HomeMy WebLinkAboutPWC Minutes 1998-09-22 DISPOSITION DATE . /W QC 11 \ n Town of Ithaca Public Works Committee Meeting September 22, 1998,8:30 a.m. Town of Ithaca Highway Facility Present: David Klein, Chairperson;Fred Noteboom; Rich Schoch; Dan Walker; and Gene Redman Guests: Jonathan Kanter The meeting began at 8:35 a.m. The minutes were approved at the meeting. Iacovelli Park Rich Schoch informed the Committee that the Town is proceeding with plans to build Vincenzo Iacovelli Park in 1999. We plan to put fill in the area. There are plans to put in a full basketball court on the park site. David Klein asked if we will be able to implement the building of the park next year. Fred Noteboom indicated that money from the current budget has been set aside for this. Along with the budgeted money in 1999, this should provide enough money to build the park. Jonathan Kanter indicated that the basketball court may not be built in 1999. There was a discussion regarding the uses of the basketball court at Eastern Heights Park. This is used a lot, and we have received positive feedback. There was a general discussion regarding the depth of asphalt for courts and the problems we had with the court at Eastern Heights Park. These issues have been settled though. David asked if any of the community based committees have been apprised of this park building. Fred said that we still need to talk to them. One of the committees to talk to will be the Six Mile Creek Advisory comnuttee. Fred indicated that the location of the park will be near the Juniper Drive enterance to the South Hill Trail. } There was a discussion on the zoning issues. 'Public Works Committee Minutes,September 22,1998 Page 2 Jonathan feels that the design of the park needs to be reviewed and recommended by the Town Board, then we should proceed with discussion with the community committees. David asked what is the time frame for this project. Jonathan said the design can be reviewed by the Public Works Committee at the November meeting. Fred asked if the project needs to be reviewed by the Conservation Board. Jonathan said yes. Possibly it should go to the Public Works Committee, then the Conservation Board and then the Town Board. Nancy Drive Fred informed the Committee that Nancy Drive is in the Eastern Heights Drive area. There have been discussions, in the past, about abandoning the road. At present, the road is in need of repairs if the Town feels that the Fire Department needs if for access to the upper end of Tudor Road. Fred has talked to the Fire Department to get a list from them on access problem areas. i David asked if the road is paved. Fred indicated that at the bottom it is paved. Fred said that if we need this road as an access road, it does not need to be a"full" 20 foot road. There was a discussion regarding roads that have been abandon—Circle Drive. David asked if the Town Board minutes have been reviewed. Fred indicated that Mary Saxton, Deputy Town Clerk,has looked into the index and has found nothing. David said he remembers discussing giving the neighbors the property. Andy Frost, Building/Zoning Officer,feels that we should keep road as a fire access road. Rich indicated that cars do still use the road. David asked if the road were paved, would more people use it. Gene Redman indicated that he would like to see the road kept open for snow plow trucks to come down the hill. Fred indicated that would be a good idea but that we did not need a 20 foot road. Gene agreed. Fred has been in contact with the Fire Department regarding access to dead end streets. He will be obtaining a list of roads which the Fire Department has problems accessing. • Fred said that he will discuss this issue with the neighbors. David said that the road could be a 18' road with grass shoulders. Fred and Gene concurred. Public Works Committee Minutes,September 22,1998 Page 3 David asked if there was a sign indicating the road. Rich indicated that there is a sign that says "Future Town of Ithaca Road". David then asked if the Town owns the road. Fred will look into this further. Capital Plans • Dan Walker,Town Engineer presented the following report on the Capital Improvements Plan. The following is a list of projects that have been completed since the 1993 Capital Improvements Plan was drafted. • Christopher Circle Water Tank Site security improvements. • Clearing sewer easements on Sapsucker/Salem sewer. • Sewer inspections and maintenance on Sapsucker/Salem sewer. • Construction of Kline Road sewer capacity improvements with the City of Ithaca. • Danby Road sewer replacement. • Glenside Road water main replacement. • West Haven Road sewer. • Trumansburg Road water main at Indian Creek. • Schickel Road water district. • Coddington Road water extension Projects to continue include: A. Develop Utility Capital Improvement Project Plan Priorities 1. Priority maintenance and upgrade projects. a. Reinforce critical areas, i.e.: areas without backup b. Areas with known capacity problems c. High incident of repairs d. High maintenance costs 2. Water and sewer in-fill projects. a. Small un-served areas within general service area b. Short links to improve capacity and reliability 3. High priority water and sewer extension projects a. Known health risks b. Slaterville Road sewer evaluation 1 • Public Works Committee Minutes,September 22,1998 Page 5 CAPITAL IMPROVEMENT PROJECTS This project list has been developed throughout the past year as an apparent needs inventory, and