Update on Storm Water Management. ghk pc: Mary Bryant, Administrative Secretary Joan Lent Noteboom, Town Clef Andrew Frost, Director of'ZoningBuilding Jonathan Kanter, Director of Planning DISPOSITION DATE FINAL TOWN OF ITHACA Public Works Committee Minutes October 23, 1997 Present: David Klein, Chairperson; Ed Conley; Fred Noteboom; Dan Walker; and Rich Schoch Guests:Gene Redman The meeting began at 8:00 a.m. Discussion of New Truck Fred Noteboom explained that John Barney sent a letter to Stadium International to cancel the order (for a Plow Truck) based on the bid process done in spring this year. This was canceled due to the failure to meet the delivery date specified. Gene Redman indicated that a new truck has been ordered and is already on the dealer's lot. There was a discussion of what was sent to the Auction this year and what replaced them. Discussion of Caldwell Road Dan Walker explained that he wants a full one foot topographic and that there is about a day's worth of surveying to do. Fred indicated that most of the construction would be done on the hill part but there has been discussion of putting turning lanes near Cornell University's parking lots. Pavement would extend from the upstream bridge to Route 366. There was a discussion of the grade of the hill. It appears to be between 14 and 17 percent grade, and the recommended grade is around 10 percent. Fred indicated that the angle may help change the slope. Dan indicated that he would have a "concept" ready for the November 3, 1997, Town of Ithaca/Cornell University Transportation Committee meeting. There was a discussion of closing the road (which would definitely need to be done), Tompkins County's planned work on the upstream bridge, Cornell University's upcoming projects, and seeing if Cornell University will contribute to the re-construction of Caldwell Road. Fred indicated that Cornell University is planning to work on their parking lots in 1998, and we may want to wait to re-pave the top portion until then. LII ?la; • f•Iffj15. :fit )111 !,11111 iotii.r; 101 .)! 1/1 in 01ink,/ ` A Public Works Committee Minutes, October 23, 1997 Page 2 David Klein expressed his concern about closing the road and working "in-house," indicating that some times other things come up and in-house crews have to do emergency or drainage improvement projects. Fred agreed, although was equally concerned about using all the Permanent Improvement money on"bidding"projects. There was a discussion of sub-contracting certain aspects of the project, such as paving. Then we are not at the mercy of Tompkins County (who does not have a good schedule and does not necessarily do a good job). Fred indicated that if plans to reconstruct Caldwell Road were not finalized in time for construction next spring, he is considering working Honness Lane. David asked if there would be any impact on the walkway there. Fred said that is why we have held off doing anything there. Discussion on Winner's Circle Trail Relocation David asked if this project was done yet. Rich Schoch said no,that we were waiting for the bull dozer to be free,but that it will be done before leaf collection. He contacted the property owners and bought them up-to-date on project status. Discussion on Storm Water Management Dan said that his department is still processing the data. He indicated that Eric Whitney is working on this and there are approximately 10,000 data points to process. Dan said that some of the problem areas are the drainage ditches, behind Christopher Circle, and Brandywine Drive. He felt that we needed to address extending the pipe across Winthrop Drive (from Brandywine Drive) to flow from the retention pond, and we need to get easements to do some work on Christopher Circle(creek is eroding banks). Dan indicated that the.Town needs to get together with the Village of Cayuga to discuss water flow problems "down further." David asked what the next step is. Dan said he will be completing a report,which will include a complete size capacity for drainage pipes. Fred asked what would be recommended to work on in 1998. Dan indicated that extending the pipe across Winthrop to the pond. Fred indicated that the residents on Christopher Circle have problems because the basement footer drains are too shallow. David asked about the Ruoff s residence. Dan indicated that there is a capacity problem in the stream, so the channel needs to be deeper. Again, there was a discussion of the BOCES property. There have been problems there since a retention area was removed to develop the new buildings. Cathy Valentino will be discussing the Town's problems with BOCES. J ,Cdr. He has heard about Cornell University wanting to put in housing. David asked Dan for a time schedule. Dan said that a preliminary report on drainage will be available next month, with costs. At that time, we will ask .the Board to set priorities. Dan would like to set up a follow up meeting in December(with residents)to discuss the findings. Discussion on Speed Limit Request Fred indicated that Cathy asked the Committee to review a request for reduction in speed on Route 79 (Mecklenburg Road) from the Ithaca City line to West Haven Road. Dan expressed some concerns on that section of road. He will write a memo to Cathy on this. This request will be sent to the Town Board for action and forward to Tompkins County. There was a discussion of establishing a Town-wide speed limit of 45. David felt that it would work for roads, other than State Routes. Ed Conley feels this is a worthwhile discussion, indicating that the residents would like it. The meeting was adjourned at 9:10 a.m. ghk
