Bryant,, Administrative Secretary Jon Kanter, Town Planner Andrew Frost, Code Enforcement Officer FINAL TOWN OF ITHACA Public Works Committee Meeting Minutes March 23 , 1995 Present : David Klein, Chairperson; Ed Conley; Dan Walker; John Whitcomb; Rich Schoch, and Fred Noteboom The meeting began at 8 : 00 a.m. Minutes The February meeting minutes were approved. Policy and Procedure for Letter of Credit Fred Noteboom asked the Committee what direction they want the Town to go with regards to the policy and procedures for Letters of Credit . Currently, if a new development is being constructed, the road must be completed and approved by the Town, before building permits can be issued. Dan Walker indicated that normally one building permit can be issued for a new sub-division before improvements are completed because it is treated as one lot as long as adequate road frontage exists without the new road. Dan and Fred would like to continue with the current policy. David asked what were the repercussions if a developer put up model homes and moved someone in before the road was built , and Fred indicated that drainage problems may occur if the housing is in place before the road. David indicated that the Town should keep the policy the way it is, although it should be put in writing and made very clear. David wondered if it should be made a part of the sub-division regulations . The Committee has asked that this policy be put in writing, and Dan will look into incorporating it into sub-division regulations . Study for Sewer Extension of Grippi Area Dan showed the Committee letters from 1991 in regards to having the sewer extended to the Grippi parcel . He also showed the Committee a map from 1993 . Dan indicated that it would cost the Town $125, 000 to extend the sewer to the Grippi parcel . It would cost another $125, 000 to '1',Ili • Public works Committee Meeting Minutes page 2 extend sewer from Indian Creek Road to Hayts Road, and $70, 000 to extend it from Indian Creek Road to Woolf Road. David asked how many properties will be served by extending the sewer lines to the Grippi parcel . Dan indicated that there are five parcels of land (Grippi' s-2, Kyong' s-1, and Cornell University' s-2) that would be served. Also, if the sewer is extended to the Grippi parcel, other people will want to have it extended to them. John feels that the Town should wait until the current sewer projects are completed and debt is retired. John also indicated that the Town should "plot out" a five or ten year plan to include this area, and let Mr. Grippi know that it will be around five years before sewer is put in, unless a developer decided to develop property around there and help pay for sewer extension. Dan also suggested that Mr. Grippi could (with owner' s permission) tie into the Professional Building' s sewer. The Town could help with designing and planning, but Mr. Grippi would be responsible for costs . Dan also indicated that the Health Department does not see a problem the Grippi parcel . Judd Falls Road Update Dan indicated that the plans were in place, with the estimated cost of $260, 000 for the whole project . The Town' s cost is estimated at $185, 000 . Dan also indicated that the Town' s cost is higher because we extended the project to go up to Tower Road and it will include drainage upgrades. Cornell University will be reimbursing the Town for- the work done on their part of the project . David asked who will be liable for their part of the project, and Dan indicated they would. Fred took the time to explain that since the Judd Falls Road project was estimated to cost more than expected, Judd Falls Road would be the only permanent improvement on the Agreement of Expenditure of Highway Funds . Maple Avenue work will be another year. Dan indicated that the bids will be advertized around March 29, with the bid opening to be April 14' Forest Home Drive Bridge Dan indicated that the County has not changed their proposed time line with regards to reconstructing the Forest Home Drive Bridge. -m Fred indicated that John Lampman, from the County, has not reviewed 1` any new design work. • Public Works Committee Meeting Minutes page 3 1 Dan indicated that John had received a fax from Barbara Blanchard. Dan will be reviewing that and the fax indicated that the bid opening for the project will be April 21, 1995 . Dan indicated that he has not seen plans yet but that he would like to see them before the April Board meeting. Preventive Maintenance Procedures for Town Vehicles Fred gave each member of the Committee a copy of a draft policy for vehicle maintenance. John asked why the Town needed such a policy. David felt that it was important to have a policy so that all vehicles will be uniformly maintained. Ed Conley felt the same. David asked who tracks all the maintenance and when vehicles needed services, inspections, etc . Fred indicated that the Town mechanic does. Ed asked if the Town should think about becoming its own inspection station. John asked to have Fred look into it . David indicated that he would like to have the Committee review the draft policy and discuss it at the next meeting. Christopher Circle/Christopher Lane Prolect David asked why so many trees have been taken down at the water tank site. Fred indicated that the fence will be replaced. He explained that we will move the fence closer to the tank and start mowing the area around the outside of the fence . He also indicated that we will be regrading the tank site so there will be better ' drainage in the area. Fred explained that the right-of-way (ROW) has become very overgrown and the sight distance obscured. He told the Committee that the ROW is 60 feet but that we only cleared 50 feet of it . David asked if we would be replacing the fence with galvanized or green fencing and if it would be 6 feet with the barb wire on the top. Dan indicated that there would be barb wire on top, but that we could look into the type of fencing to be used and asked the residents which they prefer. Dan will obtain pricing for galvanized and coated fencing. Fred indicated that the people of the area call the tank their "park" . Fred also informed the Committee that he told the residents that the project is slated to be finished by June 1 . David asked if there would be any paving done there, and Fred indicated there would not . He indicated that we will be using spruce and other screening trees. The meeting was adjourned at 8 : 50 a.m. ghk
