Confined Space Entry Plan Fred Noteboom informed the Committee that he discussed shortening the Confined Space Entry Plan with Mark Smarr,PESH. Mark indicated that there was no way to make the written plan any shorter. Fred indicated that the Town currently complies with the Plan, although we do not have a written plan in place. David Klein indicated that a list of people who are trained to go into confined spaces needs to be in the plan. David asked if Cornell University or Ithaca College's emergency numbers should be included in the plan. Fred said that the Town would always contact the City of Ithaca Fire Department for emergencies. Fred said it is important to continue safety training and keep the equipment up to date. Highway/Parks Feasibility Study Members of the Highway/Parks Department have met with MRB Group regarding the space needs and will continue to do so. The schedule was revised so that the study should be completed by July. MRB would like to make a presentation to the Public Works Committee on March 24, 1998. There was a discussion of the agreement and if it needed to be more formal. It was decided that the presented agreement was adequate. David felt that we should inform MRB of our schedule for payment. Northeast Study Fred handed out worksheets on the approximate costs and time schedule for work. We will be working on four major components regarding storm water Public Works Committee Minutes,February 1998 Page 2 management. They are Honness Lane/Eastwood Commons, Elm Street Ext., Dewitt Pond Extension, and Christopher Lane. Included in the Christopher Lane area is Brandywine Drive area. Dan Walker showed the Committee maps where the work will be done in the Northeast. This included the Christopher Lane and Dewitt Pond Extension areas. Fred said that the Town may have to do some stream bank protection work to stabilize areas that are eroding. Dan also indicated that we will not be adding any water to the drainage ways in the Northeast. Fred also talked about putting in"baffles" to make the water flow (out of the pond) slower. To work in this area, there are possible two easements needed. Dan indicated that the easements should be agreeable to the homeowners, since they are asking for help with the drainage system. David asked how much more development can go on in the Northeast. Dan indicated that he will discuss this more with BOCES and that Cornell University is planning some development at the border of the Town of Ithaca,Village of Lansing, and Town of Dryden. Other than that,Sanctuary Drive is a possible development area. The Maplewood area will be discussed as a future area to work on for storm water management. Fred indicated that the work to be done in the Elm Street Ext. area is by the NYSEG Sub-Station. We will be work on 210 feet of ditch to stabilize the area. The Honness Lane/Eastwood Commons areas' worksheets indicated the total cost of the project. Fred indicated that only about 16 percent of that total will be for storm water management. David asked when the next Public Information meeting is schedule. Dan said he would like to schedule one for mid-March. Fred informed the Committee that the Town does have a right to work on drainage ways if they have used them for 10 years,but that written permission is best. David asked if the problem at 315 Winthrop Drive has been solved. Rich Schoch indicated that the snow had plugged the ditch there and we cleaned the ditch out so this should help there. Fred indicated that underground drainage and a catch basin could alleviate the problem altogether. Public Works Committee Minutes,February 1998 Page 3 It was felt that the Village of Cayuga Heights should be apprised of the Town s plans, since there are people from the Village who are concerned about storm water management. David expressed concerned about the stream behind Winthrop Drive. Dan will discuss this with the Village of Cayuga Heights Engineer, Brent Cross. Fred indicated that Caldwell Road will be back on the agenda for March. Town Hall Plan Dan did not have the layout maps available,but he drew a sketch of the planned layout. David expressed concerned about having two conference rooms, shared space, and folding partitions. Dan indicated that the Court room would be able to hold up to 25 people. Lawyers will have access to conference areas in the Judge's area. Dan discussed the plans for the basement, explaining that it would be used basically for storage (Records management and voting machines). David felt that all department's should be involved so the operation of Town ( Hall will be more efficient. He also felt that employees should feel comfortable voicing their opinions. Dan indicated that there was a meeting with the Department Heads on Thursday. Dan also indicated that there were still some legal issues to work out. David asked what the time schedule was. Dan indicated that the schematic design will be presented at the March Town Board Meeting.
