There was no meeting in July and this is the August meeting. Warren Road Reconstruction Ward Hungerford from Tompkins County Public Works was invited to the meeting to discuss the plans for reconstruction on Warren Road. He explained that the drawings for the project were at the engineer's office, but that he will get them to Fred as soon as possible. Ward explained that the construction would start at Hanshaw Road and go to BOCES. There will be 11' paved driving lanes. The east side will have a 7' paved shoulder and the west side will have a 5' paved shoulder. At BOCES there will be a transition from two lanes to three lanes. The middle lane would be for turning. This will continue until Uptown Road and then it will go back into two lanes. Arrowwood will be in the section with three lanes. There will also be a right turning lane going to Uptown Road from Route 13. The ditches will continue to be open ditches. There was a discussion regarding the drainage ditch in front of BOCES. There seems to be constant standing water there. This is a very wet area though. There are no plans to change lighting in the area, and Ward felt that there would be very little loss, if any, of trees. There may be some brush and a tree removed near Manor Lane. Ward explained that Tompkins County would be changing the direction of the crosswalk on Warren Road. They will make the crossing straight across the road 1 Public Works Committee Minutes,Sept. 1,1998 Page 2 instead of diagonal. Fred Noteboom indicated that the Town will continue to maintain the walkway and has written a letter to BOCES regarding this. Ward explained that the County would like to start this project soon,so that it can be done before the school children are using it. The other area will then be abandon and made into grass. David Klein asked if the Dewitt PTA has been informed of this change. Cathy • Valentino indicated that the Dewitt Middle Schools Vice-Principal has been on the committee who discussed this,but that we should discuss this with the PTA. The discussion lead into the next agenda item... Water and Sewer Replacement on Warren Road Fred indicated that the Town's replacement of water and sewer lines on Warren Road should be done before the County starts reconstruction of the road. Dan Walker indicated that, at present, the water lines in Warren Road are cast iron pipes. There have been many water breaks on Warren Road this year. The sewer lines are either asbestos or clay tile. Dan indicated that the water lines run along the side of the road and the sewer lines are just above the water lines. Dan is proposing the Town put the water lines on the other side of the road and moves the sewer lines back away from the shoulder,just inside of the road's right-of-way. Dan indicated that because of the numerous breaks in the area,the Town should consider replacing water lines on Winthrop Drive also. Dan estimates this project to cost approximately $800,000. David asked if any frees would be effected by the water and sewer line replacements. Dan said no. There was a discussion regarding the Work Plan and if this project falls within the Town's Work Plan priorities. Dan explained that the sewer replacement does, although he was not sure what the priority was because the Town still needs to get a camera and look at the pipes to see what damage might be there. Ward informed the Committee that Hanshaw Road is scheduled for paving in the year 2000. The Town may want to review the water and sewer on Hanshaw Road before this road is paved. Ward suggested the County could "soften" the costs for the Town. David asked if that can be done by combining the contracts. Dan would rather not have that done. . Public Works Committee Minutes,Sept. 1,1998 Page 3 Dan was asked the disadvantages of not having the water and sewer lines replaced ( �i during this paving project are. Dan explained that there will continue to be water �/ breaks for which we would have to break up the pavement. This would make the repairs more costly. Dan said that the sewer, if replaced at a later time, would mean placing it high on the ROW, so the Town would have to get more easements and may disrupt more frees. Existing pipes going to the houses need to be replaced too. The Town can perform these tasks along with the line replacements,if proper easements are obtained. David asked if the Town should be doing this. Dan indicated that we couldmake it part of the contract. Ward informed the Committee that the County would like to start this project next summer and have it completed before school starts in September. The Town would need to have the bids for water and sewer line replacement in March and start in early April to allow the County time to do theirwork. They will be using their own forces to complete the work. The Committee believes that this project would not be subject to permissive referendum. David would like to see this project started as early in April as possible. Dan said that " the water line replacement should be done first, then the sewer lines. David asked if the County would have to perform any drainage work. Ward said that they would be replacing driveway pipes;this included a pipe going under Uptown Road. Ward also explained that the ditches will be about 21' from the center of the road. Fred said that he was concerned that the flow of water has not been decreased. There was a discussion about diverting some of the water flow to the Dewitt Pond. Fred explained that the Dewitt Middle School was concerned about the depression in front of the school. Dan was not sure that the grades were conducive to diverting more water there. Dan explained that any further development in the Northeast would have to be carefully reviewed so that we do not have further problems with drainage. Cathy Valentino said that the Town needs to check on the work at the Lucente Homes properties. David feels that storm water management needs to be incorporated into this project. . 