Discussion of Forest Home Bridge Dan ghk pc : Mary Bryant, Administrative Secretary Joan Lent Noteboom, Town Clerk Jon Kanter, Town Planner Andrew Frost, Code Enforcement Officer DISPOSITION DATE TOWN OF ITHACA y Public Works Committee Meeting Minutes December 7, 1995 Present : David Klein, Chairperson; Dan Walker; Rich Schoch, and Fred Noteboom Guests : Jonathan Kanter and George Frantz The meeting began at 8 : 00 a.m. The October minutes were approved with no changes . Resolution of Support for CHIPS Program Fred Noteboom informed the Committee that a resolution supporting the continuation of the CHIPS Program Committee was being sent to the Town Board for their approval . Vehicle Purchases for 1996 Fred handed out a list of the vehicle purchases to be made by the Highway/Parks Department in 1996 . Rich Schoch informed the Committee that because the Department has held off on pick up truck purchases, this list seems large . David Klein asked what was in the 1996 budget . Fred said that between Highway and Parks line items there is $179, 000, and we will also have revenues from the sale of equipment at the auction. David then asked if this would be put on the January agenda, and Fred said that the purchase of the pickups would be from State Bid so we do not need to have a resolution for bidding from the Board. The Leaf Vac and the Plow Truck can wait until around March. Highway/Parks 1996 Work Plan Rich started the discussion by explaining the list of projects to be completed for the Parks staff . These include: ADA upgrades, work at Eastern Heights Park, surface treating some trails, continue work on the Annex building, and work on Chase Trail . David asked what were the ADA upgrades that needed to be performed on the parks . Rich indicated that parking areas need to be designated for handicapped parking, play structures need to be changed, along with picnic tables and a hard surface from the parking area to the play structures . Rich indicated that the YCC students will be returning to help in 1996 to work at Eastern Heights Park. Dan Walker indicated that Public Works Committee Meeting Minutes Page 2 the Town of Dryden will be putting $10, 000 in escrow for the Eastern Heights Park upgrades namely a new basketball court . David asked if the estimates on the handout were for labor and materials . Rich said they were for materials only. Labor is already figured in the budget . Dan asked if we should be paving the court ourselves or contracting it out . Rich said it is possible to contract it out, but we can do our own pavement striping. Fred informed the Committee that we are attempting to put oil and stone maintenance, of trails, on a schedule. Rich said we were continuing work on the Annex building. David asked if there was heat in the building yet, and Rich said we were working on it . Rich said we will be working on Chase Trail in 1996 . Fred asked Dan if the easements have been established. Dan said we need one from Ed Hallberg and that we were waiting for the attorney to review it . George Frantz said that that easement will save the Town money when building the trail. Dan will pursue this more. Rich discussed that there are several minor projects to be worked on in 1996 . They include starting to clear the Tomlinson Park site and the Vincenzo Iacovelli park site. We will try to use the YCC students to work on the Vincenzo Iacovelli site. Rich said we need to improve the signage throughout the Town parks, and we need to work on the exercise equipment on the Dewitt trail. Rich indicated that since the ball fields are being used a lot more we will need to do some work on them this year. We will also be relocating and cleaning up the brush and leaf drop-off site at the Town Highway/Parks facility. David asked if the plans to rebuild the Pump House at Christopher Circle Water Tank has been started. Dan said they were requesting contractor quotes. Rich also said that we would like to make a permanent map for major entrance points at the South Hill Trail. George said that we have distributed around 1, 500 paper maps this year. David asked if this work plan will be on 'the January Board agenda. Fred indicated that it would be made part of the Town Work Plan. Fred also indicated that the Highway Work Plan will be brought to the Town Board' s January meeting in hopes of fulfilling the law, which stated that the "Agreement for Expenditures of Money" be adopted by the Board at the January meeting. Public Works Committee Meeting Minutes Page 3 7—` David said that the paving operation this year is heavily concentrated in the Northeast . Fred said this was done in an attempt to save money since time is wasted if materials and vehicles have to be sent to different sections of the Town each year. Fred pointed out that Chase Lane is on the schedule to be paved this year. He also indicated that Chase Lane is an example of why the Town had to tighten up the specifications of building a road. Fred said that we will be recycling the current pavement into a cold mix for the base (on each road) and then putting a hot mix pavement on top. David asked about the shoulders of these roads . Fred said that he would like to extend the pavement surface 2 feet on each side for the shoulders . David asked what the visual appearance of this will be. Fred said it will look like the road is wider. David then asked George what type of material he would use on the shoulders. George did not know. Dan suggested paving the road and chip sealing the shoulders . . George commented that the appearance of Harris B . Dates Drive is ugly but has held up really well. Rich suggested bank run gravel with trail mix. Fred explained that General Repair work was more for preventative maintenance, and we are trying to start a six year cycle for this . George asked if the work estimate on Pearsall Place included the drainage . Fred said no, but we will be working on the drainage in that area. David then asked about the "Other" projects. He asked about the status of the Park Lane road cut . Dan explained that this is part of the agreement with the Quicks. David then asked if any of these projects had dollar amounts for them, and Fred said no they were basically fixed costs (labor and equipment) . David asked the status of the Dewitt Pond project, and Dan