The minutes from the May,June, and July meeting minutes were approved. Discussion on Ithacare Water Connection David introduced the situation of Ithacare asking the Town's help in connecting the water to their pending building. Noel Desch, representative of Ithacare, explained that Ithacare would like to know the extent of the benefits the Town will receive if Ithacare puts in a water main including a "loop" to its building. Noel feels that this will benefit much more than Ithacare, citing that both sides of Danby Road will benefit. David asked Dan Walker if any Capital Projects where scheduled for this area. Dan indicated that it was in the Capital Plan as a "fill in" work. Dan indicated that if a developer improved a site, they would be required to put in the water. The question was raised about how water was put in for the Cayuga/Vista project. Dan indicated that about 50 customers are serviced, and it is a residential area. Mark Macera (Representative from Ithacare) said that this was a newer project, and he asked if the developer was responsible for the water lines. Dan indicated that the water main already went past that project so they only had to hook into it. Ed Conley asked if there were any other industrial properties in that area. Dan indicated that the closest would be Sam Peter's, etc. at the corner of E. King Road and 96B. David asked if there was a priority project in that area. Dan indicated that the closest area would be to add lines on King Road for more pressure. David then asked if that would include Ithacare, and Dan said it could. Noel asked if there was a benefit for College Circle, and Dan said no. Public Works Committee Minutes Page 2 David asked what other properties to the south benefit. Dan indicated none. Ed asked what the costs of adding this line will be. Dan indicated that to bore an eight-inch line, 100 feet it would cost approximately$35,000. A hand out was provided with cost estimates on it. There are three options on it. David asked if Ithacare has worked out a bid yet. Noel said no. Mark indicated that the issues involving the utilities was never fully discussed. He reminded the Committee that Ithacare is a Not-for-Profit organization and that they need water services. He reiterated Noel's suggestion that this will benefit the Town also. He indicated that he would like to see the costs shared. Noel pointed out that Ithacare has paid around $20,000 in water assessment benefits throughout the years. Dan indicated that the water is there and it can be run from Ridgecrest Road. Mark indicated that idea of the "loop" should have been discussed further. He indicated that if Ithacare does not put in the "loop," the Town would anyway, so he feels the Town should assist them in the costs. Dan explained his hand out on the costs. The first set of numbers is his estimates, which equals $57,950. The second one is an alternative proposal to bring the water to the building. The last one is where the lines would be an eight-inch line and then dedicated to the Town. Dan indicated that the last two are not acceptable to the Town's specifications. There was a discussion on a line that was on the site plan map. Jonathan Kanter indicated that water line was taken out of the Planning Board's SEQR review (6" water main). Noel indicated that the costs of boring under the road could be more, since there can be troubles boring. David asked if any borings were taken lately, and Mark indicated there had not. Mark discussed the possibilities of going out to bid. Ed felt it would be cheaper if Ithacare did the biding instead of the Town. Dan agreed with this, but also stated that the Town would have to get the permit from the State. Ed indicated there is a definite need to work together on this project, and that we now need to discuss who will cover what costs. Mark asked if the work should all be done at the same time (boring and loop). Dan said he would like to see it all done at the same time, although funding the project will have to be researched. David asked if the Town can "share" costs with a private entity. Ed indicated that if it was an �.x Public Works Committee Minutes Page 3 • industrial project, he would not feel as incline to help with the costs. David indicated that some Board members have expressed their concerns about the fees, etc. that have already been waived. There was a misunderstanding of some of those fees and Jonathan explained that the local law was changed to approve the waivers in certain cases for not-for-profit organizations. Mark explained that there have been many costs to Ithacare, and Jonathan explained that most developers pay for site plans and the Town charges them for staff time to complete SEQRs, although Ithacare's fees were waived. Jonathan indicated that he would be interested in calculating the costs associated with this process. David indicated that the other issue is precedence. There