0 Public Works Committee Minutes,Sept. 1,1998 Page 4 Cathy voiced her concerns about the Dewitt Pond. Fred and Dan assured her that the upond is doing what needs to be done. The Warren Road construction projects will be presented to the Town Board on October 5, 1998. We will have the Town Clerk call Ward to confirm the time. Ward asked if there were any questions regarding the construction on Ellis Hollow Road or E. King Road. Fred indicated that he and Ward have discussed changing the road that goes from E. King Road to the Old King Road. They would like to propose taking out the intersection on E. King Road. There was a discussion regarding making the road a one-way road. There was also a question as to if the Planning Board has studied this. Jonathan said yes. Cathy felt this matter should be pursued further and we need to see who owns the intersection, etc. Ward said that the County can pull out the intersection and re-seed it. Fred and Ward will continue to work on this. Ward informed the Committee that Ellis Hollow Road will be re-paved starting next week. The walkway will not be pursued. Ward also said'that the Upstream Forest Home Bridge work will start this week. Caldwell Road Fred informed the Committee that there are no drawings yet. Cathy said that NESTS has not made a recommendation for the area yet. Jonathan said that the NESTS is back to the old theory of closing the bridges. David feels that the Town needs to see what the NESTS Committee conclusions are before proceeding on this project. Fred talked about abandoning the road to Cornell University. • This project his been put on hold. Water Tank Painting Plan Dan,indicated that he wants to have two tanks painted in 1999. He wants to look at the inside of the tanks at Christopher Circle and Pine Tree Road. U Public Works Committee Minutes,Sept. 1,1998 Page 5 • Cathy asked about the procedures of"waxing" the inside of the tanks. Dan explained 0 that the waxing system may need more maintenance,but it is non-toxic, goes on easier, and has no VOC within one day. 'Epoxy paints need a week or so before water can be restored to the tank. The wax goes on very thin. We would have to repaint them every ten years. Using a paint would have to be done every five years. Dan said that we will have to continue to do semi-annual inspections of the inside of the tanks. We can actual do touch-up painting ourselves with airless brushes. Dan wants to monitor the waxing of tanks as this is the first time the Town has used this method. David said that we should make an evaluation before actually doing the next tanks. Hallberg Park Jonathan informed the Committee that this area has been reviewed several times. The Town would like to "swap" land with Bernie Malloy and realign the frail. The proposal has been presented to Mr. Malloy, who has agreed to it. Jonathan wants to discuss this with the Town Board and ask for money to re-survey the property. This is not part of the Open Space and Parks Plan. Fred indicated that on the map it shows a ball field. This area is not big enough for a ball field there. This will be removed from the map. Fred indicated that the people from Deere Run might find it easier to use this trail and park area. David asked about the pond. Dan said this was not much of a pond. There was a discussion regarding Zoning Ordinance and public parks. According to the Ordinance, public parks need to be reviewed by the Zoning Board of Appeals. Jonathan reminded the Committee that the Town does not have to following the zoning laws. . David said the Zoning Board of Appeals deals with variances only, and the Planning Board reviews the sites. Jonathan will look into this more. The Hallberg Park proposal will go to the Planning Board after the Town Board has approved it, along with the surveying. Public Works Committee Minutes,Sept. 1,1998 Page 6 The Public Works Committee approved (unanimously) a resolution recommending the Town Board approve the proposal and money for re-surveying the land. Town of Ithaca Public Works Committee Resolution Recommendation for Park and Trail Realignment WHEREAS, the Public Works Committee met on September 1, 1998; and WHEREAS, at that regular meeting, the Committee discussed and recommended the approval of realignment of park and trail lands on the Hallberg and Malloy properties in the E. King Road/Whitetail Drive area; and WHEREAS, the Public Works Committee also recommends the approval of funding to re-survey the properties involved;now therefor be it RESOLVED, that the Public Works Committee, of the Town Board does hereby l approve the realignment of the trail and park lands; and further / RESOLVED, that the Public Works Committee of the Town Board does hereby recommend the Town Board approve the funding to re-survey the properties involved. MOVED: David Klein SECONDED: Cathy Valentino DATED: September 1,1998 PASSED: Unanimously Jonathan will write up the resolution for the Town Board to approve. Budget Fred asked if there were any comments on the budget. We need to work on the 1999 plans for storm water management projects. .t Public Works Committee Minutes,Sept. 1,1998 Page 7 There was a brief discussion on the water rates. Fred informed the Committee that the account (A3310) was for the purchase of signs. In the past, this money has been put in the DB accounts. This year it will be b back in the A3310 account. Cold Storage Shed Bids Fred indicated that two bids were received: One from Marinille for$30,000 and one from Finger Lakes Construction for$37,000. The bid from Marinille was not a legal bids. We have conferred with the Town Attorney and will be accepting the bid from Finger Lakes Construction. David indicated that we may want to put something in along the walls to keep equipment from hitting the walls. There was a brief discussion about electric in the Highway/Parks Facility. This has • become overloaded. Fred will look into this.