said that the school owns the property and we will be surveying it this fall . Fred said that he would like to pipe the ditch on Brandywine Drive. David asked if it should be put on the Plan, and Dan said it will probably have to be blasted out since there is bedrock there. David asked about the drainage by Carol Anderson' s property. Dan said that he has talked to Brent Cross, Village of Cayuga Heights, about this. Public Works Committee Meeting Minutes Page 4 David said that it seems that some drainage issues are more important than paving and should be made apart of the Plan. Pump Stations Failures in Forest Home Dan discussed that the five pump stations in Forest Home were damaged in the recent snow storm. He said that the power outages resulted in the coils in the motor starter to burn out. Because the pumps are old, we are having a hard time getting parts. Dan said that for a couple days, we had to manually pump the sewer out. David asked if there were any backups in any of the homes, and Dan said no. Fred indicated that we had to "build" a road, with fabric and crushed lime stone, to the pump station so that the City' s truck could get to it. Dan suggested the road stay there. Dan also said that he will be proposing a rebuild of the pump stations . David asked if Dan will be asking the Town Board to pay for the repairs, and Dan said yes. Capital Improvement Project Status Dan said that he is working on a priority list for water and sewer. He said that the Town is working on designing "Master Meters" for Bolton Points use. Dan said that Bolton Point wants to build a water tank, in conjunction with the Town on Burdick Hill. Dan said he would like to have one built on East Hill instead. Dan said that Bolton Point solicitated bids for design work, which the Town of Ithaca can do. It would cost the Town about $11, 000 whereas it would cost TG Miller' s $24, 000, and Lozier $34, 000 . Dan said that the original agreement says that the municipalities can do the work with 1.3 direct salary. Dan said that the major projects to be worked on are: Route 96 Water, East Hill Water Tank, Burdick Hill Water Tank, East Shore Drive Water Main, and Northeast Sanitary station (Monitoring station) . David asked if this would be presented at the January meeting, and Dan said yes. Forest Home Bridge Update Dan handed out two correspondence from the County regarding Forest Home Bridge. He said they redesigned the abutments and went with the original concept. This will save about $130, 000. David asked what the Town' s share will be. Dan said the Town' s share will be $40, 000 plus the utilities . David asked if the ISTEA money will still be available.. Fred said that it would be for a percentage of the work, but not our part . David indicated that the cost to redo the trusses is about half of Public Works Committee Meeting Minutes Page 5 what they applied for in the ISTEA grant . George indicated that the ISTEA money will only pay 80 percent of the cost, whether or not the original grant is more. Fred indicated that Caldwell Hill Road needs to have some work done on it . Dan said we need to work with the Cornell Plantations on this . Dan indicated that we will be surveying the area on Judd Falls Road around the Byway. We will be rebuilding that area. He feels we should talk to the successful bidder for the bridge project and see what they would charge to do that . If the cost is acceptable to the Town, we can let them do the work, if not, Town forces can do the work. David asked what our costs for the Forest Home Bridge will be. Dan said we will not know until the bids are in. David asked if the bidding will be done in January. Dan said probably not. We need to get a new schedule. Fred indicated that the stone wall on Judd Falls Road will not be reconstructed this year, and the pole is still there. Protect Applications for ISTEA Funding Jonathan Kanter said that the Town would like to submit proposals to receive ISTEA funding. George continued with the presentation by showing the proposed projects on a map. The two projects discussed were the William and Hannah Pew Bikeway and the Maple Avenue link. George said that the William and Hannah Pew Bikeway would make a trail from Route 79 to Park Lane to Honness Lane to the East Ithaca Recreation Way. George discussed the need to put in underground drainage on Honness Lane so that people can travel along Honness Lane to the trail. This would allow 7' over the drainage, a 4' shoulder and a 12'. travel lane. - George estimated that the bikeway and culverts will cost approximately $60, 000 . David asked if this was an in-house work force estimate or outside. George said an outside. George said that the other part of the bikeway to be developed is along Pine Tree Road. This is just part of the William and Hannah Pew Bikeway. The other project proposal is the Maple Avenue link that would connect the two sides of the East Ithaca Recreation Way. Dan Public Works Committee Meeting Minutes Page 6 asked when this funding would be available. George said in 1997. George estimated the Town' s share of the cost at $30, 000 . Dan asked if these projects were part of a Capital Plan that will have the costs included. They are not yet . George also talked about the trail that the City was going to collaborate with the Town on. This trail would link the South Hill Trail with Buttermilk Falls State Park and the Black Diamond Trail . The problem so far is that Emerson Electric owns some of the property the trail would go on. George said he would like to see the section between Spencer Road to Buttermilk Falls Road worked on. He figures the estimated cost at $35, 000 . This would include the bridge over Elmira Road. The estimated cost of the bridge is $135, 000 . He would like to see this construction started in 1998 . Town Hall Dan said that information regarding Town Hall will be in the Board packets . He summarized the layout as such: Two floors and a basement . The basement would have storage, an employee' s lounge, and bathrooms. The first floor would have the Courts, Conference Rooms, Administration, and bathrooms . The second floor would have the Board Rooms, Conference Rooms, Technical staff, and bathrooms. The cost is estimated at $1.2 million which includes a 15 percent design contingency.
