Notes from Pre-bid Construction Meeting
At the pre-bid construction meeting we discussed the trail closing schedule with all the
contractors that were there.
We expressed our desire to maintain traffic as much as possible throughout the project
minimizing the closure time. We also talked to them about providing adequate signage so that
people were forewarned as to any trail closings or other dangers they may encounter before they
use the trail.
We also discussed the inclusion in the bid language to provide for any damages done to our trail
during the construction project.
Attached are copies of the project schedule and a letter from Fred Noteboom to Scott Widham.

DRAFT PROPOSED FRDS SCHEDULE •
1/29/97
7/7/97: Construct western sedimentation basin and install
temporary sedimentation protection facilities prior to
stripping topsoil or excavation.
Protect all trees identified to remain as per specification.
7/14/97: Install two 600 L.F. of36" pipe and pre-wrapped 6"
perforated underdrain at the base of the FRDS slope and
connected to new manholes. Underdrains shall be
connected to manhole per detail. Inverts shall be placed to
grades shown to serve as outlet control for storm water •
retention. Piping shall be High Density Polyethylene
Corrugated Plastic Pipe (HDPE CPP) with a smooth interior
surface.
Install two manholes: offset for clearance.
7/21/97: Excavate soil from indicated area southeast of Library Annex
Building and place on FRDS slope to approximate lines and
grades shown on plans (approximately 3,400 CYs).
Construction shall not expose materials buried in the FRDS
bank.
7/28/97: Excavate and construct pond 8 (approximately 2,200 CYs)
and detention area 12(approximately 1,700 CDYs).
Construct pond berms with compacted day core per typical
sections. All berm fill shall be compacted to 95% Modified •
Proctor Density.

8/4/97: Remove existing headwall and install precast outlet
structure in detention area 12. Construct cut-off slide gate in
oulet structure. Connect outlet to existing Corrugated Metal •
ad Pipe.

16 ° Pond outlet pipes shall be installed with an impermeable
1 1< collar located in the day core of the berm. Collar shall
extend a minimum of three feet out from the pipes.
Pipe ends to have trash rack/personal protection screen.
8/12/97: Protect all disurbed ground from erosion with seed,mulch,
and jute mesh located per plans.
Install plants per landscape plan and details per direction of
Architect.

Dear Scott:
Thank you for taking the time to go over your project on East Ithaca Recreation Way (Game
Farm Trail). I just want to drop a quick note to review some of our discussion on the closing of
that trail.
Our conclusion seemed to be that the trail did not need to be closed throughout the entire period
of your construction schedule. There are many periods during the construction schedule that
traffic could be maintained and as we go through the preconstruction meetings,these need to be
discussed. The only period that I see that there may be a need for total closure of the trail is
probably the week of July 14, 1997, or the pipe laying phase.
The other issues that I feel need to be addressed are adequate signage with appropriate
notification and the restoration of the trail to present conditions. It is my understanding that you
will be getting language for restoration of the trail from Dan Walker.
If you have any questions, feel free to contact us as we will be following this project with great
interest. I don't feel there are any great obstacles to hurdle. Again, I wish to thank you for
taking the time to meet with us and agreeing to work through our concerns.

The March minutes were approved.
Chase Lane Sidewalk
Jonathon Kanter informed the committee that he researched the property deeds on Chase Lane,
and with the exception of one or two, each deed indicates that the resident is responsible for the
maintenance of the sidewalk in front of their property. Dan Walker asked if the walkway is in
the Right-of-Way(ROW), Fred Noteboom said yes. Dan then asked if there was any description
of what maintenance included. There was not.
Jonathon indicated that there was a Town Board resolution passed in 1992 that states that
residents are responsible for maintenance on walkways/sidewalks on their property's ROW.
Jonathon wondered if the Town should set up a sidewalk district so the Town can plow the walk
in the winter, etc.
There was confusion as to what prompted this discussion, and Fred indicated that there are
several problems with maintenance on that particular walk. The walk is in bad shape and a head
wall needs to be replaced. Fred will write a letter to residents to inform them that the
maintenance is their responsibility, citing the Town's sidewalk ordinance and the resolution.
Fred indicated that he will go to the next neighborhood association meeting and talk to them
about this. Ed Conley offered to go with Fred. Fred also indicated that he will talk to the
association regarding if they want a sidewalk district and how to go about getting one.
Jonathan said that he will put his findings in writing to Fred.
Official Name of King Road/Marcy Court Path
There was a discussion that the property which we discussed purchasing at the last meeting will
be sold to a private citizen. There is also a concern about a tree on the existing easement that