is based on specific request from Town residents and needs that have been identified by the Engineering Department. These projects have been prioritized • according to the proceeding criteria. PRIORITY MAINTENANCE AND UPGRADE PROTECTS SEWER 1. West Hill Trunk Sewer: Provide replacement for existing sewer main from hospital and Biggs. This sewer is an old clay tile which is a source of infiltration and does not have adequate capacity to serve the existing facilities on West Hill. Would include provisions for relieving overloaded Meadow Street sewer in City. Could be coordinated with proposed Cayuga Cliffs development to reduce Town cost. Estimated Costs: $1,250,000 WATER 1. East Shore Drive Main Replacement: Replacement and upgrade of existing 6" cast iron water main originally installed as part of McKinney Water district. Main has high frequency of repairs when operated at full pressure. Soils are corrosive in areas weakening pipe. Replacement main would be sized to work as a transmission main to provide Bolton Point water to West Hill by gravity. Estimated Costs: $500,000 2. Trumansburg Road Water Main Replacement: From the Cliff Street pump station to Take Side Nursing Home. This would be a 12" water main to replace the existing 6" cast iron water main which is the sole source for the West Hill service area. Installation of this main would complete the link between the pump station and the Trumansburg Road water tank which was started with the West Hill 12" main that runs up Bundy Road. • Public Works Committee Minutes,September 22,1998 Page 6 Estimated Costs: $250,000 WATER AND SEWER IN-FILL PROTECTS SEWER 1. Trumansburg Road Sewer: Woolf Lane to Indian Creek, and from Dubois Road to the West Hill Fire Station. The project will complete a sewer service area on Trumansburg Road. The northern portion of the project should be coordinated with construction of the Tillotz subdivision, and the southern portion should be coordinated with any development of the Cornell Lands and the Kyong Parcel. Residents have petitioned the Town Board to consider this project. Water is available in this area. Estimated Costs: $750,000 WATER HIGH PRIORITY WATER AND SEWER EXTENSION PROTECTS SEWER 1. Coddington Road Sewer Extension: Sewer service from Troy Road to Coddington Road Community Center. Reservoir side of Coddington Road could be served by trunk sewer along railroad alignment. Sewer would serve approved Southwoods Subdivision on King Road by gravity. Southwoods was approved with pumping stations and force main up to Troy Road sewer. Developer could be approached for contribution. Sewer service requested by residents petition and supported by Tompkins County Public Works. Septic systems in area would drain to water supply when they fail. Estimated Costs: $1,000,000 (J Public Works Committee Minutes,September 22,1998 Page 7 WATER f ` 1. East Hill Tank Project: Being planned as a cooperative project with Town of Dryden,Village of Lansing and Bolton Point. Will improve fire flow and system reliability to East Hill Plaza area. Estimated Costs: $1,500,000 LONG RANGE WATER AND SEWER ENHANCEMENT PROGRAM WATER 1. West Hill Water Improvement,Phase I: Provide additional storage in West Haven/Elm Street Extension area and pumping capacity from the City Elm Street Tank: Tank to reinforce existing hospital tank zone. Would improve fire flow to southern end of zone and provide second supply point. t Estimated Costs: $750,000 2. East Shore Drive Transmission Main: Water main to the clear well at Bolton Point and storage tank, would allow supply of Bolton Point water to West Hill area by gravity through a cooperative agreement with the City of Ithaca. Estimated Costs: $2,500,000 3. South Hill Storage Tank and Distribution System Improvements: Would provide additional storage for reliability and additional flow capacity in the area serving Ithaca College and NCR. Estimated Costs: $1,000,000 Public Works Committee Minutes,September 22,1998 Page 8 �y. LOW PRIORITY WATER AND SEWER EXTENSIONS: WATER ER 1. Seven Mile Drive Tank Would provide fire flow and additional storage required for commercial, businesses or light industrial development in the Inlet Valley area. Estimated Costs: $500,000 Following Dan s presentation, there was a discussion regarding the flushing of hydrants and the problems it has caused with water main breaks. Fred indicated that as systems get replaced, this will not be such a problem. Dan indicated that the Town is working on a map and training for proper flushing procedures. There was a discussion regarding the west hill area development and putting water and sewer systems there. Dan indicated that if Genex (Eastern) puts headquarters on West Hill,we may want to look at this closer. It was felt that this area is not a viable location for a full water system service. ' Miscellaneous Fred indicated that the Highway/Parks Department has been involved in setting up an agreement whereby the Town would provide wood chips to the Cayuga Nature Center for a grant project they are participating in. If the Town would haul chips to the Center, Cascadilla Tree Service would provide the Town with tree and stump removal services. The Cayuga Nature Center will also be working with Wegman's (providing food scraps) for the project. David feels that this a worthwhile idea and asked Fred draw up an agreement for the Town Board and Town Attorney to review. David feels that we should be reviewing the charges so that they are comparable. ghk �_)