was a discussion on the Town's project during the Coy Glen area development, in which we worked with the developer to put in water lines. Fred Noteboom asked what the total cost of the project would be. Dan indicated that it would be approximately$72,000. Fred asked Mark if Ithacare was responsible for the $46,450 and Mark indicated they were. There was a discussion on the fire hydrants and how they would be utilized. Noel then asked how much Ithacare would be charged for the water assessment benefit. David explained that a new formula is being worked on, but that it would probably not be implemented until 1993. Dan indicated that the water assessment would be considered a multiple resident and we would go with the consumption rate. Mark asked what the Town's time line for the Town Board to reconsider this project. David indicated that we would put this on the September 9, 1996, Town Board meeting agenda, although we will not have "firm" numbers yet. Fred asked if Ithacare is asking the Town to pay for this project, and Noel indicated that they are asking the Board to look at the benefits. He also explained that it would be easier for the Town to put it on as a Capital Project. David indicated that the Town cannot pay money for private entities and that it will cost the Town more to do it. Mark asked if the culvert that is already there could be moved. Dan indicated it was not a good idea. David said that we need to figure out what percentage of the costs should be Ithacare's and what should be the Town's. Dan asked about the construction time frame. Mark indicated that the closing will be in November and then they will start work. Update on Forest Home Drive Fred indicated that he (along with Wayne Sincebaugh) met with members of the Forest Home Association (FHA) regarding additional work on Forest Home Drive between the bridge and Judd Falls Road. He indicated that it would cost approximately $28,000 to complete the curb work and paving. Dan explained that it was agreed that the road would be 21 feet wide, but wider at the intersection. He also indicated that the road will be moved over with concrete curbing without the toe trippers. David asked about the budgeting of this project. Fred indicated that there is $50,000 in the Forest Home Bridge line item and the Bridge project will cost the Town$40,000. So $10,000 will come from there and the rest from the Permanent Improvement's line items. David then asked if the Town had contacted the County about this so it can be added to their Contract. Fred indicated that it had not been. There was a discussion regarding adding it to the County's bid and a change order or bidding it out ourselves. It was decided that if the County will allow it, it will be added to the County's bid. This will be added to the September 9, 1996, Board meeting. Fred indicated that he will talk to Bill Mobbs about this and get the cost proposal for the board meeting. Ed asked about the progress of the Bridge, itself. Dan said that it may not be open until Thanksgiving. David asked if the County had any control over the time frame, since it was supposed to be completed in the end of October. Dan indicated that they were on a six-week delay because of ordering the steel. Dan did say that he would have liked to see the abutments worked on in the mean time. David then asked about the stone wall on Judd Falls Road. Fred said we will contact this project out, in the interest of time. We do not have prices yet. Discussion of Traffic Signal at East Shore Drive and Cayuga Street Fred indicated that we received correspondence from the City of Ithaca regarding a traffic signal at East Shore Drive and Cayuga Street. Ed asked if that was a Town intersection and Fred said yes, although it would be up to the State to put a traffic signal up. David felt it would be hard to put a traffic signal there and it would cause traffic congestion problems. David did ask if there is adequate walkways for pedestrian. Fred said there were not. Public Works Committee Minutes Page 5 i David suggested that the Town talk to the County/State about this subject and about enhancement of the walkways for pedestrians. He asked Fred to write a letter to the resident iu the City's letter to the Town. Fred said that this also brought up the issue of lights for the road crossing at the Boynton Middle School, now that there is a crossing guard. Fred will look into this more. There was a discussion regarding Winthrop Drive at the Northeast School area and the problems with the bus parking and shoulders. This will be looked at further. South Hill Trail Maintenance David indicated that he has correspondence from Marjorie Olds regarding the South Hill Trail and mowing. He indicated that he would like to have a meeting regarding this in September. Fred said that a policy for mowing was worked out, and David indicated that it needs to be approved by the Town Board.