would have to be removed. Fred feels that, in light of the above situations, we should go back to
the original plan for building the path. This would allow us to work on the drainage in that area
at the same time as building the path. David agreed.
Ed Conley asked where the drainage pond is (in that area) and he would like to meet with
Jonathon and Fred regarding the play area and the drainage pond. He will meet with Fred and
Rich today to see where the pond is.
The name of"Michigan Hill Trail"was discussed, but it was decided that we will wait to
officially name it. Rich Schoch feels that we should refer to this as a trail,not a path.
David will report to the Town Board regarding the status of trail since the lot in question is not
available.
Highway RFP
David said that he has not had time to review the RFP (to make it shorter, etc.) He discussed that
maybe it should be a Request for Qualification instead. David indicated that the study should be
completed in 1997,with construction starting in 1998.
Cathy indicated that she has some concerns with the equipment not being under cover and that
the mechanic shop is unsafe.
We will discuss this more at the next meeting.
Closure of the East Ithaca Recreation Way
Fred informed the Committee that Cornell is preparing to do some construction that will affect
the East Ithaca Recreation Way (EIRW). Cornell has proposed that the trail be closed for two
months. Fred has talked to Cornell about not closing the trail for the duration of the construction
project. Fred and Rich attended the preconstruction meeting and discussed the maintenance of
the trail, signage, and returning the trail to the condition it was before the project started. They
will be putting in 600 feet of pipe (along the trail), sloping the hill, and putting in a wet land.
David asked what vehicles would have access to the trail. Dan said mostly pickup truck.
Fred said that this is the heaviest used trail. At present, this trail is used mostly for recreational
proposes.
Fred was concerned about the 99-year lease. This lease is very loosely written and he is
concerned that after all the years of the Town paying to maintain it, Cornell can take it over. He
would like to have it reviewed. Jonathon said that he has been talking to John Guthenberger
about this.

David suggested talking to the Town Attorney about liability; he was concerned about the safety
of users. He asked why we should keep it open. Fred cited that it is the heaviest used trail and
we will receive numerous calls on it. Dan suggested that we close the trail during the day and
reopen it at night.
Cathy suggested that this would be a good time to educate the public about other trails in the
area, etc. Jonathon suggested that Cornell might be interested in helping with this. This is on the
April 7, 1997, Town Board agenda for discussion with Cornell representatives.
Equipment Purchases
Fred reminded the Committee that we would like to purchase addition equipment to assist in
repairs to water and sewer breaks. These purchases will be on the April Town Board meeting
agenda.
There was a discussion regarding staffing needs. Fred indicated that we have had problems
getting summer help and that maybe we should hire one or two full time employees. Cathy said
that she would like to look at the budget, etc.
Buttermilk Falls Water and Sewer Extension
Dan is bringing this issue to the Committee to see if the Town should pursue putting in water and
sewer extensions. Dan indicated that the cost to put in the water and sewer will be approximately
$118,000. He explained that we did have the water and sewer put across Route 13 when the road
was being reconstructed.
The State Park is expanding their offices and would like to have sewer added. This would
include the bed and breakfast and several other houses. Cathy asked why this would be a
priority. Dan indicated that we could do the project in conjunction with the State's work. Dan
explained that the pipe that carries the water is very old and we are continually fixing it. He also
indicated that we would then have all the Town resident's in that area on the Town's water,
instead of passing through City water.
Dan indicated that this project was budgeted for in 1997. Dan will get the figures for the project
and benefit assessments at the next meeting.
Ithacare Water and Sewer
Dan said that he has reviewed plans for Ithacare. They indicated that an 8" main needs to be
bored (under road). The Town offered to take over the main. The Town would own the valve
back from the ROW.

Dan said that the cost will be about$37,000. The Town will pay for the additional valving and
materials, and Ithacare will pay to have it installed. The Town will have to get the permit to bore
under the road. Dan indicated that permits will have to be received from the Health Department
Dan said that Ithacare will have to drop the sewer line, which will also need a permit from the
Health Department.
There was a discussion as to who is the architect of record for the project since there have
apparently been a turn over within Kimball Associates. Dan will check with Andy Frost.
Dan indicated that there is no Board action required at this time.
Transmission Main Repair Contract
The bid specifications, etc. will be brought before the Town Board on April 7, 1997, for repairs
to the Transmission Main line, starting at Route 79 and going 300 feet west. The Engineering
Department designed it, wrote the bid specifications, and will be the contract agency. This
project will cost approximately$30,000.
The current set up is as such: The Town will pay the contractor and Bolton Point will pay us. In
the long run, there will be no cost to the Town.
Dan said that there is a problem with access of the easement. This can be worked out though.
Dan said the water will be shut down for two weeks. We replaced a pump at Pearsall Place so
the City will supply us the water during that time.
Dan would like to be able to award the bid at the May 12 meeting, and start construction around
May 17.
Others issues
Fred informed the Committee that there will be a bid specification before the Board this month
for a new Dump Truck. This is because the truck ordered in 1996 was not acceptable, and we
have closed the purchase order. We did not pay for the truck.
