Intermunicipal Water Agreement (Bolton Point) John Whitcomb gave a brief description of the current agreement . It is an agreement between the Villages of Lansing and Cayuga Heights, Towns of Dryden, Ithaca, and Lansing. The bond that was initially issued will be paid off next year. There is an agreement between the "owners" and it needs to be reworded. At present, the Town of Ithaca has paid back over 50 percent of the bond. This would stand to reasons that the Town owns 50 percent of the. water. Other municipalities have expressed an interest in buying water from Bolton Point . John feels that if new places are included, they should have to put some type of capital up front, or "buy in" to the system. Fred Noteboom asked what the function of Bolton Point is . Dan Walker said that they are supposed to operate the water plant and supervise the system. They are also there to get the water to the customer. John said that the Town owns their water and sewer lines . Eastern Heights Park Annual Maintenance Costs Rich Schoch give the Committee a hand out . He explained, as was on the hand out, that the figures were based on total acreage. Attached to that was also a list of typical seasonal tasks and a map which was provided by Jonathan Kanter. Jonathan also provided the census data . John reiterated that the annual fee was $40 per household. He also indicated that this did not include overhead expenses . John then asked if there are any Parks Benefit Districts in the area. Rich said there were none . Dan indicated that the closest the Town has is up on Judd Falls Road area, and that maintenance of walkways comes from the Parks Maintenance budget . 7 �` Public Works Committee Minutes::;.• John indicated that he will present these figures to the Town Board. He asked what is the future plan for Eastern Heights Park. Rich indicated that possibly a skating rink, tennis courts, etc. This would mean that restrooms would have to be provided. There would then be more maintenance. ' - Dan asked if the -figures that Rich provided included insurance and. liability costs ... It . does.. not.-. Fred: said ::that.: the:. cost per. . household could reach $100 ;easily. John will ask Sally to help produce indirect costs regarding the maintenance-, and upkeep of Eastern Heights Park. • Speed Limit Review on East King Road Fred informed the Committee that Tompkins County will be requesting the Town to complete a speed limit reduction study for East King Road up by Troy Road. John asked what the speed limit was now. Fred indicated that it is 55 mph. Fred also indicated that the County will be putting traffic counters on the road. These counters also track the speed of vehicles . It was discussed that possibly an area speed limit request should be made. Fred also said that the County will be sending the Town Board their request . Update on Forest Home Bridge Dan indicated that there are no changes as yet to the construction date, although it will not be built until next year. He did say that the plans were sent to the Office of Parks, Recreation, and Historical Preservation Society (OPRHPS) . The longer time frame will probably increase the Town' s costs . • Fred indicated that the Highway/Parks Department will keep a close eye on the bridge. Soon it will need to be rewelded. The Highway/Parks Department will continue to reweld it throughout the winter months . Update and Possible Change Order for Judd Falls Road Fred indicated that there is a need for more catch basins . When the job was designed it was believed that the catch basins were in better shape. Dan indicated that the plan was to replace three catch basins, although there are a few more that need to be replaced. This is due to the positions of the water and gas lines . Dan indicated that the change order will be $8, 500 . I Fred talked to Dan about putting a die in a storm sewer (which was 'found) to see where it goes .
