Update on Integrated Sewer System. ghk pc: Mary Bryant, Administrative Assistant Joan Lent Noteboom,Town Clerk Andrew Frost, Director of Zoning/Building Jonathan Kanter, Director of Planning w DISPOSITION DATE C/4/41 Town of Ithaca Public Works Committee Meeting October 26, 1999,8:00 a.m. Town of Ithaca Highway Facility Present: David Klein, Chairperson; Fred Noteboom,Cathy Valentino, Dan Walker, Gene Redman,and Rich Schoch The meeting started at 8:10 a.m. The minutes from December 1998, May 25, 1999,June 22, 1999, and August 24, 1999 were approved. Wycoff Road Water Line Fred Noteboom said that in conjunction with the Renwick Drive Bridge reconstruction, the Town would like to put in an 8" water main. This line would start at the Sunset Park in the Village of Cayuga Heights and go into the Town of Ithaca. Dan informed the Committee that he would like to have the Town's forces do the work before the spring of 2000, when we anticipate Tompkins County starting work on the bridge. Currently the water comes down Renwick Drive,curves, and then goes to E. Shore Drive. During the bridge construction they will still put in the valves so this system would then be a"looping" system. It would cost between$30,000 and $40,000. A temporary system, which is what the County is proposing,would cost between $15,000 and $20,000. A permanent water line going down Wycoff Road seems the better alternative. Dan does not want the Town to pay for a temporary water line while the Renwick Drive Bridge is being rebuilt. David asked if Cayuga Heights has been informed of our intentions. Dan indicated that he will talk to them, and that this line will not serve any Village customers. David said that we should put our intentions in writing. Dan indicated that there is some money in the fund balance for Water Maintenance. David was concerned for the safety of the public if the Town starts working on water lines and has a lot of holes in the earth. Dan said that the Town's forces would have to put in a length of pipe and bury then go to the next. We also need to talk to the School district about the bus schedule on Wycoff Road. Dan estimates it to take about two weeks to complete. The Committee agreed that they do not want the roads closed all Public Works Committee Minutes,October 26,1999 Page 2 winter, so we need to keep in contact with the County, so the Renwick Drive Bridge work is either started and completed during the winter or not started until spring. Fred indicated that Tompkins County has sent the Town one or two updates on this bridge and the King Road Bridge. Fred indicated that Tompkins County, in their agreement,has agreed to maintain the deck of the Renwick Drive Bridge for 15 years. This project needs to be added to the December Town Board Meeting for their discussion. Renwick Heights Sidewalk Fred informed the Committee that Renwick Heights Road is on the schedule for reconstruction in 2000. There is a sidewalk (from the dead end to E. Shore Drive) that is in bad shape; there are also two box culverts that need to be replaced. According to the sidewalk ordinance, it appears that we will have to ask the residents to pay for redoing the sidewalk. We will have a meeting with the residents to discuss this and the construction that will be taking place. If the area residents decide they want to pay for the sidewalk, the Town forces will be able to realign the sidewalk and put in new box culverts at the same time as we redo the road. Cathy Valentino felt that the sidewalk ordinance should be discussed with the Town Board. We will put this on the Town Board's December meeting agenda. Cathy asked that Fred supply a map of the area so the Board will know what the area looks like. She would like to have the estimated cost for rebuilding the sidewalk also. David said that a rule of thumb is $4.00 to $4.50 a square foot. Update on Park Lane Fred said the work on Park Lane is coming along good. We have been in touch with the winery and they have been cooperative. There is more work to be done than we expected, but work can continue throughout the winter. Fred said that the road cut for the Quick's property has been done, along with some drainage work. This work is part of the Storm Water Management project. Fred said that Park Lane,from Brian Drive to Route 79,would be re-paved in the year 2000. Cathy indicated that a neighborhood sign would be nice to have on Park Lane indicating that the area is residential. Public Works Committee Minutes,October 26,1999 Page 3 Snow and Ice Removal Questions Cathy asked if the Town has certain places to salt before others. Fred indicated that we do and that on the East Hill Honness Lane and Snyder Hill are two roads that we go to first. Fred indicated that we have been talking to Tompkins County about the snow and ice contract. This year the Town will be plowing and salting all the roads in the Northeast—including County roads—this year. Tompkins County will now be plowing and salting Ellis Hollow Road, Game Farm Road, Maple Avenue, and Pine Tree Road from Route 366 to Ellis Hollow Road. We will to do this for a year and then evaluate it. David asked about the costs. Fred indicated that there is a formula used to figure out the cost which is based on actual costs from the year before. Tareyton Drive Project In 2000 the Town will be reconstructing Tareyton Drive. Mainly, we will be working on the drainage and re-paving the road. Fred indicated that at the meeting with the residents of the Northeast,Tareyton Drive was one of the areas of concern for drainage. We are looking at open ditching and, perhaps,replacing culvert pipes under the driveways. David asked if the Town re-seeds the ditches after we clean them. Rich Schoch said yes. We will have a meeting with the residents of the area to answer any questions they may have. The survey work has already been done. We will be taking out the "bubble" in the road. This "bubble" is an old cul-de-sac—before the road was extended. There was a discussion on the reconstruction of the sharp curve on Kay Street. New Town Hall and Schedule for Building Dan Walker indicated that he has the plans,which were reviewed by the Committee. The authorization to bid the New Town Hall construction project will be presented to the Town Board at their November meeting. The bid specifications will then be available on November 8 or 9. The bids will be due to the Town December 9, 1999. The authorization to award the bids will be presented to the Town Board at their December meeting. Dan says that construction should begin in January. Public Works Committee Minutes,October 26,1999 Page 4 Dan indicated that plans include about$400,000 for the additions in the basement, and about$38,500 for the documents. Currently the cost to rebuild the building is approximately$1.7 miIlion. Dan indicated that the Post Office drawings are available for review also. Dan will have HOLT review them. Dan said that it will cost the Town$62 a set to make specifications for bidders. We will need about 50 sets. Dan indicated that we will charge the bidders $100 for a set of specifications. Intergrated Water and Sewer Systems Dan indicated that these projects are in the same place as last year. Cathy said that she feels that nothing more will be done until after the elections. They are continuing to meet on a regular basis. Fred indicated that Agenda #15 on the Town Board Meeting agenda,will not be needed. We will cut out the blacktop from the sidewalk that is on the private property. The meeting was adjourned at 10:30 a.m. ghk
