. in the Board Room to _
discuss this. John also felt that Cornell University's input would
be helpful.
Town Hall Status ,Update: Dan indicated that there will be a ;.. :, , , .
meeting to discuss different options and costs. He• feels it will
be September . before we will have all the figures. `David asked
about a program and/or feasibility study.
The meeting was adjourned at 9:40 a.m.
